Govern menace and Public Policy Name Institution Tutor Date Introduction Indonesia’s governance in the recent has been very impressive. The political systems of the country have undergone significant transformations. Despite this success, there are some political and economic challenges that remain unresolved. Indonesia needs consolidated and persistent efforts to help solve such problems. The country needs to create links with nongovernmental organizations and broad coalitions which could assist in solving the crisis. There should be global accountability to help achieve significant development in the countries. This paper explores the implications creating interagency partnerships in the providing services in Jakarta. The paper also seeks to access the effects of the new conventions to policy-making and regional governance in Indonesia. The Implications Creating Interagency Partnerships in the Providing Services in Jakarta Forming interagency relationships in providing services in Jakarta has several implications for the individuals in the country. The partnership has led to increasing the use of services. Families who are in need of support services are likely not to have access to the services. Collaborations between different agencies in Jakarta can help increase the willingness of the families to use those services that can be of great help to them. For instance, a partnership between the health service and any indigenous organization can help different families to use a service. In cases where services in the community are stigmatized, the agencies can collaborate and provide the services in a less stigmatized manner (Indonesian Government 2011). The partnership can increase access to different services by the individuals. More often, many families and children in Jakarta may miss services since different agencies do not know one another, or other services they can provide. This will limit the agency from referring the clients to other related services. More developed systems within the integrated model may make the clients receive service in real time. When different agencies are in partnership, they can respond adequately to different needs of the people. In the system of service, the problems affecting families are handled in a compartmentalized manner. Holistic provision of services is more convenient to parents since it reduces of consulting with other multiple providers. This may help relieve the families from traveling to different locations (Indonesian Government 2011). Again, the agencies can provide consistent and concise information to the people. Communication between different agencies helps them share different ideas that can provide the people with concise and consistent information. The individuals are not overwhelmed by messages, and they cannot be faced with any competing demand from multiple agencies in Jakarta. The service users should be involved in the collaboration. This gives them the opportunity to be heard. It is important for children and the women to be heard. Through this, they can express their problems to the service providers (Indonesian Government 2011). Implications of the New Conventions to the Regional Governance and Policy Making The Indonesian government should undergo gradual improvements in various dimensions, including political civility, accountability and local governance. This is due to the new conventions in the country. The civil society in Indonesia should play a significant role in reinforcing the state’s role in combating corruption or to improve the rule of law in the country. With the new intervention, the governance can transits from authoritative, centralized system to decentralized democracy. The new order can bring significant impact in delivering development in Indonesia. In the decentralized structure, the reforms cannot be done organically; pressures have to come from the civil society and the population at large (United States Indonesian society 2015). Democracy and good regional governance in Indonesia have advanced. The democracy in Indonesia was started as an impact of the financial crisis in 1997. Much civil society organizations in Indonesia existed but did not provide an opportunity for democracy and regional governance in Indonesia. Democracy need not be seen just as a response to the financial crisis but also the general crisis that affect Indonesia. The Media is increasingly becoming robust, complementing vertical and horizontal checks of the accountability of the government. Civil societies have an important role in the regional governance in Indonesia. The NGOs are involved in a number of corrupt activities. The large businesses and conglomerates in Indonesia spoil the good governance, specifically through corruption. There should be strong accountability check of such businesses (United States Indonesian society 2015). The corruption index of Indonesia is perceived to be 2.8 (Transparency International, 2010).This is below the neighboring China (3.5), Thailand (3.5), Singapore (9.3), and Malaysia (4.4). The TI index creates problems since it only measures different perceptions of corruption, but it possesses the ability to compare across different countries. The corruption index of Indonesia can reduce when the new interventions are put into considerations. The corrupt leaders or the NGOs will stop their corrupt activities. Democracy and regional balance should deeply take root in Indonesia. Political leaders should emphasize on democracy and avoid fraudulent activities. The new interventions can enable Indonesia see itself as a leader in policy-making and regional governance (United States Indonesian society 2015). Indonesian government can promote local governance in the country. The country should be aware of its shortcomings and not to set high goals. The country is capable of being a player in the global movement for democracy. The international media also view Indonesia as an ideal example of democracy and regional governance. In 2001, many observed that Indonesia would breakup, but the new interventions have made Indonesian territories to perform well. However, there still exists a problem in Papua; Indonesia can address the problem using the new policy on special attention and acceleration to socio-political issues (United States Indonesian society 2015). Regional governance is more inclusive; it is centered on achieving sustainable development. Human rights are also integrated with the regional management. Having regional management in Indonesia will help address the above shortcomings. This involves conceptualizing policies cutting across all the organizations and policy-making entities. The three dimensions of achieving sustainable development should be integrated with a balanced and coherent manner while strengthening regional governance within each dimension. Indonesia will be able to achieve these objectives if they partner with other countries, organizations, other stakeholders, and the civil society. The regional governance will create an enabling environment and will help strengthen global partnership in many ways. This will translate into a coherent framework of attaining regional governance and sustainable development in Indonesia (UN System Task Team 2013). With the new interventions, regional governance will be built on the quality of different organizations in Indonesia. The development will therefore rely on this rather than relying on the personal will of state power or powerful leaders and political will that may not be sustained for a longer period. The country may have sufficient skilled staff, but it may not be capable to make good use of the skills. Regional governance is a major factor in providing essential services to the public and businesses. This will create favorable conditions for social cohesion and economic progress in Indonesia. The leaders can have autonomy in their work and be accountable for their performance. The new intervention will help strengthen the basic systems of management in Indonesia (OECD 2014,p1).  There will be predictability, reliability and the rule of law in Indonesia. The Rule of Law is a framework different institutions use to set, interpret and implement laws and regulations. The government decisions must be within the law. Thus, individuals and private organizations are also protected from any arbitrary decision by the government. Reliability demands regional governance that is free from any distortion through nepotism, corruption, and patronage. It guarantees personal rights and property and help achieve social stability. This will help provide predictability and reliability that is necessary to different organizations in Indonesia for making policies. Predictability and reliability call for a high level of political stability. The government of Indonesia should be able to create credible commitments and convince private sectors that their decisions will not be changed due to political instability. This will help boost the security of Indonesia (OECD 2014,p1). There will be high-level accountability in Indonesia. Accountability represents the democratic values and helps develop effective and efficient organizations. The public and the politicians in Indonesia are given great power by the relations and the laws they implement, the organizations that they manage and the resources they control. Accountability will ensure these powers are well used in line with the interest of the public. Responsibility calls for clarity as to who is to be countable to whom. The civil servants, politicians, and organizations will be able to account for their performance (OECD 2014,p1).  Again, there can be open information system and Transparency in Indonesia. Transparency is a significant aspect of regional governance. Transparent making of decisions is critical for any private sector in making sound decisions. The Rule of law and accountability requires enough information and openness so that the high-level administration, the general public, and external viewers can verify the activities and performance. The government of Indonesia can be able to have clear access to necessary information. The information is conveyed in a clear, open and transparent manner (OECD 2014,p1). Conclusion Indonesia is capable of being one of the best states in the world. The crisis in the country is the limiting factor towards its growth. High level of corruption in the country and unaccountability of government officials are some of the major problems in Indonesia. The country should adopt the new interventions in order to achieve sustainable development. There should be proper regional governance and policy making procedures for the state. Indonesia should have interagency partnerships and create links with nongovernmental organizations and broad coalitions. The new interventions have several implications for governance and policy-making in Indonesia.
