Coordination between DEFRA AND CIVIL ENGINEERING By [Name of the author] [Student number] [Degree scheme] [Date] [2495 words] INTRODUCTION Department for Environment, Food and Rural Affairs (Defra) of UK, is a well established Government Department. It works towards the process of enabling every single living being to live in a healthy and safe environmental condition1. It is responsible for the purpose of tackling climate change on international basis. It follows the adoption of the domestic action in order to reduce the affects of greenhouse gas emissions on global margin. Added to this Defra is also very much in concern to the security and health of every living being. It is in specific concern of the productive, resilient and the diversified conditionings of the natural environment. It objectives as has been followed by Defra is very specifically in concern to the act of reducing the environmental impact over the global issues. Its activities are very directly related to the country’s economical status and the levels of production and consumption. It is also under chief speculation of all the sources that are related to the production of waste in the country. The reduction of the specified global impact of food production and the relevant consumption is also under Defra. It also works towards the improvement of all the resources that works towards the competitive and profitable farming industry. The environmental concern and the food regenerations are al related to various branches of Defra. There are all types of respective departments for the maintenance of high levels of protective measures for human without discrimination and all kinds of animals and plants. Defra takes the responsibility of their health and ensures the economy with proper back ups for the risks like disruptions related to the scarcity of food or water, risks related to flood and all kinds of unwanted incidents related to the consequences of a biological, chemical or nuclear hazards.  It also works towards the adaptation of inevitable impacts related to the climatic changes and global warming. Legislative measures of Defra Defra is a governmental association, and its champions are like those of Sustainable Development. The functioning of Sustainability Development is meant to help the Government for the delivery of the sectors related to social, economic and all kinds of environmental sustainability under legislative measures. Defra works towards the development of rural policy along with the supporting effects of strong rural communities. It works towards the ensuring of dispersing rural needs that gets reflected in context to social and legislative measures and policies of the Government. With legal proceedings under international dimensions the Department plays a very vital role in both the peripheries of European Union and the aspects related to the global policy making proceedings. Defra protects and absolutely is in concern to improve the particular environment. It is into the sector of integrating the environment along with the proceedings related to the legislative measures with all the legal policies undertaken by the Government. It also gets expanded to the environmental and legislative concerns of the same field for international flora, fauna and every aspect of environmental matters and proceedings. Defra is well structures with the effective activities on wider and legal ranges and various fronts. It works towards global environmental risks and threats. The matters related to the international political issues like those of global warming are of basic concern to Defra. Under typical legal proceedings, legally and socially, Defra is well in concern to the safeguarding activities for all kinds of individualistic and environmental issues. Air quality Defra along with the devolved administrations for the publication a latest ‘Air Quality Strategy’ made exclusively for the countries of England, Wales, Scotland and the Northern part of Ireland this ‘Air Quality Strategy’ was enforced from the 17th of July 2007. The strategy is meant for the setting out of a way towards the process of executing and planning on various and important air quality issues. Added to this the chief concern is also related to the issues of air quality maintenance and the application of the objectives for the activation of the targeted achievements. A specific note over the application of the new strategy clarifies that it is the fifth report made over the ‘Air Quality Expert Group’ that is also popularly known as AQEG Ozone, in the communities of United Kingdom’. As for my branch of civil engineering, I am concerned about the report; that investigates over the recent conditions related to the current status of ozone layer. As the ozone layer is also affected by the waste created by the construction sites, this futuristic approaches led by Defra to the changes of the tropospheric ozone layer is of great concern to me. The activities as has been led by Defra on the basis of this report are for the purpose of providing the precautionary effects over the upcoming environmental threats. According to the latest investigations declared on 6th of August 2008, the report has been published in draft form is under process for finalisation. It has been well determined that the report is going to work over the issue of modifying the air quality on global terms. Business and the environment The matter of concern related to my civil engineering in terms of business and environment has got a major role to play for the purpose of protecting the terms related to land and atmospheric conditionings. The concern is in relation to protect, and to exclusively enhance over the environmental conditions for the achievement of sustainable development in the field of construction. The interrelationship between the matters of business and environment to my branch of civil engineering is very much related to the ‘World Summit on Sustainable Development’ of 2002. As this Summit is related to the topics of sustainable consumption along with various sectors of production and corporate responsibility, it is of great concern in the management of proper perspective of civil engineering in the persuasion of the projects of all levels. With Defra, the matters of civil engineering get enough support in terms of encouraging proper corporate responsibility and the application of absolute practices for environmental reporting on the construction sites. There is the need for proper management systems in the civil engineering branch and that gets enabled through the investors to come up with sustainable consumption and the matters related to the production of the resources. Through Defra, my branch also get the information and valuable advices for the maintenance of proper and well manages business on the aspects of environmental issues. As Defra is working directly for the construction business sectors, it plays a vital role in the in the improvement of environmental performance. The relevance therefore, is directly proportionate to the activities led by Defra in concern to the management of all the businesses related to civil engineering. Climate change and energy The branch of civil engineering depends a lot on the conditions that result from climate change. For Defra the purpose is to meet all the greatest environmental challenge of the world as a whole. As the construction business as a whole depends over the rising of the global temperatures and brings enough changes in whole weather patterns, it is equally important to keep a track of the management of construction proceedings in a particular site. The climate and the affects of climate change can result to various kinds of weathering and thus it is very important to have proper speculation over the whole practice and system in collaboration with the investigations led by Defra. Defra is acting towards various adaptive measures to bring in more sustainability in the process of living and growing structure, on global basis. It is working towards the act of balancing climate change and reducing the risk for all the causes. This is something that is of great concern to the business of construction. The making of a building or of any civil engineering structure, it is very important to have favourable climate and the support can be attained only through the follow ups offered by Defra. The new department of Energy and Climate Change initiated by the UK Government, has recently announced the participation of Defra and BERR, for creating better environmental condition on global basis. There are many aspects related to this creation and the participation of the new department towards the management of maintaining the whole civil engineering sector. The declarations and the investigations done by this new department can give my branch the accurate assessment over the whole planning of a particular construction project in a particularized site. Land, soil and contamination The whole business of construction depends a lot over the conditions and the availability of proper land and soil conditions. Defra's participation in this field of working for soil and contaminated land is of great help to the field of civil engineering. The various contaminations related to land and soil brings in the accurate preparations for the civil engineering branch for the purpose of construction in a particular site. The understanding of various kinds of threats to soil is very important for the construction business and it is here that the participation of Defra helps for better and safe constructions. The concentration has been also delivered by the European Union level in the same field. Under the provision of Thematic Strategy for the purpose of Soil Protection, with proposals for a Soil Framework Directive, Defra had made vital contribution towards the whole construction business and the sector of civil engineering. The Soil policy of Defra deals with all kinds of varied and sustainable investigations over the soil, and that includes the declarations related to the performance of the soil for the civil construction. It also brings in the comprehensive presentations related to the various threats related to the soil and the contamination of land. Under domestic speculation the First Soil Action Plan as has been forwarded for England was published during 2004, and its immediate effects were well determined through Defra's work. The dealings with the contaminated land by Defra is covers a vey exclusive and separate series of pages. As Defra considers it as an extensive subject the special investigations and the preventive measures are of great use to it. The contamination of land is very much under the well structured concern of legislation, legal policies and is supported by all kinds of technical material like those related to the civil engineering branch. Recycling and waste There are two chief definitions of waste that are dealt with Defra and are directly related to the civil construction sector. One of these is of an individual or organisation producing the material. The second is the observation that is done by the government, and is set out in diversified acts of waste legislation. The two have to merge to certify the safe and legal clearance of the waste. Wastes that get delivered from a construction sites are basically of two types; the biodegradable and the non-biodegradable. The biodegradable wastes are in a way profitable for the formation of fuel, whereas the non-biodegradable wastes are seriously harmful to the Environment. There are certain amounts of components of waste that can be recycled once they are recuperated from the main stream. These are those components that are not much suitable to the recycling process, yet are to a great extend also favours the same. Most of these wastes are of Plastic. The biodegradable components of wastes are those things that are made of paper or the food wastes. These ingredients get composted and are biologically digested to make manures for the improvement of the soil and renewable fuels. It is here that the wastes of the construction sites are well utilised under the regulative follow ups of Defra2. Water issues Defra deals with all kinds of aspects related to water policy in England. These categorizations are very much a part of water supply and the relevant resources. In the field of civil construction these speculations are of great use. It is the regulatory systems forwarded by Defra for better water environment in the construction of absolute water industry that brings in the healthier option for the whole global survival strategy. As for the assistance and the benefits for the civil construction unit, the participation of Environment Agency for the management of water resources and for the purpose of enforcing water quality standards makes the residential constructions a success in the civil engineering branch. As people start living in the residential civil constructions the facilities related to water in safer conditions turns up to be of great help. Defra has got the contributions forwarded by the Drinking Water Inspectorate and Ofwat for the provision for safe and secured water provisions. The UK Government had also launched a very new water strategy, exclusively for England. It is called the ‘Future Water’. The launching was done in collaboration with Defra on the 7th of February 2008. This is a strategy that is meant for secure water supplies bin every residential construction. It also focuses over the improved and very much protected water environment, with fair, appropriately affordable and very accurately cost-reflective water charges for every single residential civil construction. Conclusion It is thus very clear that the activities of Defra are really very much a part of civil construction. As Defra is very active in performing its activities towards the control and absolute management of the air quality, waste management, soil and land maintenance, along with water issues, waste recycling and many of its kind, the whole civil construction depends a lot on it. As per the regulations adopted by the UK Government, there is much strategically structured participation. This strategically structured policy has been considered as milestone for the tackling of various fine particles related to the same option. The functionalities are all related to the identification of the potentialities of this newly introduced policy measures. The application and the modelling of this new policy affirm that there will be further scopes for health benefits among the targeted population and the constructional units. The objectives as has been led by Defra are very much in concern to the human exposure that will get harm through the ozone pollution and the related concerns of waste created by the civil construction sites. It is therefore very important to follow the legislative instruction of Defra for the avoidance of legal proceedings. The guideline values related to the maintenance of soil and land are of great use to the whole construction and civil engineering branch. As it pose for the environmental and can get in concern to human health, the adequate information and the application of preventive aspects are very relevant to my branch of civil engineering. Thus, it can be well noted that there is a very well coordinated participation and contribution between Defra and Civil construction sector for the benefit of all kinds of social, political and global purposes. Both of them are equally interrelated and interdependent over each other. There is hardly any aspect that will not support each other and for the betterment of every well versed conditioning it is very important.
