The impact and effects of welfare reforms are enormous and can easily be termed as the most important binding over the humanity. The concept is not limited to the welfare of human being but it covers the rights of other species for being helped and looked after.
Welfare reform are a great source of assistance for many individuals who are unable to earn their living for any of reason and depends on the social welfare programs to get their share of livelihood. This dependence on the welfare programs may be attributed to their some physical or mental disability, natural calamity or age factor. The large number of dependents in our society requires a comprehensive mechanism to address the issues pertaining to their requirements and needs. Additionally, some other facets of the society who require some economic enabling assistance may get the benefits of the reforms.
Taxpayers are also the legitimate beneficiaries of the system. The social response to these needs shapes into the welfare systems arranged, managed and run by individuals, state, social security groups and societies, state owned welfare schemes like Medicaid and Medicare or similar services. Welfare of these needy and dependants is not a simple task, enormous spending are required to keep these programs running and a huge managerial effort is required address the issue in a befitting manner. Moreover the coordination among various social welfare programs and scheme is of core importance to avoid wastage of hard generated resources.
More recently there is an increased awareness among masses to ensure that their contributions in these social welfare programs are used purposefully for the wellbeing of the targeted populations. Since it is an important social service and has far reaching effects on our society it is important to ensure the effects of welfare reforms cover all segments of dependant population and assistance is provided to all those who deserve it. A realistic and factual study of the effects of these welfare schemes can increase the confidence of tax payers and other contributors.
The purpose of this paper is to further investigate the topic of welfare reforms so that a better understanding might be established about the effects and impacts of individual, social and governmental efforts in this direction. The study can help us in gauging the effects of welfare reforms in our society and can also highlight the gray areas where these reforms require some sort of improvement or change to address needs of the needful. The study will also help to discover the effort which are misdirected and proving to be wastage of resources and efforts.
Because these programs bear a heavy responsibility of the feeding the needy and poverty-stricken people therefore we cannot overlook the effectiveness of these programs. These programs are required to be all encompassing, extensive and across-the-board without any prejudice of race, religion or color. The effectiveness and usefulness of these programs is in the impartiality and fairness in reaching out to every needy and dependent of the society. The paper will investigate the impact and effectiveness of welfare reforms in its reach, fairness, usefulness and support it is offering to the society to fight against the heavy odds of the nature.
The research will focus the degree to which welfare reform can be beneficial and the ways and means to improve upon these reforms. However it is important to note that these welfare reforms have to have some operational and managerial limitations and a research cannot be declared balanced unless it clearly identify the shortcomings of the system. These limitations within the system may cause some grievances on part of those who could not get their legitimate share from the welfare programs. The research can help in identify ways and mean to dish out the benefit of these programs more efficiently and evenhandedly.
This can eliminate the negative impact and perception of the system while ensuring more satisfied beneficiaries and better social security at national level. It is important that the benefits should outweigh the criticism of the system through ensured reform to guarantee a positive out turn. Welfare reform may not be perfect but it is necessary keep government spending appropriate and crystal clear. Since welfare programs are mostly funded by government it is important that tax payers get their social security and legitimate share of welfare program.
The research will investigate the level of satisfaction taxpayers enjoy over these welfare reforms and what sort of amendments and improvement they seek to be incorporated in to the system. Additional questions of interest regarding welfare reform and its effects are what have welfare reform done in the past? A comparative study of welfare reforms in other countries can help us in assessing our program and can give us important and useful insights and can help in evaluating our advancements in the field as well as future horizons that are yet to be explored.
