Running Head: DESIGNING AN ORGANIZATION Name: Institution: Date: Designing an Organization Community Healthcare Center – New Health care Facility Project Description and Narrative Introduction The healthcare state in countryside Indiana region of Pulaski County is in dire need of upgrading. The region is basically inadequate in the supply of not only healthcare facilities but of other facilities as well. Many obstacles stand in the way of the people of this region accessing much needed medical care which include: lack of health insurance (or the community being underinsured), lack of proper referrals and unavailability of specialists (Center for Rural Outreach and Public Services, Inc., 2004). The access to qualified specialists and critical care practitioners seems to be a critical issue and many residents have a low confidence level in the few resources that exist locally. This Plan communicates a strategy for building a community Healthcare center herein called the “Pulaski community Healthcare Center”. Our philosophy will be “The provision of healthy Bodies and Minds for good life”. It is our belief that if individuals are to have any rights as human beings, then they deserve a chance and have a moral authority to pursue the best measure of good health that the society can provide. In this case the following with be our Mission statement and Core value statement: Mission Statement of the center: To provide High–quality inclusive, available and inexpensive health care to all members of Pulaski County. Value statement of the center: concern, sincerity, empathy and honor. Location The Pulaski community health care center will be located within an already existing specialty care center property at Railroad township in Pulaski Indiana. The already existing specialty Care Center has a series of separate medical facilities and parking lots. The Community The community of Railroad township that the Pulaski community health care center will be targeting is diverse and our target population will be based on but not limited to the following assessment; 28% of the population who are over 65 years old, more than 50% who travel at least 15 miles to visit a primary health care provider, 48% of the people who go to North Judson 11 miles away to visit a physician, 28% who seek non-emergency care at emergency hospitals, 89% who would appreciate a health care facility located nearer, 30% unemployed, 83% with annual household incomes of $60,000 and below, 50% with insurance cover and another 50% with no insurance cover, 13% diabetics and 49% who have not seen a dentist in the last one year (Center for Rural Outreach and Public Services, Inc., 2004). Project Vision The general vision of this project is to construct a new one story community health care center with location enhancements and interior modifications. This will be done within one of the already existing medical buildings (Hayward, 2006). The project will also involve the demolition of part of an existing community health care center for the purposes of updating it since it is outdated and does not have enough space for the health care center to operate efficiently and serve the members of the community effectively. The new community health care center is intended at providing superior effectiveness through a facility that will be twice as big as the already existing one which will provide greater efficiency in terms of layout; it will have more examination rooms in order to increase the number of patients that can be served at a go. It will also provide improved privacy (Simpson & Long, 2007). Funding The project will be funded through community funds, grants, donor funding and will be divided into two major phases Phase I 1. Construction of a single story community health care center and related site improvements located at Railroad Township; and 2. Demolition of a part of an already existing center and related site improvements. Phase 2 1. Interior refashioning of the single story building and the improvements of its surroundings The overall strategy will be to: 1. Build a new Health care center and its surrounding site improvements; 2. Relocate some of the existing operations of the old center into the new facility once it has been completed; 3. Provision of a new parking lot and landscape; and 4. Remodeling of some of the space in the already existing facility The program of the new community health care Center will have three main functions 1. A Pharmacy 2. A Health Center 3. Common Areas 4. Pharmacy – The pharmacy will comprise; a patient waiting area, office space, private patient consultation area, counter for drug dispensation, storage area and a bathroom. There will also be an automatic “Symphony System Plus ROBOTx pharmacy dispensing machine” to improve efficiency. Health Center – The health center will comprise of administration offices for patient registration and for staff, a conference room which will be used for patient/staff training as well as Board/Staff members, a discharge area, a medication room, a waiting room, several treatment areas, a laboratory, public restrooms, a staff lounge and a storage room for files and medical records. Common areas These will be balance areas which will include; a janitor room, corridors, electrical areas, mechanical areas, and telephone areas. Organizational Structure of Pulaski Community Health care center Organizational Chart The CEO As the CEO of the health care center, I will be a leader rather that a manager and I will not only use my leadership skills to oversee the day to day operations of the health care center but I will also be a part of ensuring that patients receive excellent care in ,an affordable manner. I will also start building a great leadership teams from the beginning and good organizational abilities. I have the skills to be able to articulate the vision of the health care center’s staff, community and patients. I will be a leader as well as a mission keeper and I will guide the organization through tough times and ensure that the center remains viable, profitable and effective in terms of performance. I will use my assessment skills to ensure that all departments are doing their jobs well and I will also use my skills in conflict resolutions to resolve conflicts within the organizations or between different organs whenever they will arise. I will use my skills in ethics to ensure that every department will fulfill its responsibility with transparency and precision. I will ensure that the mission of the healthcare center is consistent with the healthcare services that will be provided by the organization and that they are presented in a strong and positive way to all the stake holders of the organization. I will use my management skill in ensuring that I recommend in the best way possible the yearly budgets to the board that will suit the needs of the organization. I will also practice ethics as an administrator by ensuring that I manage the resources of the organizations in a prudent manner within the budget guidelines. Besides all these, I will ensure that the Human resources within the organizations are acquired by means that are duly authorized under personnel policies and that the procedures that are used in acquiring them conform to laws and regulations. I will also ensure that patients are satisfied to ensure that the organization gets good returns. I will also use my leadership skills to ensure that the organization’s staff is well motivated and my team building skills to promote togetherness among the staff. I will use my supervisory skills to coordinate and ensure quality performance and improvement within every area of my responsibility. I will also foster effective relations with other partners such as the media to enhance the reputation of the organization within the community. Strategies of Empowering Staff Members A good workforce is capable of transforming the face of an organization by improving health care delivery. I will use the following strategies to empower the employees of the organization: Practicing Organizational Engagement – I will make the employees understand that each and every one of them has a part to play in the success of the organization and that each one of them is very important to the organization. I will also enhance their knowledge of the organization’s dream and methods of achieving that success. I will do this through: promotion of the organization’s vision, mission and values by communicating them to the staff, sharing the organization performance reports in order to validate the role of every employee of the organization and engaging the employees in the decision making process to encourage employees to implement system improvements (Sullivan, 2004). Staff Acquisition and Development Practices – I will pay attention to the process of employment, development and maintenance of staff. This will ensure that I have the right people for the right jobs. I will do this through: rigorous recruitment, selective hiring, and the identification of career paths of my employees by recruiting and staff training (Kelly & Crawford, 2012). Practice of Front-line empowerment – I will ensure that all my employees feel secure in their positions through: making sure that the organizations does not go through a layoff experience, supporting the freedom of employees to talk about their concerns and spreading out or decentralizing decision making (Sullivan, 2004). Alignment of leadership development with the goals of the organization- I will grow leaders to ensure continues success in achieving the goals of the organization through: training and linking training and management to the goals of the organization, identifying a plan to cater for the future leadership needs of the organization and monitoring and rewarding performance. The Board of Directors Team As the leader of the organization, I will form a “Board of Directors Team” which will be responsible for the development of the Center. The board will be responsible for clinical, operational and regulatory issues. The rationale of forming this team is based on the fact that policy issues related to the quality of care in health care organizations adversely affects matters of reimbursement, efficiency, disbursement, cost management, partnerships between organizational contributors, individual persons and other groups and the center will require direction and supervision on how to handle such matters (Kelly & Crawford, 2012). The will also be entrusted with the duty of identifying precise needs of the communities that will be living near “the community Health care centre. I will ensure that the team functions efficiently by pioneering them with the necessary tools, ideologies and modus operandi of constant quality improvement. I will also teach them about client orientation of constant quality improvement as well as the roles they can play in ensuring that the voice of the customer is always heard and integrated into the facility’s quality values. I will also explain the concept of the internal and external customer so that they will be able to identify these two groups and understand why failure to meet the needs of the customers can negatively affect the “perceptual quality” and the quality of services within the organization. While the board may not use these tools and techniques directly, they should be aware of how the medical staff is using them to provide quality care and improve the performance of the community health care center. Above all, I will equip them in benchmarking which is the use of comparative data to identify problem areas or even opportunities for improvement through exercises such as: Assessing the lack of access – I will together with the Board team do an exercise of sufficiently identifying the size of the population of Pulaski County which requires more frequent and concentrated health care, we will also be entrusted with the responsibility to go about identifying where fundamental as well as specialty health care services are required within the community, The team will also be expected to identify the levels of poverty and those that cannot afford medical care within the community in order to come up with ways of helping them. The team will also identify other barriers that stand in the way of the community access to health care and will be charged with the responsibility of coming up with ways of overcoming such barriers. For instance, if the barrier in question is Transport, the team will be required to come up with a plan of bringing health care closer to the people. Lack of technology is also one of the issues that the team will be required to address. Assessing the Lack of Health Education – Another issue that I intend to tackle and one which the Board will be expected to address is the lack of access to health care information or education within the community. In response to this, the team will be expected to address the following: the excessive use of hospital emergency rooms, scarcity of health specialists, and the apparent loss of confidence in health care service providers in the county as well as lack of the relevant technology to smooth the progress of health education provision. The team will also above all be in charge of the legal responsibility of ensuring that the medical practitioners and staff members of the Community health care center are competent and that quality data on the individual clinicians within the organizations should be upheld and appraised at all times. They will also be responsible for drafting means and ways through which staff performance can be monitored and improved. In respect to the above mentioned duties, the Board will undertake the following activities: They will be responsible for fostering model through which quality provision of healthcare can be fostered by personally committing to the success of the program. They will define the commitment of the organization in order to continually improve the quality of patient care which is the fundamental goal of the facility. They will also be in charge of integrating quality assessment findings and improvement activities in to a strategic resource planning and activities They will take part in education programs on the approaches and methods on how to continuously improve quality within the organization They will also establish priorities of improving quality together with the administrative rm of the organization as well as medical staff leaders They will obligate to the provision of financial sustenance of the eminence of the program to make certain that the required resources for education and services apparatus, staff, information supervision and quality evaluation activities are met. They will be responsible for ensuring conformity to the goals of the project and to effect positive through regular quality evaluation reports that they will receive from time to time. They will also be responsible for reviewing the state of the projects and ensure that it succeeds. The process of Ordering Supplies In order to avoid the pressures that often accompany the health care supply chain in many health care organizations, I will ensure that the purchasing costs of the organizations are well managed. Research shows that today the cost of managing materials is capable of exceeding the cost of operations of the health organization by about 35% (Life and Health Library, 2004). I will therefore ensure that there is sufficient integration linkage between the “clinical systems”, “IT” and “clinical operations” and other non clinical operations. I will also establish a supply chain and establish it as the primary channel for all “third party relationships”. I will also have trained material people handling the procedures of the supply chain and to sign product and goods supply contracts on behalf of the organizations. Above all, I will ensure that supply focuses on the needs of patient care and not merely on the costs of acquisition of such supplies. I will ensure that the supply chain is strategically aligned with values for a positive outcome in the care of patients and costs as well.
