? The New Health Care facility Introduction A healthcare facility is an organization which provides medical services in a locality. Moreover, a healthcare facility is required to be facilitated with laboratories as well as with research services for offering enhanced quality outcomes in terms of treatment in a locality. A healthcare facility may be a hospital or a clinic or a specialized care center. In order to establish these types of healthcare facilities, there are certain crucial factors that require to be considered such as a country’s standards as well as the location where such facility is planned to be developed (U.S. National Library of Medicine, 2013). In accordance with the provided scenario, it can be stated that the entire strategies need to be based from the point of view of a new Chief Executive Officer (CEO) of a newly developed for-profit healthcare organization which provides medical facilities on a full time basis. The healthcare organization comprises 200 beds as well as provides emergency room services for 24 hours. This facility will provide medical services to adults and will consist of renowned physicians who possess a highly successful rate in relation to cancer treatment. The paper will emphasize on the management structure of this new healthcare facility. The mission and vision along with values statements is required to be devised for this facility. Procedures as well as standards are to be formulated which are to be followed in this facility for providing enhanced medical services. Moreover, the paper will emphasize on the referral services to be provided as well as on the development of a peer review system. A synopsis would also be prepared for handling Health Maintenance Organization (HMO) insurance. Organizational Chart for the New HealthCare Facility The new medical care facility will comprise the following personnel: Administration The administration of the new facility will be entrusted with the task of managing as well as coordinating all the activities of the new facility in an effective manner (Scribd Inc., 2013). Moreover, the new facility will provide medical services with the objective of developing a healthy community. The new facility also promises to provide medical services in accordance with the specified or determined standards. Moreover, the new facility will perform its services with the motive of offering better medical requirements. The vision of the new facility will be to provide medical services to the people as well as in the locality in a best possible manner. Moreover, the new facility also views to offer services in accordance with the determined principles. Medical services should be offered in a consistent manner as well as with best practices. The new facility will provide services with care and nobility. The physicians involved with the facility should serve patients in a best possible manner. Furthermore, the facility will also aim at providing employees with best possible opportunities such as appropriate rewards to deserving personnel as along with ensuring a healthy workplace. There are different values which are adopted by the new facility that include performing operations in the locality with mutual respect as well as dignity. Moreover, the new facility will adopt accountability for services as well as operations performed in the locality. Furthermore, the new facility will perform operations in the locality with trust. Procedures That Govern the Hospital-Physician and Physician-Patient Relationship Including Negligence and Liability Issues The new facility is required to formulate certain principles as well as standards to provide medical facilitates accordingly. The board of the healthcare facility is responsible for guiding and managing all the activities of the facility. Being a member of the board i.e. CEO of the healthcare facility, it is necessary to understand the missions as well as the vision of the facility along with initiating programs and strategies in order to accomplish the objectives of the facility. The board of the facility is required to devise rules as well as provisions in order to provide better medical services. The medical staffs of the facility are required to enter into contracting relationship which include hospital-physician contract so that the medical staff perform their activities with dignity. Moreover, the contract between hospital and physician is required to be enacted by laws. The physicians of the facility are obliged to follow certain rules for providing medical services to patients in an appropriate manner. The ‘Civil Code of Quebec’ is a common law to be followed in order to develop healthy relationship with patients. Moreover, this law provides certain provisions to be followed by physicians towards patients. In case of any negligent act by physicians, patients can approach court for settlement of disputes (Royal College of Physicians and Surgeons of Canada, 2013). Referral Services Offered by the Healthcare Facility The healthcare facility would provide various referral services with the intention of offering better medical services and enhancing the development of the locality. Moreover, the facility has planned to offer referral services in order to acquire a healthy locality. The referral services which are to be offered by the facility are providing advocacy as well as informing services to people of the locality who are in need of medical services or treatments. Moreover, the facility has formulated programs for providing educational services as well as rehabilitation services to the people of the locality. Furthermore, the facility would provide referral services to patients who are receiving medical treatments as well as to older people of the locality who require medical care. The facility will also organize medical camps annually in other localities for offering medical care services and medicines to people who need to be cared for free (World Health Organization, 1994). Peer Review System A peer review system of the healthcare facility is required to be generated with the objective of providing enhanced medical care services as well as for offering better safety to patients. It is a process through which ‘professional review body’ determines whether practitioners of a healthcare facility provide medical services with fair means. ‘The Health Care Quality Improvement Act’ (HCQIA) of 1986 was enacted with the motive of establishing standards which are to be evaluated by ‘professional review body’ that whether such standards are followed by physicians or not. The professionals of this system evaluate medical reports of physicians to determine that whether physicians are providing medical care services in accordance with the standards of the HCQIA or not. The physicians who are not performing in accordance with these determined standards might face legal actions. Therefore, the healthcare facility is required to provide medical services accordingly as well as it should maintain medical records appropriately. A Synopsis of How HMO Insurance Will Be Handled Health Maintenance Organization (HMO) is a managed care related plan which provides health insurance facilities. Moreover, HMO is linked with physicians, hospitals as well as healthcare clinics providing medical services. HMO facilitates members with insurance plans at lower rates. HMO is a system providing financial assistance to healthcare facilities to conduct their services in an effective manner. The facility should acquire membership of HMO in order to be facilitated with medical insurance plan. The facility on acquiring membership of HMO is required to select a ‘primary care physician’ (PCP) who will be entrusted with the task of determining requirements of the healthcare facility. In the facility, payments of HMO insurance would be made through three modes which include premiums as well as copayments along with deductibles. Premium is the amount which is paid before the coverage as well as with the notion to acquire medical benefits for a specified period. This plan is facilitated through employer plan. A copayment is a system where the insured through the insurance plan is eligible to pay only a fixed amount required for medical care acquired. The rest of the amount is paid by HMO. In case of deductible, the insured person is required to pay only a fixed amount for a specific period before HMO pays the medical benefits. These are the varied process through which HMO insurance will be maintained by the facility (TDI, 2012). Conclusion Healthcare facility is an organization entrusted with the motive of offering medical services in a locality. It also upholds the objective of creating a healthy environment within a locality. Moreover, healthcare facility may be a hospital or a clinic which is developed on the basis a country’ standards as well as based on the condition of a locality. The developed new healthcare facility would aim to provide medical services as well as support to the people of the locality. Moreover, the new facility possesses well-known as well as best physicians for offering medical care in an efficient manner. The management of the facility is determined. The mission as well as visions of the facility are established which are required to be followed by all staff. The relationships between hospital and physicians as well as between physicians and patients are required to be maintained appropriately. Furthermore, referral services to be offered are identified as well as a peer review system is developed for improving healthcare services. HMO insurance plans of the facility are to be maintained effectively, which will facilitate the beneficiaries with necessary financial coverage. Thus, with the appropriate utilization of these devised strategies, the new healthcare facility can ensure superior quality of service and can also stay ahead of its competitors in adult-care services.
