Agenda-setting is the society acting through politicians and social institutions to apprise them of problems with acceptable solutions. The issue of getting agenda status does not mean it would become a policy. The policymakers may have their interpretations and priorities. The two terms, which are often confused, need to be clarified.

Governments were formed when people formed into groups, and wanted to formalize their relationships within their own group, and the relationship of their own group with other similarly placed ones. Governments initially were evolved out of people's need for security.
