Svara, but instead decides to focus on the consequence-based code because he is only worried about the end result and not his personal character or the norms in society. Mayor John Pappas is not particularly concerned with the virtuous part of the duty triangle because there is simply too much going on in New York City for him to be worried about the type of person he is on a regular basis. In New York City, the mayor has a variety of different people and organizations that he must keep content.
This includes doing business with the mafia and with political leaders that he does not particularly agree with. This can be viewed as a form of corruption, as the mayor is more concerned with ensuring that he achieves his political goals, as he has aspirations of becoming President in the future, than he is with achieving what the people might expect of him. This means that he is not worried about being a virtuous leader, but rather he is acting with selfish intentions and his personal character does not matter to him.
The only time within this movie that Pappas is concerned with his own virtues is when he suddenly becomes concerned about the death of the six-year-old girl. He feels partially responsible for her death, as it was his corruption that allowed for the drug dealer to be put back on the streets, but even then he is acting somewhat selfish because he knows that if that information ever made it into the press, that his political career would be ruined. He does, however, take a personal interest in this death and even mourns with the family, but this could also have had political motivations.
Pappas is not a virtuous character within this film and certainly does not match up with Svara’s ideals on this particular subject.
