Program Budget for Waste Management Services Introduction Waste management is a very important service and the disposal of hazardous waste should be properly managed. (See EPA.gov 2014). Three services that my department provides are waste recycling, waste treatment and waste disposal. The mission, vision and objectives for the three service units as well as an organization chart are provided under the respective service units. Additionally, a budget for each unit and the percentage of personnel and operating expenses required to provide each of the services are included. Performance measures are also provided for each service. Waste Recycling Service Recycling of waste material where necessary is the best way to protect the environment. Some waste materials can be cleaned and reused or broken down and used to make other products. Mission Statement The mission of the waste recycling unit is to be the leader in reducing the amount of waste that is disposed of in our landfill and other waste disposal facilities and to ensure that the environmental effects of waste disposal, treatment and storage are minimized. Vision Statement Our vision is to be the main facilitator the reduction in the emission of greenhouse gases (GHGs) in the environment from items that can be recycled by 25% by the year 2020. Objectives To ensure that customers are satisfied at all times To provide prompt response to service request To increase revenue by 10% per year To increase market share by 20% To ensure proper recycling procedures are followed To realize a profit margin of 40% on the recycling operation. Organization chart for Waste Recycling Unit Waste Treatment Service Treating waste is a very important part of waste management. It is important that hazardous waste is properly treated before disposal in order to prevent harm to the environment Mission Statement The mission of the waste treatment unit is to treat hazardous industrial and chemical waste in a way that is not harmful to the environment and in accordance with regulations. The waste treatment unit also seeks to ensure that employees are properly trained and compensated to carry out their functions efficiently and effectively. Vision Statement The vision of the waste treatment unit is to be the cost leader as well as service of choice for industrial and chemical plants. Objectives To ensure that waste is properly treated and handled at all times to prevent harm to customers, the environment and to employees To realize a profit of 35% on waste treatment services To provide services to at least 60% of all customers in industry To have motivated and competent staff serve the unit’s customers Organization Chart for Waste Treatment Unit Waste Disposal Service Proper disposal of waste is the main aim of waste management. If waste is not properly disposed of then it can pose a threat to the environment. Mission Statement The mission of the waste disposal unit is to be a leader in ensuring the safe disposal of solid and liquid industrial and domestic waste in such a way that the all environmental laws and regulations are adhered to. Vision Statement The vision of the waste disposal service is to have a cadre of staff that is competent and motivated to carry out their task. Objectives To recruit and train employees who are committed to provide excellent customer service To achieve the goals of the unit To meet customers expectations in order to have 80% repeat customers To motivate staff To hire employees who are trainable To ensure that disposal methods are safe for the waste to be disposed of To ensure that employees handling waste are properly trained before sending them to serve customers To realize a profit margin of at least 33% To ensure at regulations are adhered to at all times To ensure that waste is properly transported to disposal sites Organization Chart for Waste Disposal Unit Budget for the three service units The budget for the three service units is presented in a tabular format below in the Appendix. It shows the amount spent on employing people to carry out the duties mentioned. The budget shows that of the total projected expenditure of $1,922,000 budgeted, 23.52% will be spent on waste recycling service, 29.04% on waste treatment service and 47.44% on waste disposal service. Performance Measures In order to ensure quality service it is important to have measures for assessing performance. In assessing performance measures for each service, it is necessary to consideration the achievement of their goals. Therefore, the measures will be based on measurable goals and objectives. Performance measures for each department are as follows. Performance measures for waste recycling unit The measurable goals of the recycling unit are to realize a profit margin of 40% and to increase revenue by 20% per year. These measures will determine if the service unit has achieved its measurable goals. Repeat customers can also be used to determine service quality as well as prompt request for service. The achievement of the units vision of reducing GHG’s from recyclable waste is possible. Performance measures for waste treatment unit The measurable goals of the waste treatment unit are to realize a profit of 35% and to provide services to at 60% of customers in who produce industrial waste. These can be checked against the targets. Proper handling and treatment will ensure that there is no harm to employees or customers and this can be substantiated. Additionally, non-payment of penalties is suggestive that treatment is carried out in accordance with regulations. Performance measures for waste disposal unit The measurable goals of the waste disposal unit are profit margin of 33% and 80% repeat customers. These can be validated by working out the profits earned on all jobs. The profit is found by deducting the cost of providing the services including administrative and operational expenses from the revenue generated. The profit margin is the percentage of profit included in the revenue. Proper and safe disposal will also mean that laws and regulations were followed and will therefore lead to the avoidance of penalties for breaking the law. References EPA.gov. (2014).
