The development in the medieval system was that Europe expanded, towns grew, prosperity increased, large government units established and the land became stronger. Feudalism grew, the local and central government remained the same but major changes came in economy and society. Peasants became serfs, lands were redistributed, and there was the law for crimes. In France which was a large and culturally diverse region, the feudal system was different. The government functions were carried out by heads of small territories.

The lord-vassal relationship was established and the king had the authority of the whole kingdom. In Germany the tradition of elected kingship prevailed, wealth and power remained in large territorial blocks. The coronations of 962 build a close relationship between Germany and Italy. Germany later underwent the Ottonian Renaissance, the revival of learning.
