From this the first hypothesis can be developed.H1. Fear of creating more enemies in the gulf region and within Iran is the cause of American failure to attack Iran.
Other reasons why America may not launch an attack on Iran are that it would be against the international law of self-defense where countries are only allowed to attack others when there are justifiable threats. This is not true for Israel since Iran is still one year away from producing nuclear weapons. Attacking Iran openly would also drive their activities underground which would create a more adverse threat to world security (Helman, 1). From this, the second hypothesis can be developed.H2.The possibility of driving the nuclear operations underground and safeguarding international laws are the cause of America's failure to attack Iran. America could thus be failing to attack Iran to safeguard its interest or because of international concerns.
