Student’s Name: Course Title: Instructor’s Name: Date: The recent human resource development practices in UAE Past literature indicates that leadership performance and human resource development are interdependent. Most organizations globally depend on human resource to develop structures used to run the organizations including rules and regulations. There are several structural changes that have taken place in United Arab Emirates since 1971 when they became independent state. There have been several organizational changes steered by the government of UAE aiming at restructuring the way companies carry out their daily activities to meet the global standards due to competition in the world. United Arab Emirates is one of the leading growing economies in the world and hence, to meet the international standards, it has been forced to structure most of her organizations. One of the organizational change that involve human resource in UAE that has laid down long term strategies to meet future changes as a developing nation is the policing. Due to arising challenges in police organization due to rampant terrorist activities, the organization has identified the challenges and is currently strategizing on how to respond to emergencies within the shortest time possible in UAE. In the past few years, the police organization has tried as much as possible to re-structure the entire organization so that they get the right system and the right people within the sector to meet the new challenges (Nankervis, 2008, p.43). UAE being an Arab state has its way of carrying out activities according to sharia law. It is a common knowledge that the culture of the people determines how people behave and react to daily activities. Most of the cultures throughout the world are known to resist change. In the case of UAE, though in the first phases of new strategies implementation people refused some strategies, they have currently adopted the new strategies to meet the international standards. This has been achieved in UAE as a result of combination of economic circumstances, government policies as well as the role of organizations as mediating structures. The main area that has undergone major organizational changes in UAE is the education sector. The higher education institutions of the UAE are currently based on western replicas of studying and hence, draw on western style organizational arrangements. In the past, men were considered superior than women whereby men were given the first priority to study, teach and even lead the major governmental activities. In the recent past, gender roles are no longer valued but individuals are selected based on merit and level of education. The capacity of who does the job well that is currently being considered in UAE and hence all the students enrolled in higher education are exposed. Some of them have been sponsored by the government to go and carry out their research in western countries (Nankervis, 2008, p.45). This has improved the educational performance in UAE in that the individuals have morel and are determined to meet the international standards hence; the organizational hierarchy of education has changed positively. Women are currently given opportunities to work in higher positions as men though men still dominate the upper reaches of educational hierarchy. The organizational structure of the police in UAE has also undergone some changes changing from the former structure where they were command and control organizations. In the past, the police organization of UAE had their focus in crime control whereby there were many commanders giving commands to their juniors. This model was of a conservative nature since they were structured to maintain the status quo both internally and externally. Currently, these structures have been changed to meet the needs of the common citizens because criminals have developed new strategies of carrying out crimes. Cybercrimes requires police forces that are well equipped with information technology and hence the new strategies of controlling crime in UAE have been adopted just like many other developing and developed countries in the world. There are several social changes within the police organizations in UAE whereby community policing have been developed. In the past, the citizens had bad blood with the police making the force difficult to collect the required information. The management of the workforce currently has been trained to work with the common citizens based on specialization and division of labor and hence the workforces are capable to get the information to run their activities thus providing security (Metcalfe & Fouad, 2011, p.54). The UAE industries have also undergone various organizational and strategic changes. Organizations are not machine like but humans and hence they must work extra hard to meet the surprises and the competitive nature of the world. Due to this, most of the companies in UAE have adopted the most current modes of governance as a long-term strategy. One of the strategies adopted by the companies is flattening the hierarchical structure with an aim of dissolving the decision-making powers and responsibility to the working level. This has enabled the people working in various levels to feel recognized thus giving them an opportunity to work extra hard without too much supervision. Giving workers an opportunity to work to the best of their knowledge is empowerment in that it is an organizational principle of fallowing those at the ground level of an organization, who clearly understood the needs of the people, to make their personal decisions on how their work should be accomplished to the best effect (Burke, 2012, p.32). This is one of the main strategy that has been adopted by the UAE companies to meet the needs of the people at the ground level for example those who work in the oil mining companies. The other sector that has experienced some strategic changes is the communication sector in UAE. Although computers in many parts of the world have been used as a primary vehicle of communication, some other sources of information like videos, magazines, newspapers and news bulletins have been used in United Arab Emirates to get the business news that goes around the world. Unlike in the past where face-to-face communication was much valued, these new modes of communication have been adopted thus boosting UAE security and international business. The government of United Arab Emirates has always made an effort of supporting policies that create a good environment for trade and industry to grow. The government’s development of new policies on matters advancement of information technology have been aimed at giving morel the investors to start their business in the country as well as improving the local investors (Abdelkarim et al., 2003, p. 35). However, the government of UAE has not given financial support to both research and development programs. This is still a challenge in the researchers does a great work that results in equipping the government with the information needed to be a dared to improve the economy and compete internationally. The other sector that has undergone strategic changes in UAE is information technology whereby it is considered to be ahead other nations in Asia. As one of the leading strategy especially with security, there has been continuous use of as well as highest adoption of communication information technology. Both private and public companies have adopted the risen modes of information technology. All the public companies have been ordered by the government of UAE t adopt CIT. UAE does not have the best designers and software’s compared to other developed countries but it is considered one of the leading nations in technology adoption. Research however, indicates that this strategy still faces many challenges due to lack of expertise in that their counterparts are competitive globally. Its fastest growing economy due to oil has forced the government to import experts from abroad to make UAE a prime location for exploitation of technology (Boxall & Purcell, 2008, p.15). All the major organizations within the governments that include policing, education and companies are human resource intensive in that the budgets of the people working in these sectors are supposed to receive salaries. This is a clear indication that all the organizational and strategic changes in UAE have both negative and positive impacts on human resources and human resource development. The human resource development in UAE have therefore have reactions on both organizational and strategic changes that have taken place in UAE. They have praised the changes though they have also argued that changing the organizational structures must lead to equal changes in human resource to avoid the failure and miscommunication (Machado & Pedro, 2014, p. 27). This is because new approaches to things like those of the police organizations may require new recruits, different trainings and also new performance evaluation. The promotion and reward criterion must be put into account according to the human resource development in UAE because of the organizational and strategic changes. The human resource development has also argued that use of the existing criterion to evaluate people working under new strategic plans and organizations cannot properly work or generally undermines the change effort. In conclusion, UAE has undergone major organizational and strategic changes in her major economic sectors. The changes have boosted the economy in that they adopt the modern means of solving problems to meet the international standards. The human resource development of the UAE has called for new evaluation, promotion, recruits and training to fully adopt the new strategies within organizations.
