PROJECT MANAGING THE REVITALIZATION OF BLACKBURN LANCASHIRE NIGHT TIME ECONOMY Name: Number: Course: Lecturer: Date: Introduction The positive contribution of residents to urban economy is immense and consequential to the growth and sustainability of urban development. Residents of Blackburn Lancashire are frequent shoppers, who help to sustain the day and night time economy by spending lots of money compared to visitors and tourists. The goals associated with sustainability are supported by huge proportions of townspeople who walk or cycle to their places of work which has greatly lowered the use of private vehicles. Young adults form a sizeable proportion followed by older adults and children. The UK government perhaps aims in creating a balanced community by involving people of all ages in development. 1. Stakeholders in Change Management The district of Lancashire is rich and diverse in nature, its history and geography. Some locations have easily developed through service industry. However, collapse of textile industry signified a negative impact in Lancashire economy (Kivell 2005). Night time economy in Lancashire is influenced by about 2.5% of employees working in bars (NWPHO 2007). These urban economic disadvantages has been aggravated by anti-social behavior, careless littering, disorders related to alcohol, health related problems and alcohol influence at work place causing underperformance and lowered productivity (Hughes & Bellis, 2003). Major stakeholders in regeneration a) Owners of cinemas, restaurants, bars, theatres, night clubs and cafes. They form the bulk of investors who are strategic in offering nighttime products and services. Their contribution is immense and if curtailed will lead to dead nightlife economy b) Investors in retail and stores businesses They are interested in real estate, accommodation, transport, communications and tourism. They form a capital base for the city to grow and increase the town’s economy. c) Lancashire Local authority and county council This entity provides services, regulations and standards for doing business which includes collecting tax and cess fees which are used to finance urban management activities like security, garbage collection and provision of social services. d) Lancashire County police The police are interested in the upkeep of law and order. They will be important in knowing and appreciating the decline in crimes rates, drunkenness, and abuse of drugs among others. e) Department of drugs abuse and rehabilitation They control the behavior and abuse of drugs among the youth. Rehabilitation to normalcy is usually done by those who understand trends among youth. f) Civic trust Consultants on urban regeneration and advises the local authority, government and other functions on the progress of the city. They rely on data collection and analysis to observe trends. g) Lancashire fire service The department is equally armed with firefighting skills and personnel to ensure security and safety of buildings and personal property. They are crucial to secure all the active positions and arenas in the cities nightlife. h) Department of health, safety and environmental health Health, safety and environmental health concerns taking people’s lives as important and equally useful to the growth of town. The departmental concern is in welfare and health of all the residents who are a cultural mix of many cultures. i) Department of planning The department is useful in planning, adoption of business cases, development of feasibility studies, plans and objectives of ideal urban regeneration. j) Revelers, shoppers, visitors and tourists: they entail the spending community who are the key stakeholders in growth or demise of the town. Presence of good facilities, quality, flexibility and security will make this growth more vibrant. 2. Public sector projects that offer good practice to your project. The zoning approach is applied to public houses as a means of spatial segregation which is seen as an accepted practice for city centre night clubs, similar approach is done for the zoning strategy (Jessop 2006). Creation of city quarters in the 1990s is seen as an amorphous form of city centre zoning in the UK poised to achieve a balanced and even night culture which attracts people of all ages and social groupings. The objectives of this project were to create a 24-hour city approach with extended activity period and provide for a social mix of city centre users with range of evening and night-time functions. The goal was to create more tolerable, safe city centers and attract future inward investments. The key deliverable is attainment of extended economic, social and cultural life of city centers from 8.00pm evening to 4.00am the following morning. Beddington Zero Energy Development (BedZED) is taunted as the most famous urban regeneration initiative in the United Kingdom. The project is a development of more than 82 units of houses, maisonettes and apartments alongside business space, workspace and facilities for public open spaces. It offers large-scale, sustainable housing that is very affordable and built ecological design initiatives meant to minimize energy use. The presence of high housing density and a good location offering effective access to public transport links adds more benefits to the project. The project uses sunlight for electricity generation and heating, reclaimed timber and steel. The project experienced high building costs making contractors more worried of lowered profit margins. Local authorizes are pressurized to increase accountability to environment and social benefits. Eco-towns models are proposed private sector but commercial versions of traditional eco-villages. The towns strive to incorporate environmental, social and economically sustainable designs which engender the modern day towns. In summer 2007, the UK government announced invitations for petrochemical paper near Manchester united training ground, Brownfield excess public sector and Greenfield site in Hampshire. The intention is to increase activities of residents of the city during night hours hence making the city a 24 hour economy. The project will incorporate developing a problem statement, business case and plans. iii) Description Residents of Blackburn Lancashire are frequent shoppers, who help to sustain the day and night time economy by spending lots of money compared to visitors and tourists. The goals associated with sustainability are supported by huge proportions of townspeople who walk or cycle to their places of work which has greatly lowered the use of private vehicles. The UK government perhaps aims in creating a balanced community by involving people of all ages in development. iv) Objectives a) Increase the levels of activities of Blackburn Lancashire into the night by encouraging extensions of services into early mornings. b) Reduce crime rates and alcoholisms among the youth c) Encourage businesses and enterprises to close late by offering adequate security d) Increase the provision of services of residents hence improving their living standards e) To revitalize and engender a booming nightlife in Blackburn Lancashire to the economic advantage of the town v) Success Criteria or Expected Benefits a) Peaceful city centre b) Reduction of crime and insecurity in the city c) Increased economic advantages to all the residents d) Increased inflow of visitors and tourists to Blackburn Lancashire vi) Funding The project receives its funding from UK government of £100,000. The project costing, timing and scheduling will be important in funds monitoring and appropriation. Residents of Blackburn Lancashire, who are frequent shoppers, will help to sustain the day and night time economy by spending lots of money compared to visitors and tourists. The goals associated with sustainability are supported by huge proportions of townspeople who walk or cycle to their places of work which has greatly lowered the use of private vehicles. Young adults form a sizeable proportion followed by older adults and children. The UK government perhaps aims in creating a balanced community by involving people of all ages in development. The project will help initiate change which will be reviewed in the evaluating the type of change requested. The factors necessitating the changes could be insecurity demands, alcoholism and declining productivity among the youth and others. The impact of these changes will be assessed against scope, quality, schedule and costs. A decision will be made if the changes will proceed by assessing cost benefits in project completion while still in position to meet the objectives. A record of such a decision will be made through documentation of requests. Approved changes will be coordinated and integrated in the entire project.
