Thus, it is important to ensure that life and property are safe and emergency should be addressed effectively. Thus, every fire station department should ensure that resources are efficiently managed. Thus, the aim of this paper is to discuss management of resource at Abu Dhabi Fire Service bringing into consideration varied strategies and techniques that sustains the fire station and ensure that the services are offered appropriately. Abu Dhabi is located in United Arab Emirates and its mission statement ensuring that disaster and turgidities are avoided in the most possible way. Moreover, since accidents are inevitable, proper means and approach should be in place that ensures that life and property is given the highest priority. Nevertheless, the fire station as put in place method, measures, and strategies that ensure accidents are avoided. This measures included systematic prevention, education, been prepared, planning, timely response and mitigating consequences when accidents or emergencies occur. To succeed, Abu Dhabi fire service has placed into consideration means to manage resources. Hence, the management of Abu Dhabi has a number of managers whose main roles and responsibilities is to provide and support guidelines that helps in logistical, support and operational activities within the department. These activities include human resource and training, strategies for fire protection, operational risk management and contingency plan. Moreover, the personnel within the department have diverse technicality that guarantees public health and safety and ensuring the safety of property. The personnel also assist is administrate management of diverse resources and facilitate the development of information technology and communication techniques (Ashly et al 2007). Communication is an important factor in any fire and rescue department. Effective and efficient communication system ensures that emergency calls are received at the shortest time possible. Chief Fire and Rescue Officer manage the fire station and the officer is assisted by junior offices that are credible and motivated. Nevertheless, the Chief Fire and Rescue Officer is answerable to the Fire Authority and Board of Directors. The Chief Fire and Rescue Officer is also the secretary of the Board of Directors, and they are responsible for developing policies that will ensure that the fire and rescue accomplishes their duties (Grant & Hoover, 1993). The policies that are developed bring into consideration all factors that governs Abu Dhabi region, which includes political, economical, technological, cultural and societal. The aim of the policies, statutory directive and technological credibility is to ensure that the fire and rescue depart provided optimal and relevant services. Additionally, a framework in place that links correlates development of policies and management of the resources. Incident of fires and rescue mission have increased all over the world because of terrorism acts, industrial negligence and natural causes. Thus, the increase in incidents that are associated with fires as resulted in the formulation of strategies that ensures that the fire outbreaks are addressed at the shortest time possible (Freeman & Capstone, 2006). This includes the use of tactical fire fighting techniques, rescue missions and recovery strategies through the help of skilful and equipments that are updated and suite the given purposes. 2.0 Integrated Risk Management Plan Policies and guidelines that are in place require that every fire and rescue department within United Aran Emirates have an Integrated Risk Management Plan (IRMP). The IRMP should bring into consideration measures that ensures for prevention, protection, resilience, intervention and recovery against the incidents that are associated with fire. The Abu Dhabi fire and rescue department utilizes the statutory and legislative measures that are contained in the IRMPO act 2003. The underlining principle of this act is to champion for prevention rather than mitigating complexities associated with fire incidents. However, in 2004, this legislative was updated and it expanded the responsibilities of the fire and rescue department to other issues such as transport and civil emergencies. As per 2006, the Fire and Rescue Service National Framework required that all fire and rescue authorities should develop measures and strategies that ensure the needs of the public are addressed to and introduce appropriate measures that will ensure that risk are averted. Moreover, there should be a framework that addresses and determines the deployment of resources when they are required bringing into consideration equitable service provision. Hence, Abu Dhabi fire and rescue department utilizes this aspect in ensuring that they accomplish their tasks efficiently and effectively (Freeman & Capstone, 2006). Moreover, the Fire Section Policy requires that all mangers should understand and put into consideration strategies and means that ensure that adequate service is provided. These means include addressing emergency calls, measures and procedures of reviewing plans that are used to investigate incidences and help in formulation and implementation of practices that champions civil safety (Grant, & Hoover, 1993). The Chief Fire and Rescue Officer is responsible in ensuring all programs are formulated and fully accomplished, this the officer achieve through frequent inspection and supervision. 3.0 Financial System Finance is an important factor in ensuring that businesses are successful and ability of acquiring all equipment and appliances that ensure that all activities are completed effectively and efficiently. Abu Dhabi fire service is in a stable financial position and is able to provide most requirements of the fire and rescue department. Most of resources in terms of financial and physical equipments are maintained and audited, which each personnel been accountable to their deliberations. Hence, this has given foundation for the fire and rescue department an upper hand compared to other fire and rescue departments within United Arab Emirates (Collins, 2004). Abu Dhabi fire and rescue department has an efficient and accountable financial department that ensures that it formulates and guides utilization of the complex budget. Moreover, the finance department is responsible for seeking and sourcing funds to support the projects of the fire and rescue department. The department is also supposed to be fully updated when it comes to matters associated with estimating the cost of resources that are required, new projects and personnel requirements. 4.0 Resource Management Principles Management of resources in fire and rescue department entails development of a system and capability that formulates rescue strategies that include arbitration and mapping. Mapping of resources means understanding and finding the appropriate resources that strategically improve the position of the fire and rescue department. On the other hand, resource arbitration in ensuring that the resources that are available are maximized in their utilization and put in place a strategy that allows effectively the resources (Freeman & Capstone, 2006). Thus, the use of mapping and arbitration of resources allows for the management of resources and its proper utilization, when they are called. Most principles of resource management bring into consideration the method and means that the resources are utilized. In most instances, this may be through identification, ordering, mobilizing, dispatching, tracking and demobilizing the resources resulting in effectively accomplishing the tasks. Moreover, the principle of managing the resources including formulating means in which different departments and agencies can help during the process of ensuring civil safety (Collins, 2004). Nevertheless, the fire and rescue service department should review principles and guidelines that help in managing the resources. Due to increase of instability and technology advancement, the principles and guidelines should be changed and embrace new technologies and modern leadership skill utilized. 5.0 Operation Resources The fire and rescue department should be integrated and bring into consideration of the society in developing a system, which involves most people within and outside the society. Thus, the operational resources should be maintained, improved and used in a most beneficial way that will ensure that effective service is offered. Thus, the collaboration that exists between Abu Dhabi service, United Arabs Emirates Authority and other agencies should develop a framework that ensures that funding of expensive projects that suites the society are championed. This means that they have to come together in developing means and measures that ensure personnel development and understanding the requirements of the community. Nevertheless, the Abu Dhabi fire and rescue service have joined hands with the community and have developed a local emergency risk management committee that oversees and establishes the community safety plan that is able to respond to any emergency that may occur and provide means of recovery. The committee is also supposed to help in communicating and educating the local society in best measures and means to guarantee and improve their safety. Thus, the community understand strategies that are required to prevent occurrence of incidents, preparedness and recovery of calamities if they may occur (Freeman & Capstone, 2006). 6.0 Equipments and Appliances However, the success of Abu Dhabi fire and rescue department is depends on the equipment and resources that they can lay their hands. These forms of equipments range from the basic PPE to the advanced machinery e.g. fire engines and boats. Thus, to ensure that the operational capabilities of the personnel require that the appropriate equipments, tools, standards and other facilities be within the standard of incidence that may occur. The type of equipments and appliances are determined the risks and threats that are posed by activities within the area, ability to use the resources, size of the fire and rescue department and its capacity accomplish relevant tasks. 7.0 Human Resource Management Personnel are the most important ingredient in fire and rescue department since they are supposed to accomplish all task that are related to fire and rescue services. Moreover, it ensures that the department meets its obligations in ensuring that communities are safe and are accorded services that they require. Of late, the fire and rescue human resource department has undergone a modernization plan that has ensured professional service provision and maximization of minimal resources. The human resource department has encouraged ethical governance and ecological preservation to ensure beneficial resource utilization. Moreover, to ensure that the community is safe, the human resource department has ensured that they encourage and employ competent and skilled personnel. The human resource department has provided difference benefits and policies that ensure that the workforce competently accomplish duties. These include human resource strategy and policies, assortment and parity of employee, and work related compensation. Thus, the human resource bases their directives on priorities, ambitions and aims in ensuring that the requirement of the organization is met. Moreover, the personnel use an appropriate framework in stating their grievances and measures of solving the grievances. Nevertheless, the leaders are effectively and usually motivate the other personnel in achieving the goals. 8.0 Personnel training and Development Competent and skilled workforce usually improves the throughput of the fire and rescue department. Training ensures that the personnel are able to utilize the equipment and appliances that they are provided. Moreover, training of the personnel will ensure that they understand strategies and measures that they will take at the time of incident or emergency (Freeman & Capstone, 2006). Training requires a framework that ensures that the staff can tackle any problem that may occur. This may include sponsoring the staff back to training institution or frequent training within the fire and rescue department. Training is a diversified aspect and requires competent training officers to ensure that the trainees receive the most appropriate and relevant skills. Moreover, training will decreases injuries, improves on resource management and accomplishes tasks at the most appropriate time with exemplary outcome. 9.0 Procurement Process in the Fire and Rescue Department Procurement bring into consideration the framework and means that resources can be acquired. Policies, legislation and credibility determine the organizations that should deliver equipments and services to Abu Dhabi fire and rescue department. Luckily, Abu Dhabi fire service has a well development framework that ensures that procurement process is convenient and champions the requirements of the department. Moreover, the framework ensures that the most urgent resources are acquired and its quality efficiently ascertained. 10.0 Conclusion The management of resources and procurement process are important aspects in any business orientation. Thus, it is crucial for the Abu Dhabi fire and rescue department to acquire all-important equipment and resources and ensure that the staff are trained and can easily utilize all equipment and resources that are available. The change of technology and the requirements of modern world, Abu Dhabi fire and rescue department should continually be updated and upgraded in terms of personnel capability and equipments effectiveness. Management of resources is a diverse process that requires collaboration because a single institution cannot provide all the requirements. 11.0 Recommendations Abu Dhabi fire and rescue department accomplish tasks within their jurisdiction. However, changes and approaches that they are supposed to embrace. Thus, some recommendations are: To develop a framework to update and upgrade the obsolete and to maintain current appliances and equipments To develop a clear framework outlining the rules, policies and regulations of each personnel in terms of responsibilities and roles The financial department should audit the company and determine the approximate capability of the fire and rescue department The fire and rescue department should enter into collaboration with other agencies such as the Naval and Ports Authority to ensure that they share resources and assist each other at the time of emergencies Review the means of sourcing funds e.g. through grants and increase the sources of income 12.0 Bibliography Ashly, P., Rob, M. and Tom, C.
