Decentralization of Australian Government. Name: Institution: Course: Instructor: Date of submission Introduction. Government Decentralization is one of the best leadership paths that every nation wants to adopt. The decentralization of government is a way of transferring the authority to local government from the central government. Generally, only several nations have adopted decentralization of their government (APVMA, 2007). The decentralization is meant for reduction of the congested tasks that are common in a centralized government. Due to the congestion, the marginalized in the society have their voice unheard by the government for help. Besides the views as recorded by Cookson (2008, pp. 94) and opinions of many is not heard as the government follows ideas contributed by the renown individuals in the states. The report highlights in details on decentralization of Australian government which is known for having six states in it. The impacts of decentralization, a topic that has not been researched on in details is also highlighted. In it is the demerits as well as the advantages of having the Australian government decentralized (Pesticides, A et.al. 2014, pp. 57). These impacts are viewed in the base of the Australians as well as the developments and retrogressions that have been evident in the nation after its government got decentralized. The case study in the report is on the APVMA. APVMA stands for Australian Pesticides and Veterinary Medicines Authority. The APVMA is a firm that manufactures medical products used in control of pests as well as treating diseases in animals who are attended to by veterinaries. Its products are widely used in Australian o control pests invasion as well as reduce death rates of the domestic as well as wild, reserved animals (APVMA, 2017 & Lyons, 2010, pp. 65). Before decentralization of the Australian Government, the progress of APVMA is accessed through the survey to the current employees after decentralization. Also, those who worked there before the government was decentralized are also given survey sheets to fill on the working conditions there. Besides the employees who are there and still worked there before decentralization of the Australian Government is also asked to give their views on the changes. They are asked to give any demerits that existed and has been solved through decentralization of the government as well as the demerits that cropped as a result of decentralization of Australian Government (Oh, 2009, pp. 641). Methodology The survey is the methodology that has been used in data collection for the report. Two employees who worked there before the government got decentralized and five employees who have been working at AVMPA before and after decentralization of the government too were surveyed. Two employees who were affected by the relocation of APVMA also responded to the survey. Also, two more employees who have been employed there recently have been assessed too to fill the survey form. The research team first contacted the individuals to respond to the survey, then sent the survey to them through online media. The method eased the research as well as saved on cost and time for the research. The methodology has fuelled to the collection of the information on the working conditions before decentralization and after as well as the changes that have occurred on profitability and loss in the medical firm. An outline of the survey used in the research is as given in the Appendix. As the results on data collected from the survey are discussed in the results. Results and findings From the survey, the employees stated the long they have been working in this medical authority organization in research as well as in the preparation of their products. The employees stay was between 10-0 years of work in APVMA as a less number recorded to stay in the organization for over 16 years. The challenges here were based on the payments of employees as well as the provision of adequate facilities to the employees for work. As APVMA is both a processing organization but mainly a research center for the veterinary and pesticide related medicines, a lot of protection is required to the employees (Handford, 2015, pp. 533). The protection is meant to guard them as they perform hazardous tests of these medicines in their research process. The working conditions before decentralization of Australian Government was poor for the employees to survive. Also, the payments too were not sufficient for the job rendered by the employees. Therefore, the employees at a certain point resign from working with the APVMA after its management board opted to relocate to the Armidale (Pesticides, 2013). The boss to this national authority relocated the firm secretly to this new agency thus many employees left the organization for other firms. The employees who have been working in the organization before decentralization of the Australian Government, the working facilities were insufficient for the employees in the firm. Therefore, the employees had a poor working condition for the success of the firm. As a result. The production, as well as research, was not done to perfection as employees did limited research and test on some pesticides and veterinary medicines. It was all due to their efforts to produce what is not of negative impact to their health. Many employees have responded that there have been financial problems in the organization despite its relocation to Armidale (Hamilton, 2017). The financial problems were brought about by inadequate funds from the then government that was centralized. The centralization of the government led to there being a long process for funds to be disbursed to the companies in Australia for their success. Besides, the profit made by individual companies was taken to the central government thus the specific state holding the firm not benefiting as it could if the government was decentralized. After decentralization of the Australian Government, the financial progress persisted since the state’s government had to take a while to stabilize financially. Also, the relocation of the APVMA to Armidale contributed to the extension of retrogression of the financial segment of the organization. Resigning of employees from the firm also greatly fuelled to the retrogression of the production and servicing of the APVMA organization (Devasahayam, 2017, pp. 8). As employees resigned, so were the creation of job gaps in the organization with the daily activities as they are set in the firm’s strategy not being achieved. As a result, the employees left in the organization were forced to work an extra mile to cover for those who had resigned from working with the organization. Merits of decentralization on the APVMA Employees managed to get the required facilities in the performance of their job as well as received their salaries in full and in the required time. Funding of the firm became easier since the protocol of funding in a decentralized government was easier. Therefore, the APVMA pesticide authority developed since decentralization (El Hawari et.al. 2017, pp. 593). Besides, the state where the APVMA was located was also impacted positively as many job creations were made as a result of decentralization of Australian Government. The profitability of the firm increased also as the worker got a conducive working environment. As a result, many researchers and scientists have joined the organization due to the facilities, developments that include the presence of the required research and practical apparatus as well as working conditions (Oh, 2009, pp. 57). The demerit on decentralization was that some politicians took advantage of decentralization and exploited the finance of the states thus fewer developments in their specific states. Also, decentralization opened many chances of extravagance in the nation's finances (Lyons, 2010, pp. 61). Recommendation It is a recommendation that decentralization is encouraged in the Australian States as the fraud individuals have the law being taken upon them. Also, the firms in the states are supposed to be given a hand by the states governments as a way of developing them. As a result, their developments will fuel the development of the state in terms of job creation as well as infrastructure. Other firms should ensure the necessary requirements in their organizations to the employees are provided in adequate. Therefore, decentralization has had a great advantage in the development of APVMA than the demerits.
