Amidst the complexities of the health care delivery system this paper in its context will cover the good and essential points of public healthcare by focusing on the statement: "Health care is best provided by the government to the entire population." Henderson discussed in the book Health Economics and Policy the issues on medical delivery in one of its chapter entitled, “Medical Systems Worldwide’ (395) as well as the discussion on the different medical delivery systems of different countries worldwide, thus, essential points were taken and pondered upon Henderson’s discussion. One of the points of public health delivery can be pointed out from one of its words ‘public.’ The term public in health care delivery defines the availability of health care in terms of access for public consumption. Taking for example Canada’s adaption of a national health insurance system demonstrated an ability to deliver high-quality medical care to the entire population by creating a budget for healthcare expenditures (Henderson 395). A national health insurance is a government-run health insurance system covering the entire population for a well-defined medical health package that is usually administered by a government or a quasi-government agency and finance through taxation. By provision of this system, public health plan can be accessed and administered across the country that provide comprehensive coverage of all medically necessary services available to all residents with no out-of-the-pocket charges. By making health services available to the public basically every resident will be provided with best possible health care even despite their social status. This would mean a readily available treatment for emergent and non-emergent cases that would no longer question a person’s capability to pay or to avail such health procedure needed. The same principle covers the sickness fund of France and Germany that serves as an insurance company by collecting premiums and paying providers within the national health care delivery system (Henderson 401). Since the government allocates a remarkable amount of state capital budgeting for healthcare hence it is nevertheless well funded. In addition, a part of the health reform in every nation to make health care available to everyone is a provision of public health facilities with available state of the art diagnostics for public consumption and utilization. In most countries public hospitals are required by law to keep occupancy rates below 95% of its capacity, must remain 24 hours a day open and must maintain a fully equipped emergency room (Henderson 403). In the advent of technological advancement in equipment and procedure, this requires more technical expertise for those who will operate the equipment. This requirement translates into advance training for physicians, nurses and technicians making high quality services and man power available for the public health utilization thus high level services are made available to the public that are commonly availed by paying patients due to the high cost. Since high technology equipments, despite high cost, offer more accurate and definite results, it means better diagnosis and better directed treatment of diseases.
