In the first paragraphs, Swift describes the Irish streets of the Eighteenth Century that were infested with beggars, mostly women, and their children (Swift, 2003). In order to provide solutions to this problem, Swifts first strive to ironically identify the cause of poverty in Ireland during that period. A collision of churches in the late Seventeenth Century led to a war between the English and the Irish, which broke out in 1690 (Swift, 2003). English defeated the Irish and their Catholic Church.

They took control of Ireland between 1700 and 1720. During this time, they deprived the Irish many rights and their property, wealth, religion, and social status. These changes made many Irish poor, and this is what led to the filling of the streets of Irish towns with paupers and beggars. In this selection, Swift established an exclusive way to address the British Government, and remind them of their actions in Ireland. If the British Government had not deprived the Irish of their wealth, property, religious and social status, then the poverty level could not have been high as it was in the early Eighteenth Century.

While many protests and reproaches have failed to communicate this issue effectively, his allegedly fictive and amusing piece turned out to be the most effective. Reference Swift J. (2003). A Modest Proposal for preventing the children of poor people in Ireland, from being a burden on their parents or country, and for making them beneficial to the public (1729). Before Victoria: Authors from the Eighteenth and Nineteenth Centuries, 1.
