When taking a close look at China, we find out that there are concerns about how to have a sufficient number of nurses that are going to give sufficient nursing support system and a healthcare system that is able to bring up nurses that are qualified and a system that can be able to retain nurses in China. However, looking at the level of development of the health system and education in the medical field in Austria you find out that there is a possibility of Austria being one those countries that can export nurse and its health education to China. The paper looks at the standards that are there in China and Austria education and how they can trade and cause a positive impact in both countries. With the rise in population in China then there is a need for the country to ensure that there is quality in the education systems and produce graduates who meet the standards that are required to cater for the rise in population. One of these ways of ensuring that there is quality is importing labor from Austria being one of the countries with a high quality of the health education. Introduction In the world, China is one of the countries with high population. It is approximated that China’s population represents approximately one-fifth of the total world population. However, the country has an increased population of the older residents while a there is a massive shortage of nurses to take off the old growing population. To ensure that the country meets the growing health demands, the government is undertaking a lot of health care reforms to ensure that it meets the required qualities and accessibility to healthcare by all. If the government succeeds in putting this reforms in place, then it is going to influence most of the factors like the social, political, and economic factors that are going to prosper. To ensure success, there should be a mechanism to ensure that there is retention of those nursing graduates within the Chinese healthcare system and building the capacity of continuous improvement without much straining. Evidence has however shown that for high standard levels in the healthcare in China will require some international support to succeed. Therefore it has been suggested that china should outsource international countries that have very high standards of healthcare education and enable them to come up with proper structures and systems that to the next level. Oversees employment will be one of the measures that will bring in skilled labor ensuring that this success is in place. Austria being one of the countries in the world, then is prudent that China should consider importing labor from this country with the fact that Austria is somehow close to China which means that the climatic conditions are going to be easily adaptable to those who are going to work in china. With the way the arrangement of health systems have been made in Austria, it’s going to improve the health care status in China something that is going to make China afford its mission. The Austria dons are going to provide insights to the Chinese graduates on how to have quality health care system and also be able to educate them on how they will ensure that health care is continually improved. With the fact that Austria has been able to put up a very vibrant health care system, then it is possible for players from this country to enable china to achieve its target of ensuring a quality vibrant health system. Problem Background Due to the old population growth in China, there has been an increasing demand for the health care facilities. However, this has been hard as the healthcare system in china is not capable of handling such a population. There it has forced the government to come up with policies that are going to ensure that there is an improvement of the healthcare system in China. In the recent past the government of china has been looking for various way that it will ensure that it has led to the success of healthcare in China (J. Zhu, 2014, pg. 423) Nursing education in China is classified into three that is the Diploma, advanced diploma, and baccalaureate. Those that are diploma holders are those junior high school students who are brought in to acquire technical skills about nursing for three years. Those who pursue advanced diploma are those are high school, and they are found in universities and colleges where they are offered several skills that are related to nursing, and this education is both theoretical and technical. When you look at the Baccalaureate Degree, they are offered in universities where top high school and diploma to join the university to study advanced nursing. The training done here are general which contain theory and other nursing skills. There are broad studies that are provided while related sciences are also taught. Anyone who goes through this is said to have a very strong foundation in the nursing field. The program runs for five years and whoever completes this education can be able to work at advanced levels of medical fields including management fields (F. Wong, 2012, pg. 38–44). Also in china, there are both the masters and doctorate programs that are majorly meant to provide inside deep knowledge in the medical field for scholars. The student here does a lot of researches and makes a lot of discoveries that are going to indicate the trend that is there in the medical fields. They do researchers that are going to make new discoveries that are going to make advancement in the medical field. Regardless of this, the medical education in china is said not to be up to the required standards. However, it has been said that the Chinese government has been advised to source for international labor to ensure that improvements are made so as to reach the required standards. Austria being one of those countries that have a good reputation in the healthcare sector it is advisable for China to import workers in this sector to enable them to realign the sector up to the required standards. Austria has very high standards in the health sector that if any other country is able to match then it is capable that they are able to have good healthcare systems. By importing this knowledgeable scholars and laborers, then it is possible for china to be able to try and imitate the measure that has been put up in Austria for years to ensure a standard healthcare. To ensure capacity building, then it is necessary that the education institutions are provided with a very high-quality measure that is going to ensure that those graduates that are being produced are of high quality and will lead to the provision of quality services in any country. With the fact that Austria has been able to produce enough health care sector labor then it will be possible to be able to export it to other countries like china to assist (F. Hu, 2005, pg. 217-219). This sharing will ensure that the countries are in a position of ensuring that they share knowledge which is going to improve the economic status of these countries. Objectives of the Study The major purpose of the study is to determine whether it is possible for Austria to export its higher standards of healthcare labor to china. On the other hand, it is to determine the health status of china has a country and determine whether the need for it to get assistance from other countries which have been able to put in place a very vibrant and standard health care systems. The impact of high population and also the growth of the number old age population is one of those factors that are going to ensure that there is an expansion of the healthcare sector in China. Other objectives of this study will include; i) To determine role of Austria in the improvement of healthcare systems in China ii) To determine whether the healthcare systems in China are sufficient enough to cater to the needs of its citizens. iii) To know whether the education systems in China are able to produce graduates that are able to execute their skills in a required manner iv) To evaluate the better ways to follow in the improvement of health care in any given country. Research Questions In order to proceed with the study, this section will seek to determine which questions will be used to be able to extract the required information from the population that is going to be investigated. To enable this comprehensive questions that cover the whole research requirements are listed here to ensure everything is moving in the right direction. The questions include; i) Is the healthcare sector in China able to provide the required services to citizens? ii) What are the reasons as to why the healthcare sector in china is not well developed? iii) What is the role of the education system towards achieving standard healthcare sector? iv) Does Austria contain the capacity to export health sector workforce to china? v) What is so unique in Austria that makes it be having the high standards in its health sector? vi) What are some of the importance of a standard health care sector to a country? Significance of the Study Through this study, we both Austria and China are going to have a very big impact in their healthcare sector, as there are many factors that are going that are going to be looked into about the sharing and how the countries will share their human labor in the healthcare sector. In this study, the significance of education is going to be looked into due to the fact that they are very important, as graduates will have the required techniques that will ensure that the services provided are of high standards. The education system should be one that provides skills that are consistency with the prevailing conditions in the education system. The importance of learners is frequently be exposed to practical skills that will make them be ready for work ones they complete their studies is going to be looked into. On the other hand, health professionals should always be motivated to ensure that they have the motivation to carry out their responsibilities in a manner that is up to standard. In Austria what makes the healthcare professionals to provide higher standards continually us due to the fact they are regularly appreciated and recognized for what they are doing day in day out. The reward for their job is always high making them commit themselves towards the delivery of services that are quality (E.E. Eddins, 2011, 30-33). The training that shall be conducted are going to be consistent and practices should be reminding the healthcare professionals of up to date practices that are going to make the provide services that are helpful to the citizens. The recognition of the healthcare workers is going to ensure that there is retention of nurses who are going to practice within china instead of them seeking better services in other countries. In any country when a country is able to retain their top talents then good progress is going to be made in various sectors. The nursing opportunities should be regulated and be accessible to all. The regulations in place are going to ensure that the whole population is going to be thoroughly be controlled ensuring that the medical profession put in place are up to standard. All this are going to be looked into in finer details ensuring that they will cause a positive improvement between the two countries. Theoretical Review The theoretical that exists indicates that there is always significant improvement in the healthcare sector when the education systems are improved to fit the required standards. Health care systems should be in the way that they meet the requirements that the citizens expect from them. Theorists indicate that education is the basis of any quality system in the health sector. The status of the mind of those dispensing the healthcare sector practices is one of the ways that is going to ensure that the services are of high standard. This makes it necessary for health workers to be recognized and be motivated when performing their duties. The health workers should frequently be trained on emerging trends to ensure that all the functions that they are dispensing are up to date. This is going to ensure that the services provided are helpful to the seekers, and the standards are always observed. Literature Gap Based on the research done, there exists a gap between the scholars who have looked into this topic of research. They have not been able to identify the reasons as to why there exists a difference between the standards of healthcare systems in Austria and those of China. The importance of sharing of the healthcare knowledge between Austria and china has not been discussed in the prior studies. However, in this study, this is one of those factors that are going to be taken into consideration, and deep analysis is going to be conducted. Methodology An analysis is developed in this research proposal on the methodology through the study is going to be conducted to ensure that proper results are got. The designs and the samples sizes are being brought out in the proposal, and the ways in which they are going to be applied is properly identified. The section tries to show the approach that is to be used in the collection of data and other methods of analysis that will ensure that all these processes are integrated to ensure that there is the success of the whole study. The objectivity and accuracy of the study are going to be observed to ensure that the required results are reached, and this section is going to be the most important. Research Design and Sample The research design will be theoretical where already collected data is going to be used in ensuring that all the required data for the research are obtained from the previously gathered information. From the previously existing data then the research is going to develop its own data that are going to answer the research questions. The secondary sources of data have been chosen due to the fact that they reduce the cost and also do the research to be some simple. Diverse materials are going to be used so as to make the study more relevant as it will rely heavily on the secondary data. This will require intensive analysis so as to be able to bring out the required results. The sample size to be used will depend on the various materials that are going to be available. Data Analysis and Interpretation Finally, the proposed study will analyze the collected data quantitatively through the quantitative statistical analytical tools such as through charts, graphs, and other inferential statistical tools. In this regard, as a means to support the data analysis process, the proposed study will use scientific tools such as the SPSS to aid in the analysis and interpretation processes.
