Yours sincerely, (Signature) Name Part 3 Counter-Terrorism and Security Bill The selected news for the study is one which relates to the Counter-Terrorism and Security Bill as proposed in Britain in which the main aim is the countering of the terror threat that is being posed by Britons aligned to Isil. The establishment of this bill is based upon the emphasis that has often been laid by the UK Government in relation to the security of the nation. The passage of this law in the House of Commons will require that a consensus is achieved, and effective consultations are undertaken.1 However, considering the unsatisfactory consultations that have arisen before in relation to terrorism laws, it is uncertain whether the new laws shall be passed. Largely, the implementation of this bill shall be in accordance to the settings of the Anti-Terrorism Crime and Security Act (2001), the Prevention of Terrorism Act (2005), Terrorism Act (2006), and the Counter-Terrorism Act (2008). The introduction of this new bill is aimed at the influencing and shaping of the government’s capability to review and shape the activities related to terrorism and how it can combat the same (Walker, Carlile, Ken & David 241-246). The major intention of this bill is to prevent the citizens of Britain from travelling to Syria or Iraq with the sole purpose of fighting, and if they come back, to curb the spread of jihadist ideologies should they return with the same. Thus, it becomes an essential development in the attainment of security measures in the country owing to the insurgence of the terrorist ideologies globally. This may be related to the global generational change that has continued to take place with the youth opting to join such groups as Isil. The powers of the new Act (Counter-Terrorism and Security Bill) will help the nation to monitor the rapid changes and developments in relation to security. This law is essential in the context that it will enable the government to prevent the return of Jihadist practices in Britain. The attainment of this goal, as outlined in the Bill shall be through the application of measures such as seizing of the passports of individuals who are perceived as terrorists; hence, a threat to the society. Other measures affiliated to this law include obligating airlines to disclose in advance more of the passenger data to the government, the upgrading of the measures used to investigate and prevent terrorism in the country, and putting a ban on the ransom payments usually demanded by the terrorists.2 Counter-terrorism and human rights In another context, the adoption and application of this new Act on security will lead to a rebalancing of the human rights of individuals to the extent that it will be possible for the government to balance the liberty and security of its citizens (Counter-terrorism Bill 15). This simply implies that the government will sacrifice the rights of a few individuals at the expense of other many citizens; thus, taking emergency measures against terrorism. In the realms of human rights, this would act as a turning point for assessing the successful implementation of the human rights, which have often been allied with the protection of the weak and vulnerable in the country. However, there may be instances when this counter-terrorism law shall conflict to the civil liberties of individuals to the extent that it doesn’t defend the rights in the entirety. This embrace between human rights and counter-terrorism laws may turn to be dangerous as they mess with the rights of individuals to the extent that it would be difficult to determine the alternative perspectives to human rights.3 Conclusion The submission of this bill to the House of Commons is based on the need to constitutionally scrutinize it before its passage so as to identify and clarify the constitutional practices and principles that affect its proposals unintentionally or expressly. Given that the bill has the power to gather information from suspected terrorists in the country, it is essential that the government sets up extensive regulations in relation to the application of the laws (Walker et al., 195-210). The power of detention of the law shall need to be exercised only to the extent that it does not violate the human rights of the suspects.
