CRJ 520 DRNC WE6 Risks posed by sex offenders The Democratic-Republican National Convention (DRNC) is to be held in Miami, Florida. The decorations and setting up of the stage for the event is delegated to the Nationwide Professional Services (NPS). The Nationwide Professional Services (NPS) is an organization which is one of the main contractors employed by the host committee for setting up the stage and facilities for the event. A major part of the labor force of Nationwide Professional Service (NPS) is sourced from private employment agencies that provide labors at low wages on a temporary ad hoc basis of employment. Also, a high percentage of the labor forces in NPS are sourced from various faith based agencies which are aimed at the rehabilitation of the mentally ill people, homeless people and people who are looking for an opportunity to start life anew. The Nationwide Professional Services (NPS) works in collaboration with one such faith based agency known as New Person Ministries which operates in South Florida. The New Person Ministries (NPM) helps for rehabilitation and provision of jobs for persons who had been convicted of sexual crimes at some point of their lives. The labors sourced by this agency include sexual offenders who belong to the sexual predator lists and the sexual offenders list of the State of Florida. The sex offenders attending the rehabilitation programs are not fully normalized and there remain chances of threat for the visitors from these sex offenders. The risk assessment with respect to a sex offender is done on the basis of considering the statistical probability of the sex offender committing similar sexual offenses. The sex offenders generally have a type of mental disorder or abnormality which may instigate them to repeat their crimes without any consideration of the punishments that may follow the crimes. The DRNC is being held in the American Arena area of Miami where security threats are high. Thus, this may encourage the sex offenders included in the labor force of Nationwide Professional Services (NPS) to repeat their crimes. This would mean exposing the visitors and attenders of the DRNC to high threats and risks of being victims to crime. Difference between the Sexual Offender List and the Sexual Predator List There are some differences between the individuals enlisted in the Sexual Predators list and those enlisted in the Sexual offenders list. Sexual predators are those people who are convicted of the violation of various sections of the Criminal Codes. Attempted violations of these criminal codes of a state also lead to the enlistment of the individuals in the Sexual Predator list. Once an individual's name is listed in the sexual predators list of any country, the individual has to register annually for maintaining a normal life. An individual’s name is enlisted in the sexual predators list when the person commits or attempts to commit any of the following crimes as specified under the criminal codes and laws pertaining to a state. These offenses may include juvenile pimping, child pornography, maintaining a place of juvenile prostitution, aggravated kidnapping, criminal sexual assault, aggravated child pornography, aggravated criminal sexual assault, unlawful restraint, child abduction, exploitation of a child, sexual exploitation of any disabled person, ritualized exploitation of a child etc. The certification of an individual as a sexually dangerous individual under the Sexually Dangerous Persons Act or any other similar federal or state law also leads to the inclusion of the person in the Sexual Predators list. Sexual predators are considered to be more dangerous as compared to the sexual offenders. The sexual offenders list is generated in various countries to make the state authorities equipped to protect the general public and the tourists from the potential threats and dangers in the area (Woodrow and Bright, 2010). Various states allow the government authorities to maintain records of the sexual offenders and predators with the use of the sex offender registration system. The sex offenders’ list and registration systems help the government authorities to have a track of the activities and the residence of the people listed as sex offenders. This is aimed at maintaining safety and security in the respective areas. The sex offender registrations are maintained by the government authorities and are generally not accessible to the general public. However, under certain circumstances, the lists may be made accessible to the public to protect them, especially during the high threat of an attack by a sexual predator or a sexual offender. Other considerations in the decision-making process Other than the security issues, As Major Pratt I would also consider other related aspects for the decision-making process. One major point of consideration is that the workers who are sexual offenders are sourced from private employment agencies and faith based foundations like New Person Ministries which are reputed agencies with backup from the government of the State of Florida as well as from Miss Tia Delaney, who is the chairperson of the hospitality subcommittee. Miss Tia Delaney is in charge of the arrangements for the delegates attending the Democratic Republican National Convention (DRNC) as the representative of the Host committee. Also, Miss. Delaney is an important business partner for the event and she is in full support of the New Person Ministries. This indicates that the judgment of Miss. Delaney and the Host Committee is in favor of the employment of the sex offender employees as sent by the New Person Ministries. The event is much dependent on the efforts of the Host Committee. Therefore, going against the Host committee may cause several hindrances to emerge in the way of hosting the event in a successful manner. Another main concern is that by displaying a non-supportive attitude towards the sex offender workers, it may be implied that the event of Democratic Republican National Convention (DRNC) and the Miami Dade Police Homeland Security Bureau are not supporting the positive activities of the faith based foundations and the Host committee in helping the sex offenders to get a new chance for living their lives in a normal way. This may cause a negative image for the event if the news goes out into the public. Decision for allowing access to the registered sexual offenders in DRNC The sexual offenders registered as employers by the Nationwide Professional Services (NPS) should be allowed into the event as workers of the arranging company. This decision is taken by careful evaluation of the pros and cons of allowing the sexual offender workers in the venue for the event. It is decide that they should be allowed for working because it is a fair decision on the part of the Security Bureau. Also, the support of the host committee and the government shown towards the New Person Ministries (NPM) makes it right for the event organizers to include the sex offender workers for working in the arrangement for venue. The Miami Dade Police Homeland Security Bureau would allow access to the workers on the basis of their inclusion in the employment records of the Nationwide Professional Services (NPS). Also, a written documentation from the New Person Ministries will be required to be submitted to the Miami Dade Police Homeland Security Bureau regarding the backgrounds, residential addresses and the recent activities of these seven registered sexual offenders who are being sent for the job by the Nationwide Profession Services (NPS). The Miami Dade Police Homeland Security Bureau would also take effective steps to ensure proper protection against any sexual offense during the events. High security will be enforced to ensure that the people who are attending the event including the general public and the foreign delegates are kept under security and tightly controlled check. This would ensure that they are safeguarded against any possible risks from the sexual offender workers of Nationwide Professional Services (NPS).
