21st Century Solutions Health Care Hospital Affiliation: Provide a detailed summary of your hospital’s organizational structure. Chief Executive Officer Chief Information Management Officer Chief Operating Officer Chief of Medical Staff The head of this health care facility is the Chief Executive Office who is the general manager and is not necessarily medical personnel. The next person in this structure is the chief information management officer who is similar to a human resource manager. Under the chief of information management are the chief financial officer, chief operating officer and the chief of medical staff. Under the chief of operating officer and the chief of financial officer is their various administrative staff that is considered the subordinates in the health care facility and the lowest in the organizational structure. Under the chief of medical staff is various departmental heads in charge of the different health related departments. They include the head of surgery, head of trauma, head of palliative care and head of pediatrics. Under each of these departmental heads are the staffs which include the nurses and physicians (Daniels and Ramey, 2005). The Chief Executive Officer is the hospital head in charge of all the staff in the hospital. He is also the administrative head who liaises with various chief heads to find the way forward for the health care facility. He receives advice from the rest of the chiefs and heads of departments and then makes the final decisions. He also gives authorization of budgets, people to hire and fire as well as other types of authorizations. He is the chair of the disciplinary committee which is composed of all chiefs and heads of departments (Garber, Gross and Slonim, 2010). The chief information management officer is in charge of the staffing issues in the hospital. His role is similar to that of a human resource manager and legal officer all combined in one concerned with all staffing affairs from hiring to firing and other staffing issues that may arise in the health care facility. He is also in charge of tracking of the professional certificates, tracking and handling any legal issue in the facility as well as provides monthly reports to the chief executive officer on the general functioning of the hospital (Dewan, Luo and Lorenzi, 2010). The chief financial officer is in charge of all the financial details and records in the health care facility starting from budgets, preparing and disbursing salaries and wages, handling payments from patients and purchase of hospital equipment and supplies. He liaises with the chief operating officer, chief information management officer as well as the chief executive officer who has the final approval and authorization. The chief operating officer on the other hand takes care of the operation of the health care facility ensuring the machineries and equipment are working properly, stocking of the medical supplies in the storage room and repair of health care facilities. He coordinates with the chief financial officer by providing the list of things needed and their costs that in turn provides the money for the purchase after approval by the chief executive officer. The chief of medical staff is in charge of the performance of all the nurses, physicians and other medical personnel or health worker in the health care facility. He allocates the areas required handling and how many staff to be provided. In case of any shortage of staff in a particular department, the departmental heads provide the report to the chief medical officer who them acts accordingly to his power and in coordination with the chief information management officer. This includes even issues of medical malpractice from the staff. The heads of departments such as the department of surgery, department of trauma, department of palliative care and the department of pediatrics have similar roles to that of line managers overlooking the ground working of the staff. All this is aimed at being the best health care facility in the state. The vision is to provide maximum benefits in health care by the best nurses and physicians as well as the best customer services to the patients and their families. This is in accordance with the mission statement in trying to be the best by offering nothing but the best to the patients in both the short and long term and ensure their maximum comfort during their recovery time. The 21st Century Health care facility offers more trauma and palliative care services than any other medical services. It has invested in the best medical health professionals in these two areas followed by general surgery. It therefore aims at attracting more trauma patients as well as those who require palliative care such as the cancer patients. This is the reason why their mission and vision statements are more geared towards these two services trying to attract more patients with the above mentioned health problems. Its aim to be the best in not only the county but state is because of their investment in the state of the art equipment and machineries to offer the best services in these two areas of health care in the facility and hence it has outdone many other health care facilities. Outline a detailed feasibility plan for the hiring of nurses, physicians, and allied professionals. Provide a rationale for the chosen plan, and explain the main reasons why the plan in question would be suitable for use with different health care professionals. The nurses and physicians to be hired in any department needs to hold a minimum of a Bachelor’s degree in nursing or in medicine depending on the positions being hired. Hiring should take place once the head of department reports that there is shortage of staff in the department due to others leaving or the increase in patients. In case of seasonal increases or temporary increase in staff for example a trauma; the hiring will happen on a temporary basis. For the temporary nurses and professionals, nursing and medical students in their last year of schooling may also be called in to assist as interns. Experience is of importance for those hired permanently. The number of years of experience or the work experience in a particular department will be left to be specified by the departmental heads as they are the ones who are aware of such issues. The minimum limit however for any nurse or physician should be two years. This is to ensure that they are fully complacent with the roles and duties required of them. This limit is however not enforced for those seeking internship as they work under supervisors that are experienced and highly qualified. The same limit should also be applied for the medical professionals handling specialized equipment in the palliative care for example such as the radiologists. The roles and duties required of the health professionals needed to be hired will also be specified by the head of department and the chief of medical staff as they are the ones who are directly in charge of these staff in the health care facility. The issue of salary, remunerations and other benefits is however handled by the chief information management officer in conjunction with the chief financial officer and the chief executive officer. Disciplinary issues which are and should be addressed during the hiring process both as a cautionary and warning measures are specified by the disciplinary committee and handed down to those caring out the actual hiring to provide to the qualified candidates. This plan is suitable for use for the nurses, physicians and the rest of the health care workers. This is so because the plan is to be effected majorly by the heads of the four departments in the health care facility and the chief of medical staff who are directly dealing with these health care professionals and interacting with them in a daily basis. Since they are the ones who will be answerable to the chief executive officer, they need to ensure that hiring plan is foul proof and no mistakes will be made in hiring the best professionals to work in the health care facility in discussion. They also need to ensure that they will hire the professionals that will avoid conflicts with patients but those who are humane and will live according to the mission and vision of the health care facility. Justify the use of information technology to increase patient services. Provide a summative table of some pros and cons of using information technology in an era of networking and security breaches. Information technology in the health care sector has been an added advantage and a blessing to the hospital staff and especially the patients. Hospital services to the patients have become faster and less hectic including issues such as admission or discharge (Saleem, et al. 2009). The patients in palliative care have had more monitoring by connection of their machines to a central server that relays any change of information to the nurses of duty which elicits faster response. Health records of patients are rarely lost as data is saved in computers and not papers which is likely to be retrieved even with system failures (Frisse, 2009).
