Global climatic change-common but differentiated responsibilities United Nations as a universal body has the responsibility to monitor the sound health of the globe. The evolution of humans with various astounding dimensions has created a new set of challenges for the global environment. The repaid industrialization in developing countries increased the global temperature levels. The developing countries driving their economic growth have added to the pollution contributing to the global warming. To mark the level of global warming round the world the UN has initiated a global forum in 19941 to estimate the influence and the issues related to the global warming. The countries were primarily divided into two main categories according to their economic prosperity: the developed and the developing countries. The level of influence created by these countries was estimated and was concluded that developed countries are mainly responsible for harmful emissions. The high ranked developed countries were asserted to take the lead in combating climate change as they are equipped with the necessary resources and the best possible practices to combat the global threat. The first priority of developed countries is to explore the best practices to have a check on the emission levels from their industry sectors which contribute to the global warming. The awareness levels have to create in the developed countries to educate the industry lot about the ill affects of the global warming. The future industrial growth has to be susta1inable in empowering the human kind in a better mode of safety practices. The UN has concluded that the system that has caused the ill effect of global warming has to be cautioned to make them reciprocate to sooth the ill effects. The members of the UN have arrived at a point that the global cause cannot be perceived literally in the same mode for every other country and region. The countries have a very unique identity regarding the climate, the living standard, the industrialization standards, the ecosystems, the yearly climatic changes, the emission levels of various harmful gases into the environment, the climatic absorption levels of the gases at different region have to taken under consideration. After looking at all the issues and concerns the UN has arrived at phrase "common but differentiated responsibilities" as per the future ultimate challenge. The cause is global warming and the effect is on the entire globe fraternity. The inner sense of the phrase is that the respective countries have to react according to their indigenous issues and the contributions levels to the global warming. The responsibilities levels will change according to the contribution levels. The level of focus has to be amended according the requirement at the region. The issues and concerns with respect to the countries are to be tuned up to the global cause of the warming. The countries which agree with the treaty have signed on a universal oath document to abide the responsibilities. The countries were given the authority to handle the native concerns in view with the UN policy frame work. More than half of the countries has signed the agreement to contribute to the global cause and was opened for more countries to join. The main significant points asserted in the accord are: Acknowledging2 the reason and educating about the major areas which would effect by climate change. The countries declare that it is a major issue that would the prosperity of their region. Creating a sense of concern on every system involved in contributing to warming. Different countries irrespective of their pollution contribution should be aware that the neighboring countries industrialization would certainly carry to their expanse. Concerned that human quest for robust environment has enables many allied adversities along with the comfort that would effect in a long run questioning the identity of human existence. The countries are now concerned about the kind of human products and services contributing to the global warming. The organizations were on alert on raising consumption levels of the harmful substances. Since gases carry on their harmful effects to long distances the issues is implicated to entire world. To Monitor the emission levels of harmful substances originating from developed countries, the major sectors contributing to the emissions levels, the ill effects on 2the humans. The gradual usage of the harmful substances among the developed countries is closely observed as they would add more to the current emission levels. To create awareness: on the type of the effect that would be caused on the fragile eco systems round the world. The loss of the eco systems and the effect on the human habitat would be voiced. To make a note on the methods and methodologies of data collection on various parameters with varied information statistics. To fine tune the data collection activity carried by various organizations and collate them to a precise conclusion on the levels of harmful substances in different countries. To carry these data collection different countries were advised to pull out the data with respect to their country and forward to world body to collate it and bring out certain facts relevant to the most of the regions. "In view of the different contributions to global environmental degradation, States have common but differentiated responsibilities. The developed countries acknowledge the responsibility that they bear in the international pursuit of sustainable development in view of the pressures their societies place on the global environment and of the technologies and financial resources they command." Principle 7 of the Rio Declaration The UN accord has classified the amount of involvement the as Common responsibility.33 Differentiated responsibility. The common responsibility situation arises where the two or more nations has to address a serious issue with respect to the climate change and its influence on the socio economic conditions in that country. The countries under concern can form an independent accord and can work on it with due importance to the UN policies. The developing countries have making rapid strides in driving the economic progress. The process and the systems which were adopted in the growth process were not so sophisticated thus leading to global warming contribution from their part. The developed countries or the countries with same issues have to: Share the expertise in regulating the harmful emissions. Lending the best practices to reduce the ill effects on the global and regional environments. Training the best mind to adopt innovative systems to carry on the sustainable developments needs of the countries. Differentiated responsibility: Different has their unique socio-economic, demographic and ecological systems. The countries under the treaty have to define their conditions prevailing in their region. The unique conditions and challenges are to be estimated and the country specific policies have to be framed. The differentiated countries have to share the concerns of the group countries. The developed countries in the region are encouraged to provide the resources and funding to uplift the strategies to eliminate the harmful substances. Several countries are to be taken collectively together to find a common solution. The situations like one developed country blaming the other can affect the common good. The principle should work on fairness of the member countries: the unquestioned exploitation of developed countries is responsible harmful green house gases emissions. Thus, the Convention with developed countries in lead makes few demands on the much less responsible and unprivileged developing countries. The exclusion of developing countries as important sources for global warming became one of the most debatable issue with developed countries. The reason for the controversy is that the United States argues that developing countries make efforts to contribute to future global warming reduction efforts. The countries need to realize the kind of influence they are creating around their world and should try to move along with the initiatives drawn up by the organization. Sharing the resources and funding the developing countries who are lack the support and thus enabling them to empower to create an healthy environment to live in. The governments and environmental organizations have to focus on research and development of major issues with active funding that effect the global warming. The organization and governments bodies should monitor the unusual exploitation of natural resources and preserve the cooling systems of the nature like trees and greenery to cope up with the raising temperatures.
