This would facilitate the monitoring and filing of all the details of people who had taken part or assisted in the execution of any terrorist activity. The screening center offers strict scrutiny to any person entering the country and monitors the communications and interactions with the aim of tracking terrorist activities in the country. The center sought to consolidate the country’s security resources such as personnel, databases, and infrastructure in the fight against terrorism. This way, the process of tracking, apprehending and litigating terrorists become easier and faster possibly creating a safer society for the American population. Terrorism is the worst international crime that seeks to instill fear on a country’s population thereby sparking revolt against the serving government. Terrorists operate on the principles of mass destruction and murder thereby instilling fear on the citizens owing to their government’s ability to protect them. Such are likely to stifle the government’s operations thus causing constitutional crises in the country. With an elaborate understanding of the abilities of terrorism and the intent of terrorists, the country developed the Homeland directive in order to increase protection on the American president. The United States of America is the global super power with the best economy and the strongest military apparatus in the world. With such titles, the citizens of the country therefore feel entitled to several life provisions such as increased longevity owing to the government’s ability to provide a safe and secure environment. The president of the United States of America is an international figure of both power and authority. Should terrorists access and cause injury to such a figure, it would portray the country’s inability to protect its institutions of power thus imply that the citizens are most vulnerable. The country invest billions of dollars in guaranteeing the safety of her presidents in order to prevent the recurrence of the murder of serving presidents as witnessed with two historical figures. Application Homeland is the security outfit mandated with the internal protection. The security outfit has an unprecedented amount of resources to carry out extensive research on battering the state of security in the country. The homeland security presidential directive 6 provides the security outfit with the ability to monitor the activities of the citizens and every other person migrating into the country in order to determine the terrorists networks and their supporters. After the 9/11 incident, the government determined the potential of the country’s enemies and therefore developed a number of security institutions to help create a safer nation. The 9/11 commission approved the development of the screening center since such would pool the country’s resources and develop an efficient center with a central database to monitor the activities of the determined terrorists and their supporters. The directive is both a proper and timely occurrence, which seeks to speed investigations into terrorism and related crimes thereby enhancing the safety of the country. The screening center has the ability to increase the efficiency of the federal bureau of investigation thereby resulting in the state body tracking and apprehending some of the renowned enemies of the state. Additionally, the directive clearly establishes the roles of every security apparatus in the country beginning with the different police department in the fifty states among other security features of the central government. This way, the directive increases efficiency and thoroughness in the identification and surveillance of the activities of the identified terrorists and their supporters. However, the directive also creates several security and ethical concerns in relation to the activities of the screening centers and the powers of the state body. The elaborative bill of rights protects the interests of every citizen by giving every American and any person living in the country a free and fair environment. This therefore creates a conflict of interest in the operation of the screening center among other security apparatus in handling terrorist suspects. Such conflicts stifle the operations of such state bodies thereby validating redress in the structure, composition and the activities of the state bodies (William, 2004). Besides executing its mandates thus keeping the country safe and free from threats of terrorism, the security center must however uphold the value of humanity and operate ethically. Such security bodies have in the past aided in the development of stereotypes by apprehending suspects from specific communities and religions. The screening center must therefore operate on the principles of objectivity and thoroughness but maintain ethical and moral operations to prevent hurting innocent people since such cause parity in the implementation of the directives of the bill of rights. Members of the congress raised several pertinent issues in the creation and subsequent operations of the screening centers. The other security apparatus must provide the center with relevant and appropriate information to ensure that the center operates on valid and effective information to prevent misrepresentation of the suspect. Conclusion The screening center must operate ethically. Other state bodies in the pretext of keeping the country safe have often operated unethically thus violating the citizens’ right to privacy. Through several acts of parliament, the country has often tried to create surveillance features to monitor the communication of citizens. Such amount to unethical practices and result in anarchy as people operate in fear. Other security bodies have used unorthodox means of interrogation such as torture; these contradict the provisions of the bill of rights especially in a country with the best judicial system. The center should not therefore also operate on such principles and should have effective mechanisms of redress since security bodies in the country have had instances of misrepresentation thereby resulting in the apprehension and torture of innocent individuals.
