The fourth stage is the development of objectives through a process-oriented approach. The fifth stage is strategy formulation that deals with the implementation of strategic issues. The sixth stage is operational planning, where an organization identifies new opportunities in the form of projects. This stage interfaces with strategic planning and the cycle of budgeting. The final stage in the process is the review of the process to determine its progress (Lucey, 2005). The reports from the review provide information on whether to adjust the informatics infrastructure.  

Organizational strategy is the development of objectives that ensure the achievement of organizational needs, while informatics strategy is the development of a detailed plan that ensures an effective information sharing system for decision-making within an organization. One of the ways of building an informatics strategy is through an analytical system. For instance, it identifies the behavior and structure of computational systems. The other way is through an experimental approach. For instance, the use of observation predicts new observations for the informatics strategy. Finally, organizations may use engineering methodologies to build an informatics strategy (King, 2009). For instance, the method uses engineered systems to design an efficient and secure informatics strategy.
