From Hong Kong, around half of the world’s population is living in these areas that have five hours of flying time from Hong Kong. In addition, (Liu, Lee, and Jiao 22) the in-flight cargo is also linked all over the world through Hong Kong. During the year 2007, the HKIA moved around 3.772 million tons of international cargo that is waiting at their airports in the world. Therefore, the in-flight cargo facilities are enhancing day by day. The survey conducted by the International Air Transport Association (IATA) reveals that the global air cargo will increase by 4.8% annually as calculated from 2007 to 2011 including the Asia Pacific air cargo growth rate that is around 6.3%. However, the Boeing Company has reveals that in the year 2004 and 2005 the air cargo will grow around 6% annually up to 2024 globally. As mentioned by the HKIA, the industry related to the air cargo will develop about 13% annually and the cargo handled by the Hong Kong’s air cargo will increased up to 13% annually. The long-term research has reveal that the Civil Aviation Administration of China sates that the air traffic going toward Mainland will increase immensely and the cargo facility will be developed by 10% per annum. The total cargo will increased till 30 million tones till the year 2020 and also the Mainland will start exporting its goods through other direct flights. Thus the annual cargo transferred facility provided by the Hong Kong will not be used by the Mainland in future. “Hong Kong International Trade receives over 10,000 trucks and 15 vessels a day, about six million twenty-foot equivalent units (TEUs) a year” (Murty et al. 61-75). Problem The logistics service providers include high demand related to their services in order to compete in this industry. They should have maintained high efficiency, high value added services, high quality of services and high security services. In order to provide these services, fully professional personnel must be hired who possess good hands on experience, knowledge as, well as super current information regarding facility providing. Also, the company has to provide manpower training to its employees, develop air freight information platforms, improve management mode, strengthening international collaboration, and continuous updating of standard to international level are all directions for developing Hong Kong airfreight logistics industry. E-commerce operation mode has affected the modern logistic industry to an extent. Delivery time of the goods, transparency, tracking and coverage are essential attributes for consideration. Likewise, Air cargo is associated with couple logistics co ordination. For consolidating Hong Kong as a mainland air cargo hub, it is necessary to advance its e-freight system and construct air to air and multi-modal transshipment by incorporating next generation airfreight logistics application and systems for supply chain partners. Moreover, there is a requirement of adopting most up to date technology for document delivery, customs clearance and modify traditional procedures of shipments in e-logistics. Pro and Cons In order to enhance the Hong Kong’s regional as well as, the international attractiveness regarding the sir cargo industry, the Hong Kong SAR Government had established the council in December 2001 named as the Hong Kong Logistics Development Council. This is made due to the need for stronger communication and consultation work along with the industry and with the stakeholders. The stakeholders are here to discuss any issues and to co-ordinate with the responsible personnel regarding the logistics development in Hong Kong. The Hong Kong air cargo facility must have strengthened the communications related to the other airports and organizations in order to develop international flight network. Apart from Government strategies, Hong Kong air cargo must enhance their flights destinations and frequency for the Hong Kong’s air cargo dominance. However, there are a number of limitations regarding the Hong Kong’s role as n entre pot in China industry for instance Mainland’s aviation control as a result of the air traffic congestion at northern Guangdong province has caused delays to Hong Kong’s flights. To strengthen Hong Kong’s position as an international air cargo hub, it brooks no delay to strengthen its cooperation with Mainland airports to resolve air traffic congestion problem. Hong Kong also needs to be proactive in connecting more flight destinations in Mainland, improve the transportation infrastructure facilities of PRD cities and HKIA, broaden the coverage of Hong Kong air cargo industry in Mainland market, attract more goods sources, and consolidate Hong Kong’s position as Mainland’s air cargo gateway. Ideas The air cargo of Hong Kong must comprise primarily of airlines, terminals of airfreights, freight forwarders and express service providers. As per the statistical data illustrated in the government reports showed above 55,000 employees. Likewise, 20,000 were associated with air express sector. The job designations of these employees must be classified primarily into sales and marketing, technology, support services, documentation and efficient handling. As far as rankings are concerned, there will be primarily supervision, operation, and administration with management functions. Speaking along with all sorts of manpower training and development requires tallying intellectual and valuing added globalized social development. Due to the increase in competition, the Hong Kong logistic industry needs to recruit talented and skillful people for maintaining quality of service, gaining competitive advantage and flexibility. The employees associated with the logistic industry must have a world wide exposure of different IT system integration with their current software application i.e. GLS Software.
