Journal Critique Summary Training and improvement of public segment employees is a foundation function for most organizations worldwide and has gained center stage in recent years. The training affects the quality of an organization’s system of government and policymaking. The study herein investigates the status of the training function and its effectiveness in Omani government organizations aiming to build and develop a competent workforce with the localization of the workforce (Rajasekar, 2013).

The research reveals that there is a strong need to draw up an integrated Human Resource Development and training framework. That would be capable of building a training and development building in Omani government organizations and nurturing flexibility, creativity, team learning and partnership among their employees at the workplace. The efficiency of training, management support is a critical issue in the transmission of learning at the workplace, and many experimental studies have indicated the significance of the role of management in the training function.

The concluding step in the training process in an organization is evaluation (Rajasekar, 2013). Evaluation functions to assist in the identification and rectification of any errors made in the execution of the training strategy. The study reveals in the findings that organizations conduct training needs recognition as per the government plan and are striving to put in place a training policy that will serve their strategic objectives. It notes that most government organizations lack trained and skilled human resource and training managers.

Critical Analysis The working out and development of civic sector employees is a crucial element in the production equation for any organization.Practical applications The study under investigation proves that training and development of employees comes with high-quality output.
