Additionally, the staff may fear negative effects that evaluation can have on their employment. This negative implication of evaluation can include lost jobs for employees perceived to have underperformed or due to restructuring those results in elimination of some organizational functions and therefore role of some employees. Employees might also fear evaluation as it might result in increased workload for them especially when there is merging of some functions and roles. Therefore, fear and resistance to evaluation is as a result of employees not knowing the changes that this process will bring in the workplace; therefore, preferring maintenance of the status quo (Shell, 2002). Employee resistance to change is a widespread phenomenon in many workplaces since most of them do not want to be challenged by being asked to abandon routine and adopt new ways of doing things. Consequently, association of evaluation process to change in the way employees perform their duties is likely to encounter resistance (Austin, 2002).
Evaluation has an important role in creating efficiency in organization functioning especially if it helps identify areas of waste, even in programs that seem to run successfully. Therefore, it is important that there is cooperation among everyone involved including staff and the management. When evaluation meets staff resistance, this indicates there is a problem that needs to be addressed through either the evaluation itself or prior to conducting staff evaluation. Therefore, the first area of concern when planning to undertake evaluation is to increase staff awareness of the process and possible actions based on results. Fear of evaluation is as a result of the unknown effect it will have on the staff especially as many of the employees wonder if they are going to lose their jobs, have increased workload or be held accountable for negative results. Funding of the System: Funding of Horizon Human Services derives mainly from governmental organizations such as the “ADHS, DES-CSA” to provide the services for victims of problems like “domestic violence” (Domestic Violence Services, 2013).
What Is Human Services?
When it comes to defining the term, ‘Human Services,’ one finds lack of clarity related to the concept of social services. Basically, two issues arise as soon as one attempts writing on it. One is the absence of agreed denominator to define a number of different services including child welfare functions and social organizations for the aged people among a list of other such social services.
The author states that human services usually refer to a wide variety of services such as education, social welfare and healthcare such as mental services. These are services rendered to individuals or groups in society. These services are provided in order to meet their basic needs since all humans have needs.
The author states that in order to provide quality services to this diverse community, including that of both public and private facilities such as nursing homes, assisted living homes, mental health facilities, family service agencies, he is committed to continuing his studies and improve his professional skills as a human services worker.
The author states that while the basic approaches are to confront with the optimal approaches in order to specify the human needs, the differentiated approaches are put onto contrast with the universal approaches. Necessarily this approaches yield the basis for the four-category model theory in order to categorize the human service organizations.
The author states that service workers, both direct and indirect, need a number of competencies in order to offer quality services. The competencies bear in mind the needs of the workers, consumers, and educators. These competencies aim at empowering participants through effective communication, community advocacy and networking, and many more.
