In the year 1821, a convention committee held in New York whose aim was to revise its constitution, recommended that voting rights should not be only for property owners but those whose who are willing to support the state’s democracy (DBQ #8, Doc. #1). According to George Bancroft, a quality government depends on the majority citizens and not the ideas of the few, on citizens and not on their properties, on free opinion development and not under the authority (DBQ#8, Doc. #5). Thus, the opinion that America was to depend on was to come from the majority and not the small group of property owners (DBQ #8, Doc. #5). Therefore, establishment of the new broad-based voting public is an event that highly influenced the development of America. Throughout the decades 1837 to 1848, Mann served as the leader of Massachusetts Board of Education. He influenced American people to participate in the establishment of educational institutions.
