Despite this, a high percentage of Australians accept them as inevitable. There is increase in the number of perinatal and infant mortality, this can be easily felt as babies, and children die on our arms. This can be hugely blamed on the poor health policies. Australians should be aware that quality health services are their right and in order to close the ever-widening gap. Some of the root causes are lack of employment, incarceration, poor lifestyle, poor housing, social equity and early childhood education. The existing gap between child mortality is currently rated at 103.7 deaths in every 100,000 children who are aged 0-4 years. With this statistics, you cannot fail to feel the gap. The government’s target by 2018 is to halve the gap between the non-indigenous and the indigenous for children below five years of age. I think that without a genuine government involvement, it will be challenging to meet the set targets in bridging the existing gap. Therefore, it will be important for the Australian government to obtain free, informed and prior consent of the indigenous Australians and mainly through various representative institutions prior to adopting administrative or legislative measures that are likely to affect them. Furthermore, for the government to succeed, there should be long-term relationship of honesty, trust, respect as well as ongoing communication, accessible and information. There should be an effective capacity and governance within both the governments and the community themselves. Despite, the government being confident in realizing its goals, it should take note of some essential steps for example, there should also be a shared understanding of the plan in addition to clear mutual expectations and learning how to come with common goals that will assist in closing the existing gap. Therefore, some of the skills that the government requires in order to engage successfully with indigenous communities include community development, community planning, community engagement and cultural competency. Therefore, the relationship between the indigenous people and the police are highly volatile, tense and fragile. It further enables to have access to both goods and services without being discriminated against because of race. The Act also gives the individuals the right to join trade unions. It states that it is unlawful to hinder or prevent an individual from joining a trade union because of national, ethnic, race or color. The Act also protects individuals from being discriminated when it comes to employment. It states that it is unlawful to fail or refuse to employ an individual that he/she qualifies for because of his race/ethnicity. Therefore, the act covers key areas that individuals are likely to be discriminated and thus protects them from any form of abuse. In addition, the involvement of government in the rights of the youth in the incarceration centers has been facilitated by the fact that some correctional facilities do not consider the rights of the youth such as the right to express them when they are being mistreated. In this paper, the role of government is explained in ensuring the youths are accorded fairness when taken to correctional centers and also treated well alike any other citizens. It has also been observed that organizations or bodies that were tasked with the roles of supervision of the youth did not provide this service. This has resulted into a decline in competence of the youths in these facilities because they are also not empowered adequately to perform a number of tasks that improve their skills and competences such as increase in the ability to make decisions and finally to increase awareness of the youth in basic knowledge of computers.
