That is an essential branch concerning social stability and health of population. The United States of America is regarded as a country with highly developed and rather effective system of healthcare policy (Niles, 2014). The majority of population in this country is able to use medical services in order to be successfully treated with the health insurance suggested by the governmental institutions rules (Niles, 2014). Healthcare policy and regulations in USA are functioned to construct rather effective and prosperous conditions in the dimension of medicine for American population. Moreover, the quality of treatment and medical care in USA stays in a high level. Preparation of medical specialists together with modern equipment represents the basis of medical care in this country (Barr, 2011). We may stay the idea about highly developed and completely improved system of health care in the USA. On the other hand, it should me mentioned that drawbacks are also presented in the area of this question; due to this the US leaders in the area of medical care have various directions for perfection. The matter is that medical services in USA are provided by special insurance and this is what covers the cost of treatment for the population (Niles, 2014). People who are able to pay for the reliable insurance are pretended to be treated immediately and with the highest quality. People with low social status or with low income they are deprived from an appropriate free medical care, and have no possibility to be treated in USA medical institutions, as with no insurance no free medical care will be provided. Of course, American government develops special programs for this layer of population. That is considered to be the rules of American government and principles of USA healthcare system. Suggested scheme is regarded as an effective one, and it should be admitted that steps for improving are undoubtedly made in this direction. The essential role in healthcare system is endued to the healthcare leaders and their politics. It is important to mention that the democratic leaders provide an effective politics that make a healthcare system more easily accessible. It should be admitted that completely broad range of people work in the field of health care in United States. Public and private as well as national and local institutions are involved in the process of providing an appropriate healthcare for American people (Barr, 2011). “Congress and the federal health agencies within the executive branch” perform the principal roles in the area of developing health policy (Barr, 2011). Health care leaders are under the guidance of the president of the United States of America, and they together are tried to form an effective and elaborated system of healthcare policy. During the twentieth century the US government has produced the modern health care system that has been introduced to American people, and has involved to the social norms (Niles, 2014). That is considered to be insurance relationship between people and medical institutions. Most of them are provided by private companies, and “subscribers pay health insurance companies a monthly fee” for their treatment (Baribault and Cloyd, 1999). Such system has pretended to be rather effective as the data stays the idea that “57 % of the population has hospital insurance” by 1950 years (Niles, 2014). However, the problem with low social status population is remained to be relevant. Therefore, US government has made a decision to develop the particular programs for this segment of the population. In 1965 Medicare and Medicaid programs have been elaborated, and included into the law of United States (Niles, 2014). President Johnson is considered to be the compiler of these regulations (Niles, 2014). They are directed on the assistance of population with the low-income in the dimension of healthcare policy. The Medicare system represents the “medical coverage for those over age 65” (Baribault and Cloyd, 1999). According to this program retired people attain an opportunity for a qualified medical treatment. In addition, “younger people with certain disabling illnesses or injuries are eligible for Medicare coverage” (Baribault and Cloyd, 1999). Federal income taxes are regarded as a primary source of funding for Medicare program. The Medicaid system is available for those people who do not have health insurance because of their poor status and low income. The first aid help and appropriate treatment are presupposed by this particular program for the definite layer of population in America. It is important to mention that “Medicaid is funded by a mixture of state and federal taxes” (Baribault and Cloyd, 1999). This particular program is rather relevant as it is aimed to protect people who may be in high need of medical help, but do not have a possibility to pay for it. The United States of America has made important steps for improving their healthcare policy for the last thirty years. In 1993, the Family Medical Leave Act has been presented and implemented by Clinton. This act provides the allowance to employers for up to 12 weeks of unpaid leave because of family illness (Niles, 2014). The number of other different legislations has been attained in the last ten years of twentieth century. The children’s health care is rapidly grown, and the ethic standards to the medical care and patients are also increases (Niles, 2014). We may conceive such alterations as positive ones. The statistic data that has been established in 1999 proclaims that “about 85% of the U.S. population is covered by insurance plans, and insurance now pays the majority of health care costs” and “insurance pays about 90% of the money spent on hospital care, and 74% of the money paid to doctors” (Baribault and Cloyd, 1999). Such information carries a number of positive implementations in the area of medical care. The USA government represents a qualified work due to the assurance of an appropriate medical care. The last highly important step in the field of managing healthcare policy has considered being the Patient Protection and the Affordable Care Act. Such regulation is regarded as highly important for the American people and has been signed into law by President Barack Obama on March 23, 2010 (DPC, 1). The Patient Protection and the Affordable Care Act is responsible to “ensure that all Americans have access to quality, affordable health care and will create the transformation within the health care system necessary to contain costs” (DPC, 1). This particular act contains improving points in the fields of qualitative, affordable health care for all Americans, public programs, health care workforce, innovative medical therapies, and community living assistance services and supports and others (DPC, 1). It is worse to mention that this particular act makes a big step for making the system of medicine more available and easier for middle-class people. What is more the point of quality of medicine is regarded as an important one and is always improving. Taking into consideration all facts, it is important to mention that healthcare policy in United States of America is rather effective and medical care stays on a high level. Still, there are some drawbacks that are mainly corresponded to the low layer of population and people with low income. The US government makes some efforts for improving this system, and the appropriate steps have been done. The healthcare leaders with the guidance of the president are pretended to endeavor for elaboration and perfection of medical care system in USA. The democratic leaders are regarded as the ones who make important steps in the dimension of helping people with medical care and for providing wider opportunities for low layer of population.
