Upper Right Hand Quadrant The Free Market itarian on Canada's Health Care The free market itarian (upper-right hand quadrant) would be openly opposed to Canada's health care system on several issues. The free market aspect would be the most obvious. This ideology would not view health care as an issue that the government should undertake. They would see it as best left to private enterprise and the competitive market. The concept of John Doe's taxes paying the medical bills for Jane would be counter to the concept of free enterprise.

They would also be dismayed by the lack of choices available. A single system for everyone eliminates the freedom of choice. In their view, the wealthier citizens should be able to buy the best health care available. In Canada's system, patients are at the mercy of the system and have generally lost that option Finally, a free market authoritarian would not see the need to provide health care for anyone. Social issues that are dictated by the government are done only for the benefit of the government.

In other words, the authoritarian extracts from society, they do not provide for society. As the chart indicated, George W Bush is a free market authoritarian and his plan is to give a tax deduction for insurance to the people that can't afford to buy it and probably don't owe taxes. This is in conjunction with his plan to tax employee health care benefits. His plan extracts more taxes and provides no additional care to society. Lower Left Quadrant The Collectivist Libertarian on Canada's Health Care The collectivist libertarian (lower left quadrant) would be in general agreement with the concepts behind the Canadian health care system.

There would be the fundamental agreement that profits and wealth can be appropriately used for the public good. They would support the idea of the government handling some social issues, but would prefer a more voluntary system. The collectivist also has the ideology that the wealth, production, and resources of the planet are not the sole property of whoever happens to possess it at the moment. They would not have a problem redistributing some of the wealth for the good of the masses. For the collectivist, if John Doe had to pay Jane's operation it would be viewed as a public service.

With wealth and property comes a duty to society. The lower left would also be libertarian in nature. There would be some social misgivings about a government-mandated system. In an ideal libertarian state all taxes would be voluntary and a contribution to the health care system would be according to the individual. In their world, if the health care system was suffering from under-funding, people would step up out of conscious to support it. The Lower Right Quadrant The Free Market Libertarian: Their Choice of Health Care The free market libertarian would have a health care system that was totally market driven.

They would have the ideology that private charity would take care of the health needs of those that were unable to compete. Taxes for health care would be unthinkable, as would any type of government program. They would view all these as anti-capitalist. They would, however, have a belief that society was basically good and would do the right thing. Wealth, whether in the hands of corporations or individuals, would finance health care when it was in their best interest. This would probably be in the form of greater company paid health benefits in an effort to maintain a healthier workforce.

For the individuals who did not have employment and could not afford insurance, they would rely on private charity. The libertarian would trust that the morality in the soul of all men would provide for those that can't. This would, of course, have to be without any government involvement or coercion. This quadrant becomes ideologically challenged when broad based collectivist programs, such as the US pharmaceutical drug program, are implemented to benefit private enterprise.
