The report has plenty of requirements that ought to be met by the head administrator. However, the head administrator has the capacity to only implement those that he/she feels would yield the best results and give the best services, a call for which the facility is mandated. The fact that the community is mandated with providing quality yet subsidized medical services is the key influencer of the decisions made by the head administrator. These, to a large extent, are directed by the state anti kickback laws and Medicare regulations.

In line with these key documents, the report from the board of governors, the ant kickback laws and the Medicare regulations, among the decisions made by the head administrator would include the below discussed concepts. A key managerial decision that the head administrator is tasked with is the creation of a friendly working conditions for the new employees. One way of ensuring that these new recruits enjoy working at Sundown would be to appreciating the role of remuneration as a motivator (Merkel J, 1998, pp 423-444).

These being new employees coming to work in a totally new environment, it would be prudent to pay them fairly for their services. A remuneration board would, thus, be set up to deal with all the salary and allowances issues. The pay should clearly tally with the job group of the employee and the complexity of the job he or she undertakes. The director would also be instructed to clearly define to these new employees their terms of employment. For those contracted, it would clearly be indicated accordingly and the ones employed on permanent basis too.

Their working requirements will also be clearly communicated so that there is absolutely no breach of contract. Compliance with the safe harbors is voluntary, but Sundown community hospital is compliant since it is a state run facility and, therefore, these new employees would also be brought to the fact that any involvement in fraud or corruption is a criminal offence and the facility would play a key role in the prosecution of those convicted of the same. It would, thus, be required of them to carry themselves out with decorum and give a true representation of the facility and that of the state.

This would also entail explaining to them what defines a fraud so that when one gets involved in one he/she would not use ignorance as an excuse. The key to achieving the best result out of employee is to develop a friendlier working environment. The head administrator would thus strive to achieve this. This is achieved by encouraging respect among the employees, both new and old. An idea from any member of the staff should be looked into thoroughly and should influence the decisions made by the head administrator in future.

This encourages innovation among junior members of staff. The friendliness born out of the trust that employees would have with the head administrator would discourage theft of the facility’s property and those who would get involved in the same would easily be reported by the more obedient employees. The closeness among the employees plays a role in developing a feeling of belonging in the facility. When employees get that feeling, they deliver their best and would always be willing to dialogue in instances of infringement.
