1.a. Vision is the looking into the future and identifying the needs and requirements that will help to accomplish those. Identifying the vision statement helps to provide direction and guides the employees. It also helps to provide the required motivation which acts as a tool to accomplish the future goals. One such example in the same direction is the London Fire Brigade. The fire and rescue service operator has laid down a safety plan in the 2008-11 guides which prescribes the vision statement for the fire operators. The London Fire Brigade has stated the vision statement to be the world class fire and rescue service operator. The vision statement of London Fire Brigade helps to provide the necessary direction. To ensure that the stated vision is achieved the rescue operator has determined the following aims which when pursued will help to achieve the vision. They are as follows Prevention: Through this aim London Fire Brigade looks towards educating the people and making them understand the mechanism through which fire can be reduced. The rescue operators will look towards making them understand the ways in which emergencies need to be dealt with. Protection: Through this aim London Fire Brigade looks towards protecting the people, property and environment from environmental harm by providing the necessary training and impetus which will help to ensure that the service rendered is of high quality. Response: Through this aim London Fire Brigade looks towards designing a mechanism which will help to provide quality response to the situations and will help them to deal with the emergencies in a better and resilient way thereby enabling better services. 1.b. Leadership and management are the core constituent that helps to ensure that the goals and objectives of an organization is achieved. The value of this function multiplies for fire and rescue service operator as they have to look towards the wellbeing of an individual. Leader and manager help an organization to achieve the task as proper guidance and the ability of the manager to influence people to achieve the objectives helps to provide the required momentum in the organization. In case of Fire and Rescue Services locally elected councilors look over the responsibility of the manager. The councilor is entrusted with different responsibilities and integrating the different functions together helps the manager to demonstrate skills which will help to achieve the goals. The role of the manager in fire and rescue service is to develop relationship with locals and partners so that the delivery of services improves. Along with it the councilor needs to ensure that they are able to use the workforce effectively. This will act as a guiding force and help to ensure effectiveness in services. The role of the leader is to bring the required transformation in the working process so that the workforce is motivated and use the IRMP plan to improve the quality of services. The councilor needs to demonstrate both the leadership and managerial skills while handling the complete operations so that they are able to develop a mechanism which renders maximum benefits. Thus, the councilor playing the role of both leader and manager needs to demonstrate the required qualities which helps to ensure effectiveness in services and helps to develop the basic framework which improves fire services. 1.c. Key Performance indicators is the indicator which helps to find out the indicator which helps the business to succeed. They are the key indicators and working on it helps to ensure that the business is able to succeed. Working on these factors ensures that the business is able to deliver the required performance. Every fire and rescue service operator has identified the key indicators which helps the business to succeed. For example, Lancashire fire and rescue service operator has identified as reducing the number of emergencies as their key indicator. Reducing the number of emergencies will ensure that the harm to human life gets reduced which will help the rescue services to accomplish its objectives. To measure it Lancashire fire and rescue service records the number of fire incidents taking place and the casualties that happen due to it. Reducing it is a priority and doing so helps to achieve the objectives. Lancashire fire and rescue service has also identified to train the work force and prepare them for any casualties. This is a step in the right direction and will help the rescue operator to ensure prompt service in case of a mishap. To ensure prompt services Lancashire fire and rescue service watches the number of primary fires, secondary fires, deliberate fire, fire deaths and injuries and looks towards reducing those. Lancashire fire and rescue service also looks towards improving the morale of the employee by motivating them so that they are able to deliver proper services. To gauge the effectiveness of this measure Lancashire fire and rescue service looks towards having different motivation programs and training the required force to be able to achieve the stated objectives. 3.a. The fire and rescue national framework document is framed by the Government and is prepared for a period of three years. This is done with the objective that any changes required in the risk management program can be made from time to time. Having a time span of three years ensures that the government is able to make amends in the risk program as risk changes with time and it is important to develop the required framework to face those risks. Another important aspect to note here is that the national framework document covers a wide range of activities ranging from resilience and prevention, protection and response. There happens a change in the manner the risk gets magnified so making the necessary changes to accompany this helps to improve the fire and rescue services. Having a span of three years clarifies the matter before the rescue operators as they are able to identify the areas they need to work on. The fire and rescue services can develop their financial plan accordingly and will help to ensure that they don’t get out of the prescribed budget. This provides the scope for the government to make changes in the national framework document so that it remains meaningful and provides the required changes time and again. Thus, having a time span helps to ensures that the changes and done time and again and helps the rescue operators to deliver proper services. 3.b. Community engagement is an important aspect that fire and rescue services look into. Involving the community helps the fire and rescue operators to ensure that they are able to make readily changes and improve their services as regular feedback from the community helps them to develop their services. London Fire and Rescue Services to ensure the involvement of the community is looking towards greater participation from the people in London and are looking towards regular feedback. They want the community to act as third parties and provide them feedback regarding their current performance and areas they need to work upon. London Fire and Rescue Services by using the community will be able to understand the areas that are of prime importance. They will be able to understand better the wants of the common people and designing their delivery standard accordingly will ensure that the operations are handled well. Using the community will ensure that London Fire and Rescue Services is able to understand and get readily information about any incidents. This will help them to deal with it quickly and ensure that the services delivered are of high quality. 3.c. It has been identified that employees relent to changes. This is a hurdle which every business faces and needs to be solved with ease. Since, it involves human resource which is vital so a careful analysis and understanding the scenario will ensure that the changes are easily absorbed. One such way to ensure change is transformational leadership. According to Huczynski and Buchanan (2007) transformational leaders are charismatic and bring the required changes which facilitates growth. This fact has been substantiated by Cheery, 2010 which states that transformational leadership creates positive value within an organization. Doherty and Home (2002) presents the fact that transformational leadership helps to develop the vision statement which will ensure that the organization pays attention to it and follows accordingly. This helps to improve communication as it helps to pass complete information from the organization to the employees. This ensures higher commitment levels and ensures that the goals are better achieved. Thus, organizations which are able to develop transformational leadership are able to bring the required changes and ensure that the operations of the business are conducted satisfactorily.
