Besides evaluation, bids need to address the current gaps in provision particularly the ones not covered by the already funded project. Some of the gaps that may exist include children and families, transition services, older people, remote or rural areas, preventative care, mental health and portability of support. At some point, there may be more gaps that may have not been identified and therefore bids may choose to address any other gap upon evidencing the gap and how the project would help in addressing the gap. Generally, bids will further be guided by values and principles of self-directed support such as individuals having control of their support by defining and fulfilling the who, what, when and how of the provision. Some of the values that need to be keenly observed are respect, fairness, independence, freedom and safety. There must be an idea of what will be funded that may perhaps be building and developing the capacity of support organizations and activity. Also there must be brief explanation of what will not be funded such as any shortfall in current budget, service provided by a statutory organization and any local organization lacking a recognized relationship with the relevant local authority.
