Funding Streams in the Health and Social Care Sector Strategy for self-directed support program includes transformation funding and associated activity, investment and activity to build the capacity for providers and investment and activity to build the capacity of independent support and information. There will be letters inviting proposal for innovative projects that may assist and improve support and information services to individuals because the organization’s strategy is to offer a high quality and accessible advice (Great Britain 2011, pp. 59-62). An increase in the capacity of independent support will be needed to increase in both direct payment and other options such as individual service funds. The organization will have elements of support that can deliver the best outcomes and show value for money and building activity that is genuinely inclusive of all client groups. The main objective of bidding will be intended to address any available gaps in provision and support activity that is not covered in the current funding. Funding will be made to meet the strategy recommendations that will make the organization to improve the availability of independent support that is vital for all the individuals and further tailored to enhance individual’s outcome. The program is intended evaluation of approaches that may assist in future commissioning strategy for the enhancement of proficient and sustainable activity within the area. The program should target both a local and national level as well as other local and national organizations working together. There will be bids from consortia for approaches will be included on a wide range of client groups and innovation and sustainability beyond funding will be equally vital. A good number of evidence that may inform an evaluation of the approach will be used in supporting organization activity and are effectively self-sustaining in the long run. The proposal is supposed to be based on realistic level of resources that may help in the overall program. Evaluation of the funded program will be analyzed by the implementation group that will have the role of identifying and sharing lessons learned and the organizations that are successful in this round of bids will have the chance to learn from the operation of the program. The project will aim at assessing bids and allocate funds after a certain period and the bid criteria will include the purpose of the national support and its key priorities (Great Britain 2011, pp. 59-63). The Program’s strategy is intended to ensure high quality, accessible advice that provides a key role in enabling informed choice and in supporting an individual’s pathway through support. The fund is supposed to be used in growing the capacity, quality and availability of independent advice as well as support across the city. On the other side, fund priorities include building the capacity of independent advice and support especially in areas where such kind of activities do not exist and addressing the support and information needs of all the user groups such as people providing care. Moreover, the fund will support the development of a range of advice and support services in relation with the relevant authorities and to evaluate the approaches taken within funded bids to support sustainability in the longer run such as informing future commissioning strategies (Great Britain 2011, pp. 59-61). All bids will be assessed on standard criteria in terms of user and care providers’ focus, governance, local authority, sustainability, innovation, addressing the gaps and evaluation. Bids will need to set out clear and effective governance arrangements of the organization that will participate and further provide a good arrangement for the management thus leading to successful delivery of the project (Great Britain 2011, pp. 63-68). Moreover, the bids should show the nature of the association between the program and the local authority and indicate that the activities of the program are supported by the local authority thus evidencing partnership working. Looking at sustainability, new activities must demonstrate sustainability within a specific time period such as two years in a service level agreement and community development. User and care provider focus asserts that the bids should demonstrate their ability to meet needs of and represent the people they are supposed to provide service to within a specific time frame as agreed. Additionally, building the capability to assume the position of a user and a care provider may indicate an intention to achieve the most effective representation. Apart from demonstrating the user and care provider capabilities, the bids should prove some aspects of innovativeness in the ways of providing support and information. There must also be careful evaluation and monitoring arrangements outlined in the bids such as self and participatory evaluation techniques that may help in acquiring better and different outcomes. In addition, bids need to commit to sharing learning from the project with other individuals involved (Great Britain 2011, pp. 65-70). Besides evaluation, bids need to address the current gaps in provision particularly the ones not covered by the already funded project. Some of the gaps that may exist include children and families, transition services, older people, remote or rural areas, preventative care, mental health and portability of support. At some point, there may be more gaps that may have not been identified and therefore bids may choose to address any other gap upon evidencing the gap and how the project would help in addressing the gap. Generally, bids will further be guided by values and principles of self-directed support such as individuals having control of their support by defining and fulfilling the who, what, when and how of the provision. Moreover a support organization that supports an individual to manage their support package should ensure that it is done in coproduction and that values for the organization are the established ideals (Great Britain 2011, pp. 59-70). Some of the values that need to be keenly observed are respect, fairness, independence, freedom and safety. There must be an idea of what will be funded that may perhaps be building and developing the capacity of support organizations and activity. Also there must be brief explanation of what will not be funded such as any shortfall in current budget, service provided by a statutory organization and any local organization lacking a recognized relationship with the relevant local authority. There must also be timescale and sustainability information that involves a clear plan, including contingency measures that form part of the bid.
