The major factors to consider while designing these plans are the environmental factors, energy waste management and the overall impact of energy components to the environment. The report will analyze different components and recommend on components to be included in the new energy bill. The environmental factors are essential based on the nature in which national regulations are formulated. A clear understanding on the bill will enhance the manner in which the government and the public interact with matters energy. There need to be a penalty for those who do contrary to the proposed bill. A sustainable environment is one which defines the human’s activities and limits their impact on the environment. The new laws purpose will define and regulate the nature in which humans interact with the environment. Integration with the European Union The focus of energy regulators is to ensure existing laws are in line with European commission requirements. In this case there is need for uniformity between the United Kingdom and the rest of Europe. This will mean designing the laws based on European standards. The country should focus on harmonising the local mechanism to match the European commission regulations. This means enhancing the energy management portfolio and enabling work as a subsidiary of the European Union regulatory body. This should keep into account the need for sovereignty in that the decision making process should be the role of the national body. The country should focus on regulating the sector and using the European energy commission as a guideline. The uniformity of the local regulations will enhance the government aim of ensuring a sustainable environment in the energy sector. The current European union regulation defines the manner in which countries should invest in the energy sector and outlines the need for a comprehensive plan by members states in limiting the over exploitation of the sector[1]. The country should focus on the completion law. This should safeguard the country’s energy reserves and ensure the country utilise alternative energy sources. The aim of this would reduce the country’s overdependence on the fossil fuels as a means of energy production. The government should work with various stakeholders in ensuring the energy sources are sustainable and that the relevant investors are guide on the appropriate channel to be used while investing in the sector. This reduces energy deficiency in the country by allowing investors to exploit alternative energy sources. Investing in these alternatives will define the country’s ability to depend on national energy resources and reduce energy importation. Nuclear energy bill The country should regulate the use of nuclear energy as an alternative to fossil fuels and coal. The focus should be on the overall maintenance cost where the maintenance costs of nuclear plants are high compared to other energy sources. The concern of the citizens should on how the energy source would impact the country in an event an accident occurs. The commercialization of the nuclear energy should be regulated to minimize the impact of the energy production to the economy. In some countries the nuclear plants are being shutdown due to the high cost involved in the energy production model [2] The energy production model has a high potential in producing enough energy to power the country but the method poses a danger to both the economy and the environment. The government should ensure the private sector is denied permit to invest in nuclear energy given the fact that the risks involved are high to bear for a single firm. The government in the proposed regulations should be able to control and manage nuclear energy production. Energy waste Energy waste is major problems in many countries. The users and producers of energy produce waste that need to be disposed off. The country lack proper mechanisms that will ensure the waste is properly disposed. The new proposal will define the manner in which the waste should be disposed. This is an effort to reduce health risk associated with energy waste. A clear mechanism should be in place to ensure the producers of energy recycle their waste and at the same time safely disposes off their waste. The government should set regulations and punish those who flaunt the rules. The users should also be charged in the manner in which the energy waste is managed [3]. The government should set aside funds to form an energy disposal regulatory body. This should be an independent body that monitors the activities of energy producers and recommend actions in an event the disposal rule is breached. The government thought the new regulatory body should be able to able to charge both the producers and users of energy if they are found guilty of wrongly disposal of energy waste [4] Renewable energy The country consumes less that 15% of renewable energy [5]. This means that the country demand less of the renewable energy. The new bill should ensure government offer incentive to investors willing to invest in renewable energy. The half tax policy would ensure the private sector invest heavily on the renewable energy. The new rules should enhance the demand for the renewable energy. The renewable energy consumption should be increased to more than 30%. The current taxation polices limit the number of investors willing to invest in the energy sector. This means the energy production should minimize carbon emission [6]. The government needs to regulate the manner in which energy companies interact with the environment. The low should set the minimal amount of carbon emission in each firm. The rules should be set in a manner that discourages over dependent on fossil fuels in the production of energy. The bill should allow the government both monetary and fiscal policies in ensuring the public utilize renewable energy. Energy costs The rules should allow the energy regulatory body to reduce taxes on renewable energy. This means making the form of energy available to the consumer. This will minimize the over dependence on fossil fuels as a means of energy production. Other financial incentives should be in place in a bid to increase the contribution of renewable energy to then national grid. The commercialization of renewable energy should be aimed at ensuring investors find value for their money [7]. This means ensuring the country affordable green energy to its people. The energy cost bill should set base and ceiling prices to minimize exploitation of its citizens by energy producers [8]. Conclusion There is need to focus on how these new laws will define and regulate the nature in which humans interact with the environment. The aim of the new proposal will be to regulate energy suppliers and consumers. The sustainability of the country will depend upon the manner in which the government interacts with new regulations. The harmonisation of the local regulations to much the EU requirement is a core factor in an effort to ensure sustainability. The government needs to focus on the environmental effects of each energy source and use it to recommend on the appropriate production means. The utilization of renewable energy will depend on the manner in the monetary policy laid upon by the government.
