At a minimum, the attached materials will be disseminated only on a need-to-know basis and when unattended, will be stored in a locked container or area offering sufficient protection against theft, compromise, inadvertent access, and unauthorized disclosure.No one can tell when the next tornado might cause great damage and even cost lives to the people of Oklahoma City. The Federal Emergency Management Agency (FEMA) has been reiterating that people must “plan, prepare, and mitigate” (FEMA 2012).

Following the Tornado-Evacuation 2012: Operation Based Exercise Development, the need for better organization and more thorough substance of directives for the public required a Strategy. That strategy should be capable of improving the plan to meet the emergency at a time when people will be very worried about a forthcoming tornado, and also anytime when tornado-evacuation exercises are done. Communication via mass media can guide the public well provided the contents of information will be comprehensive, easy to understand, and repeated many times long before a tornado hits the city.

This Improvement Plan provides for such a Strategy and simulates its implementation following the Exercise Plan. Part of the Strategy is the provision of a Controller and Evaluator Guide, an Evaluation Guide, a Master Scenario Event List (MSEL), and specific briefings for all those who are to be prepared for such emergency situations in Oklahoma City. The MSEL, in particular, was utilized in a simulation to achieve the objectives.The 2012 TTXEP of Oklahoma City theoretically simulated a Tornado-Evacuation scenario with a controlled environment and under intentional observation of the Tornado-Evacuation exercise.
