Metric Plan Introduction This Metric Plan is designed to provide an understanding and awareness of the Environmental Management System (EMS) Practices established by the Camp Pendleton EMS Branch, Training Branch, and California state regulations. It shall be used as a guiding factor in the implementation of Comprehensive Environmental Training and Education Program (CETEP) by the 11th Marine Regiment who is the practice owner. This unit comprises of 1339 employees who carry out EMS practices in two buildings numbered 430572 and 430256. In order to perform the practices effectively, the personnel undergo training selected courses. Therefore, the metric is based on % completion. A practice whose percentage completion falls below 70% is considered non compliant, that which falls between 71% - 95% is considered degraded and that above 95% compliant. With the overall practice compliance of 37.79%, the 11th Marine Regiment is considered non compliant in conducting EMS practices. Out of the 8 practices, none was compliant, meaning the scores were below 95%. However, there was 100% compliance in the training of some course such as spill abatement and EMS training. Performance Management The percentage completion is awarded based on the content covered in each course. This data is capture in the weekly training returns filed in the Environmental Managers office by the supervisors. Target Population The target population for the Metrics Plan is civilian employees, active duty personnel, and contractors that participate in EMS practices having an impact on the environment. Training Needs Assessment TNA describes procedures for identifying abilities, skills and knowledge necessary to achieve desired performance requirements which is keeping the environment safe (Jean, 2006). There are three elements to the TNA; Demographic Information, Installation Environmental Characteristics, and Quantified Environmental Training Requirements. For the purposes of this Metrics Plan, the Quantified Environmental Training Requirements were used to collect and analyze data. The TNA was used to identify what practices are performed, their location, number of personnel requiring training, and what training is required to enable personnel to perform their activity in an environmentally safe manner. Maintaining environmental compliance is everyone’s responsibility. While working aboard Camp Pendleton, you are required to know and understand how EMS practices impact your work activities and the environment. Environmental compliance means performing all your work tasks in a safe, efficient, and environmentally responsible manner that will protect and prevent harm to human health, natural resources, and the environment. This Metric Plan will help you develop the skills you need to maintain an environmentally friendly work environment and to complete your work tasks in accordance with your installations environmental policy. To fulfill the training requirements of the 8 explicit environmental practices personnel who perform EMS practices are required to complete Rapid Learning Object (RLO) and Computer Based Training which will help explain how to appropriately perform the environmental practices in accordance with the laws and regulations. The following table summarizes the EMS practices assigned to 11th Marine Regiment and their respective trainings. The supervisors should ensure timely dissemination of EMS training recourses The learning portal should be reengineered to make it interactive and easy to use The personnel should commit 1 hour each day for consultation with the facilitators There should be thorough supervision and reporting of personnel trainings The management should hire 10 facilitators to bridge the existing deficits Conclusion The success of this program is pegged on good training of the personnel involved. An overall practice compliance of 37.79 reveals the existence of technical and operational inefficiencies which must be addressed so that the project can be beneficial to the target population.
