The principle of efficiency and effectiveness is important because it emphasizes on the amount and quality of work that federal workers are to do. It helps to ensure that federal workers take their responsibilities seriously and avoid issues of laziness and poor performance in work. It brings in the importance of accountability in the federal workforce. The principle on effective education and training is important in the sense that it emphasizes on the fact that federal workers should have the required education and training to enable them perform highly in their different responsibilities. It gives the government the responsibility to ensure that federal employees receive adequate training in their respective areas to make them highly efficient and effective.
The value of the three principles is significant compared to that of a patronage or spoils system in the sense that the principles guide the conduct and performance of federal employees while in office and the practices to be observed when recruiting federal workers. The principles are valuable than those of a spoils system because the employment of federal workers is not done throw a reward system or based on friendship, family ties or as an incentive but as a responsibility gained through qualification. This makes the principles more valuable.
