There are stipulations in the bill however stating who is and are not qualified for free education. This is just fair to ensure the quality of education that is being offered to students. It is still a dilemma that even if most students would want to get a degree, they would not be able to get a guaranteed slot in a university. If the initial run would be successful, maybe the government would give a second look into this bill and eventually qualify more students in other states. Maybe it only needs a little push for other states to consider giving the same inkling toward free education. There would be hurdles along the way upon implementing an idealism aimed at higher education when in reality the cost of education is much more than the yearly income of a person who failed to get a degree (Reynolds).
