Designing cruise ships to mееt раssеngеr safety rеquirеmеnts in the еvеnt of an еvасuаtiоn Name Institution Course Tutor Date Task 1: (LO 1: 1.1) Project outline: Project title; Designing cruise ships to mееt раssеngеr safety rеquirеmеnts in the еvеnt of an еvасuаtiоn A summary of the areas to be covered in the research; During the events where ships have got into trouble requiring the passengers and crew to be evacuated, it is necessary to ensure that the cruise ships are designed well in a manner that enhance quick and efficient evacuation practice. The research identifies how the cruise ships can be designed to enable passenger safety during the evacuation process. All the requirements such as the fire detection techniques, alarm systems, fire suppression, as well as the other safety systems have to be investigated properly. The research will also explore the construction process of the cruise ships to ensure that the practice meets the rigorous standards for structuring, mechanical installations, electrical installations, propulsion, and stability. The research would be conducted to identify what would be required to make the cruise ship more stable when transporting passengers. There is also the coverage of how the surveys and inspections occur during the process of construction of the cruise ships. The research will seek to identify how the large ocean going liners will be allocated some particular safety equipments like the safety devices and net to give warning during the movement. A review of the literature to be used; Ship evacuation is a subject that has been covered by several scholars. According to the argument put forth by Rogsch, Klingsch, Schadschneider, and Schreckenberg, (2010), the design of the cruise ship is a core factor in easing the practice of evacuation and making the process more efficient. Kristiansen (2013) states that given that the ships continue growing to an extent that the open decks tend to be higher beyond the water level, there are times when the cruise ships get very high to offer safe evacuation. This required the return of the ships back and near the sea level. Papanikolaou (2014) articulates that the deck spacing for mustering of the cruise ships is designed only to serve few ships. Talley (2013) identifies that majority of the boats have passengers mustering in the public rooms in the upper decks and allowed to wear their lifejackets and then directed to the embarkation desk. Since the passengers need to go to the cabins and are located under the deck to access their lifejackets and then have their way to the upper decks to muster before returning to the embarkation desk, Molland (2011) identifies that the public rooms are not efficient. This was identified in Le Boreal fire and evacuation practice as per the U.K. newspaper. Gibson, Papathanassis, and Milde, (2011) argue that during the dark hours, the emergency lighting is not enough to prevent passengers from being confused or being lost, thus making some passengers to fail to arrive at the appropriate cruise ships and end up panicking as they try to acquire some spaces to the other boats. Kristiansen (2013) identifies that the cruise ships need to be designed in a manner that enhances space for mustering of the passengers on their ships. Talley (2013 adds that such spacing need to be done with consideration for passenger seats, as they wait for any embarkation rule, thus precaution ordering of the mustering practice by the boats and prevention of panic. Chadwick, Morfett, and Borthwick, (2013) realise that it is necessary for every boat’s muster station to be supplied in collaboration with a defibrillator and a first aid pack. As postulated by Molland (2011), the life jackets needs to be stowed in the boat’s muster location, but with a consideration if it is necessary for the passengers to put on the lifejackets while inside the lifeboats. To avoid the blockage, Papanikolaou (2014) argues that the cruise ships should be designed with some stairways and they needs to be spacious enough to enhance the movement of intense travel with the ability to enhance urgent passage of the wheelchairs. Gibson, Papathanassis, and Milde, (2011) emphasise that double hulls are necessary for the protection of the passengers’ lives. The lifeboats are mandated to carry around 150 passengers whom should enter within 10 minutes, as per the Life Saving Appliances (LAS) code 2010. Identified goals and potential limitations; The research goals include; To enhance safe ship evacuation To identify ways of making the evacuation practice faster The potential limitations are; Increased cost Lack of expertise Time limit The value of the project to the company; This project would enable the company understand how to design its cruise ships in a way that would make the passenger evacuation process effective. Through this project, it would be possible for the company to acquire the appropriate safety equipments and enable preparation of the passengers and the crew in the cases of emergency requiring evacuation. The company will be able to win trust of many clients because of its improved safety measures. The company will operate as per the Safety of Life at Sea (SOLAS) safety requirements. Required resources The resources necessary for the conduct of the project include; Lifeboats and lifejackets Education to the passengers and crew concerning the ship evacuation process and the requirements Maritime Safety Committee Time Mechanical and electrical materials Roles and responsibilities During the practice of designing for evacuation, the engineers would be hired to construct the cruise ship and put all the requirements. The cruise ship would be assessed to ensure that it meets the security and stability measures. For instance, in the US, the US Coast Guard is supposed to verify that the safety systems and alarm systems are addressed. During the release of the cruise ship to start carrying passengers, issuance of certification should be conducted with consideration of the safety requirements. Updating of the safety requirements as per the information acquired from the maritime experts. All the necessary certificates would be issues only if the ship meets the appropriate standards and requirements. Ensuring the project outcomes are fit-for-purpose The plan would be made, as per the project purpose and after the approval of the plan, the construction team would be required to follow the specific plan. There would be the conduct of surveys and inspection of the project deliveries to ensure that they match with the company’s project objectives. For instance, the ship evacuation conducted at Station Pier in Melbourne. Application of operational business data During the process of carrying out the project, the project team would apply the operational business information in order to ensure that the designed cruise ship meets the business requirements. Availability of resources The project resources will be available from the suppliers whom would be contacted and engaged in an agreement with the company.
