Project Management: Ballarat West Employment Zone Name Course Instructor Date Summary The team that was to carry out the research on project management has so far been able to formulate a work plan. The plan will guide the team in carrying out its research of the proposed site. The team has been able to identify Ballarat West Employment Zone as their suitable site. This is in the light that Ballarat West Employment Zone (BWEZ) is considered the biggest as well as the best investment project in the region. In this light, the group has therefore laid down plans and therefore, the visit to the site is underway. To ensure an effective and intense research of the same, the team has dived duties and responsibilities amongst themselves. This will make sure that each group conducts its respective duties accordingly according to the research expectations. The group has acquired permission documents and in this light, therefore, has set a date for the visit. Introduction The team has agreed to conduct its research on Ballarat West Employment Zone. The company is known to be the biggest investment project in the Western Victoria. It covers about 623 hectares of land to the west of Ballarat Ring Road. The larger track of land is an appropriate site to carry out its large-scale business plans and industrial uses. Consequently, being strategically positioned near the core of transport services, that is, The Ballarat Airport and The Railways, the project will attract business and transport investments. The site for the BWEZ comprises of seven different land parcels. Six of which are owned by crown whereas the rest that is 185hectares are Council owned and is occupied by Ballarat Airport. Similarly, BWEZ is suited approximately 7km from the Central Business District of Ballarat. BWEZ is one of the three best planning projects undertaken in Ballarat West by the City of Ballarat. They include the Ballarat Western Link Road and the Ballarat West Growth Area. The project has been a major investment by the council as it is viewed to deliver effectively job opportunities within the region (Authority, 2013). The project is estimated to provide an average of 9000 job opportunities to the members of society and in the same way, raise its annual economy to an estimated value of 5billion dollars. By doing so, the area will be able to realize economic growth and development as well as providing housing for the growing population of Ballarat. Investments done by The Victorian Government in its state budget towards the project has been estimated to total up to an amount of 25.2 million dollars. One of the goals intended by the governments to see that the project help maintain its 1.9million dollars expenditure. It will be in the light that, Ballard will now be able to produce its goods and services, therefore, reducing the amount of cash it spent on buying the same from other cities (Ballarat City, 2103). Enterprise The team decide to choose BWEZ engineering enterprise as it is considered the largest investment in the West Victorian. Under project management, if is of the essence to mention the aspect of phases involved in project management. The phases include doing the right project as well as doing the project right. In our case, the BWEZ engineering enterprise is the right project and in the same way, it's evident that the BWEZ project is right. The plan in BWEZ should take into consideration aspect of engineering such proper planning in terms of electricity, water supply, sewage disposal, and telecommunication. The strategic plan in the infrastructure and service plan should ensure that issue of flooding and deterioration in terms of water quality is taken into consideration. The lands adjacent to BWEZ are served by water and sewage apart from some areas suited to the South West, which comprises of low-density population as well as rural areas. BWEZ can be served by the water extensions existing around the area. New water reserves and water mains can also be constructed to enable adequate water supply within the area. The Central Highlands Water has advised BWEZ that the sewer networks can be modified t supply water to BWEZ. Again, the drainage lines should be constructed based on gravitational flow. It should be well designed to include floodways, and ensure that they rectify the areas that call for a rise in their levels. Below shows Ballarat water treatment project and drainage systems in Ballarat respectively (Khor et al. 2103). For the purposes of proper and efficient communication, it is important to ensure that every position within the area is fitted with fibre optic cables. This will facilitate the provision of broadband internet services as well as telephony within the area. Communication services will be of essence to the citizens who are expected to settle at BWEZ. Additionally, electrical services are an important demand to such a place. The electrical demands have been estimated to total up to 1,000,000m2. The calculation has been based on average power required by a single industry. The consumption rate by the industries has been approximated to range at 40MW for the whole site. The high demand for electrical power calls for construction of a sub-station adjoining BWEZ. It is expected that the sub-transmission line resulting from Ballarat South Zone that is linked to Ballarat North Zone substation will supply power to the BWEZ sub-station. The surveys have been conducted, and the substation is set to be situated at the corner of Ballarat Ring Road and Creek Road. Natural gas is another aspect of alternative energy source that the engineers involved in the planning of BWEZ have taken into consideration. Calculations done on the basis of industrial use have been estimated to be 1,000,000m2. The rate of consumption of the gas has been calculated to be 0.7MJ/m2/day or in other words 700,000MJ/day during its peak demand. Building configuration in BWEZ calls for a reduction in emissions by the greenhouses. In this light, therefore, well-designed buildings should be laid down as well as appropriate energy management. Construction designs are set to be designed and oriented in a way that they maximum the Northern exposure, the west side facing the windows and doors to ensure proper ventilation. The following image shows an example of Ballarat building that is well-ventilated. The materials should include the light colored materials that will reduce heat absorption. Low volatile compounds materials such as low-VOC paints should be included. Similarly, materials consisting of recycled content such as plastic, steel, brick and recycled concrete should be used. In the same way, timber materials that are certified for example by Forest Stewardship Council should be put in place to avoid constructing buildings using old and unsustainable timber.
