The evaluation of the park is to be undertaken so as the possible impacts and their mitigation are given. The procedure for evaluation follows the guidelines in the environmental policy act. While the project is very important for the city dwellers the constructions should well address all the environmental concerns. The operations need to follow the city regulations. The complex establishment and operations need to put into consideration the Environment Protection and Biodiversity Conservation Act 1999 which is the Australian Government central piece of environmental legislation. This legislation provides ensures that flora and fauna ecological communities and heritage places protected. The facility has different components and its full description has been given in two levels: Contextual Inventory; local Area Inventory and detailed Site Inventory. Contextual Inventory Victoria Park Golf Complex is a facility situated 2km from the city centre of Brisbane. It can be described as city sanctuary which has a state of art golf and other function facilities (Image 1 and Image 2). This is a facility well within the environment policy where it is required that the city should be provided with public facilities like parks. The facility is surrounded by road network with the inner city bypass passing through the park. In terms of dwelling the park neighbors the suburb of Kelvin groove. The learning institutions within two kilometres of the facility include QUT Kelvin groove campus, the University of Queensland Herston Campus. Health institution in the neighborhood is: The Royal Women’s Hospital, The Royal Brisbane Hospital and Royal Children’s Hospital. The heritage places around include Bowen hills, spring hill, Anthropology museum (Image 9) and Queensland Military Memorial museum (Image7). The Brisbane River passes about 2 kms away from the park. Local Area Inventory Victoria Park Golf Complex is a distance of 2 km from Bribane city and is thus regarded as an inner city sanctuary with a combination of art golf and several other function facilities in a single setting as can be seen in images 11, 12, 13 and 14. The complex has a total of 8 function spaces, with views of the city skyline. The function rooms: ballrooms with traditional touch and silk lined Marquee, Alabaster and Quartz rooms with new lounges, both driving and putting lounges. In addition to the function facilities the Golf Complex also has state of art golf facilities that include 18 holes Golf Course, which is 72 bay and 2 level. There is also floodlit driving range, Caddy Shark Café/Bar, a flagship Golf Retail Shop and Alfresco Beer Garden, and a centre for learning golf. The other facilities in the complex is a new 18 hole putt putt course and The Putting Garden. and the Driving Lounge. To accompany their Function Venue, their Golf Complex features state of the art golf facilities including an 18 hole Golf Course, 72 bay, two level, floodlit Driving Range, flagship Golf Retail Shop, Caddy Shack Cafe/Bar and Alfresco Beer Garden, Golf Learning Centre and their exciting 18 hole putt putt course. They have something for everyone! The vehicles moving along inner city bypass can branch to Herston Rd by passing through the round about. The Herston road feed and receives traffic from the highly developed area surrounding the Victoria park (Image 1) on the eastern part of the park. In the area there is dense network of roads. The area with residential building is named Herston place with the neighboring area being compost of public institutions including foundation building, Royal children Hospital and an education centre. They are all supplied with there own parking areas. The Northern Busway surrounds almost the entire park. The entrance to the park is a road diverting from Herston road a few metres from the round about. The Queensland University of Technology is on the South Western part of Victoria Park. Also on the same side is Queensland Academy for creative industries. The standard rail runs parallel to the inner city bypass on the Southern part of the park. The Stratford Paul institution is located within the Victoria Park next to Victoria Park Golf Complex. Even though the areas surrounding Victoria Park are highly occupied by buildings there are several other parks which are interconnected within distances of less than 5km. The parks on the South are Kuyagun in the immediate left of Victoria Park separated by Victoria park road. Kuyagun Park stretches to join McCaskie Park with the two being separated by Musk Avenue. Kundu Park is just a little distance North of Kulgun Park. In the North West of Kundu Park lie Grey gums park. Bowen Park is East of Victoria Park and the two parks are separated by Bowen road.This parts which are occupied by the mentioned parks are all interconnected by good road networks. All road networks have sidewalks and cycle paths. The traffic in this areas are controlled by the availability of inner city bypass that ensures that vehicles that have no business in the park and residential areas and the other public facilities do not create unnecessary congestions in the area where Victoria Park Golf Complex is located. Kelvin Groove road is also a major road in the area which allows large number of vehicle to pass in the area without congestion. The road networks in this area incorporate water drainage system. Detailed Site Inventory Victoria Park Golf Complex is considered to be one of Bribane’s popular golf and function venues. The facility is owned and managed by Brisbane city council. The facility is located inside the Victoria Park which has an area of 110 acres. The following are offered at the facility 18 holes licensed golf course The 18 hole is well equipped with challenging tees as well as fairways and a combination of scenic views being offered. The design ensures that the skills of even the experienced golfer are put to test. There are cost prices for weekends and week days with golf carts being offered. There are also clubs which are offered for hire. 18 hole fully licensed putt putt course This is an 18 hole mini golf course which weaves in the rocky park terrain and offers a good view of the city’s skyline. The facility is available for use at various times including morning hours, noon, and even at night. With such operation schedule the facility is seen as a good place for a night out. The Putt-Putt facility has sand, water traps, punching bags and swinging poles. There is also the Putting lounge or Putt-Putt parties. 72 bay, 2 level, floodlit licensed driving range The facility has 400m all weather floodlit range with a total of 76 hitting bays and 10 grass greens (1mage 14). At this facility one is able to get drinks or bucket of balls and thus it is an ideal point for socialization. Caddy shack This facility is compost of a café and bar which are fully licensed. It is described as being of style, taste and atmosphere and thus attractive Brisbane visitors and resident. The facility allows one to dine in an open area canopy with a clear view of the surroundings (Image 13). The facility offers a variety of Australian cuisine and high quality bear and wine. The Candy Annex is also included o offer a garden Bear Garden atmosphere. Function rooms for hire Victoria Park Function Venue has the capacity of 420 guests for private seated events and for cocktail set up the facility can accommodate up to 1000 guests (Image 12). There are 8 function rooms which are unique and they can be used for various functions including launching of products, corporate functions, conferences, weddings and gala dinners. Over 250 complimentary car parks are offered with private terraces available on all the rooms. The Marble Bar and Ballroom have crystal chandeliers and have imported Bentwood chairs. The facility also offers a view of city and the golf course from private terrace. The rooms have natural lighting and there is use of modern audio-visual technology. The park is surrounded by efficient transport system with standard rail gauge and inner city bypass running in the Southern part of the park. The Northern Busway is also another transport infrastructure of vital importance to the efficient travel around the park and in the entire city. The department of transport planning is such that buses, trains, cars, pedestrians and cyclist interact efficiently for the benefit of the general public and environment. The Northern Busway which serves the park starts from Roma Street in the CBD and runs to Gilchrist Avenue at Herston a distance of 2.8km, this section being opened in 2004. The completion of the busway was expected to ensure that the public transport trips were doubled from 7% to 14% which is the target of Queensland’s Integrated Regional Transport Plan (IRTP). The park is surrounded by highly developing residential areas like the suburb of Kelvin Grove which is neighboring the park on the West (Image 2). The population of Kelvin Grove has been registering a growth of 2.6 per year and in the years 2006 and 2007 the population was recorded to have increased by 7.6% as a result of new residents migrating into new houses in the suburb. The high rate of growth is a clear indicator that there is a high demand of residential housing in the area around the park. In the last 5 years there has been a very strong growth in the residential around the park including Kelvin Grove, this being attributed to proximity to CBD and the competitive prices offered to properties. The residents around the area find it convenient as they can easily access the City for work and entertainment. The high demand for residential housing driven by the fact there are a number of key institution in the area. the major institution being The Royal Women Hospital, The Royal Brisbane Hospital, The Royal Children Hospital and the University of Queensland Herston Campus. The other facilities that attract residents are sports facilities. The Suncorp Stadium which is a popular sporting venue is located near the park (Image 3, Image 4 and Image 5). The sporting facility is a world class stadium and plays host many games activities in Queensland undertaken by Soccer teams and Rugby Union. The stadium 52500 seating capacity and it is also the host of national and international music and cultural events of Queensland.
