Letter of Transmittal 27th Nov Office of Contracts and Grant, of Florida, Dear Sir: Referring to the joint grant the hasreceived from US Department of Commerce and US Department of Energy task force, kindly find the attached proposal entitled “The University of Florida needs more elevators in major university building.” The proposal gives a detailed description of why major buildings within the University need elevator installation. The proposal additionally, provides the details of the research conducted and the cost analysis of the various elements of work to be executed upon project approval by us as the ………… The idea for providing elevators in all major university buildings is to ease student movements and to curb unpredictable happenings.

The research we conducted within the university premises reveals that multi-storey buildings within the university need to be provided with elevators. The high hourly student use of stairs up and down as observed by our team and the responses we collected from the students reveals that elevator installations within the university buildings would be of paramount importance to students’ health and time management. Working as a team, we saw the importance of presenting our proposal on installing modern elevators to all multi-storey buildings within the university.

The installation of the elevators will be a worth investment for the University. This is arguably for the sake of students’ safety, health concerns and as well as for convenient purposes. It is the sole responsibility of the university to ensure the present and the future wellbeing of the students. Sincerely, Problem of Statement or Task Most multi-storey buildings are provided with a staircase and an elevator. The staircase and the elevator provide the mean through which individual access the different floors.

When both the staircase and the elevator are provided, the building users have the option of choosing the most suitable means of reaching their desired floor. The escalator provides the most convenient and the safest means of accessing the various floors within a building. The building regulation stipulates that, “In case of Building having height more than 13.0 meters. lift shall be provided” (McCain 25). In building design, mostly the floor-to-floor height ranges from between 2700mm to 3000mm.

This is an implication that a building of 13 meters is likely to be a maximum of four floors. It therefore follows that a building of more than four storeys has to be provided with an elevator. Elevators are quite crucial especially for people with physical disability as well as for aged individuals. Additionally, they provide a convenient, safer, and as well as easy means of accessing the various floors within a building and hence saving time and ensuring the present and future healthy of the building users.

Time management is an important aspect of consideration in learning institutions and hence all storey residential promises for students need to be provided with elevators to save the time that is wasted moving up and down a staircase. Currently, at the University of Florida a number of buildings do not have elevators. In our research, conducted in four university buildings, two with both stairs and an elevator and two with stairs only, we found that approximately 68 students enter and exist the dorm buildings on an hourly base.

All four locations of observational study indicate that students very frequently exit and enter their dorm buildings. The buildings with both elevators and staircases had a much more frequent use of elevators than staircases. These results show that elevators are preferred to stairs by most students, and that they would be used frequently because students travel to and from their floors very often. Based on this data, the addition of an elevator in a dorm building that does not currently have one would be of great use to students that live in that dorm.

At the University of Florida if the student residential buildings without elevators are not installed with one, the university will not have met the students’ requirements. Lack of elevators in some of the university’s buildings poses short-term and long-term health danger to the students. This is given the fact that students carelessly use the stairs causing injuring to themselves. Some may even, sustain long-term back problem due to lack of proper lifting techniques when moving things up and down the staircase.

It is important to note that if elevators are installed in university buildings without one, students’ safety issues, long-term health concerns and time management issues will be effectively dealt with.
