? Choice Executive Summary This is a small report describing the facts and reasons for the collapse of the CTV building due to the after-shakes of an earthquake. It also highlights the points of the management and the stakeholders for which such devastation occurred. Along with this, it also includes a short analysis of the facts which are duly responsible for such a mishap. In addition, a small conclusion and summary are also included along with recommendations for future actions. One of the important areas of this study is to find out the key stakeholders and role players who were directly or indirectly associated with the collapse of the CTV building. Name and details of these role players and stakeholders have been discussed in Chapter 2. Decision making process of the organizational factors and key management associated with the incident before, during and after the actual massacre of CTV building. From the detailed analysis in this chapter, it has been found that there were high extend of inefficiency of the top management in terms of their key responsibilities and ethical work practice and their ineffectiveness decision making process. Negative impact of many external organizational factors have been discussed which were not forecast prior to the collapse. Major defaults that were the root cause behind the collapse of CTV building were also analysed in Chapter 3. Few of major defaults that have been found out are lack of proper monitoring of top management and higher authorities, construction of an irregular structure and use of poor quality raw materials and old equipment during the constructions of the building. Introduction The Canterbury Television (CTV) Building that was located in Christchurch suddenly collapsed on 22nd February in the year 2011 due to massive earthquake. The earthquake was such a destructive one that it killed about 115 individuals present inside the building. The prime cause of such a disaster was the faulty construction designs prepared by the structural engineers. Due to it, the high intensity of force and after-shakes of earthquake would not be controlled by the beams and slabs of the building. Apart from this, the floor slabs, rectangular columns and stairwells are not at all developed in a detailed way as presented in the constructional blue-print design. The amount of thickness shown in the design was not seen in actual picture at the time of investigation of the shattered pieces of the CTV building (Preskil & Jones, 2009). 2. The key-role players and stakeholders that might be associated with the collapse of CTV building Preparation of any building is a very tough job as it includes high-end technical intelligence along with constructional expertise to present an awesome design in front of the eyes of the general public. To complete the entire development of such a constructional work, joint efforts of numerous individuals are present. Starting from planning of the constructions at the paper till the entire completion requires huge contribution of an experienced designer and a civil construction engineer (National Institute of Building Science, 2013). Apart from this, the forensic engineers are also responsible for the proper construction of the buildings so that it might remain settled for a longer period of time (Preskil & Jones, 2009). Other than this, the quality testing engineers and architects are also highly responsible in presenting a proper construction of a building. These individuals are entirely responsible in testing the quality of the materials utilized for the preparation of the construction so that it might resist varied types of natural shakes such as earthquakes, flood waters, thunders and lightings and many others. Not only this, the engineers responsible for testing the toughness of the iron beams and steel roads used in the construction work also play a vital role. Therefore, it might be stated that if the role and duties of a single individual fail, then the entire construction work may go in vain. Similarly, the stakeholders responsible for the construction work of a building are community groups, government departments, politicians of that region, residents and industry or business associations. These stakeholders are entirely involved with the steering or advisory committees in passing the legal papers of the construction work so that the work might get started as soon as possible, resulting in the improvement of that region and the citizens’ welfare as well (Preskil & Jones, 2009). Therefore, it might be depicted from the above points that due to miss-coordination among the stakeholders and designers, the collapse of CTV building took place. Other than this, the consequence of CTV building is the result of lack of monitoring of the materials and iron roads used in the process of the construction work (Preskil & Jones, 2009). 3. Analysis of the Defaults, Resulting In CTV Building Collapse The collapse of any constructional building might take place mainly due to lack of proper monitoring of the higher authorities responsible for this construction work or due to improper presentation of the materials utilized in the preparation of the construction work. 3.1 Lack of Proper Monitoring Of the Higher Authorities The collapse of CTV building was a result of both the causes in an equivalent way. The engineers and designers who were responsible for the construction work of the building lacked in proper monitoring and evaluation of the techniques and materials used. Along with this, they also showed very low level of interest to view whether the actual width and depth are maintained in case of constructing the floors, basement and columns, as shown in actual blue-print of the building. So, the labours prepared the columns in their own way by reducing the amount of material required to prepare that portion. As a result, it became unable to withstand the after-shakes of such natural calamities like earthquakes. Hence, it resulted in a massive collapse of the entire building thereby killing a huge number of people. Therefore, it might be stated that the collapse of CTV building is entirely due to lack of appropriate monitoring of the construction work by the responsible higher authorities. 3.2 Use of Improper Materials Another prime reason for the fall of CTV building is the utilization of improper materials, due to which numerous cracks and defaults are evaluated and viewed by the panel of experts hired after the incident had occurred. Due to lack of improper evaluation and monitoring, strains ageing steel roads are used for constructing the walls or slabs. As a result, horizontal cracks and saplings are seen near the base of the South shear wall of the building as presented by the picture below: South Shear Wall Source: (Corporation for National and Community Services, n.d.). Apart from this, due to improper use of qualitative products and materials, such as good quality cement, iron roads and sand, the constructions become extremely poor in strength and, as a result sudden jerk, they collapse. Similar scenario may be viewed in case of the collapse of the CTV building. Numerous cracks may be viewed on the edges of the floor and in the South shear wall of the building. Moreover, the North wall complex also gets entirely bend towards the Southern sections leading to damage of the entire wall. It is mainly due to improper use of bricks, sand and cements (Managing stakeholder engagement, 2007). Along with this, strain ageing iron roads are also responsible for such bending, as it failed to bear the strength of the upper constructions of the building as presented by the picture below: North walls (Source: Corporation for National and Community Services, n.d.). 3.3 Construction of Irregular structures Another reason of the collapse of the CTV building is the construction of irregular structures, such as non-ductile columns, pre-cast concrete panels and infill walls. It happened mainly due to lack of involvement and interactions with the designers and the workers at the time of concrete mixing, construction joint preparation, seismic gap fillings and in-site construction testing. For this reason, the construction prepared for the CTV building failed to bear the after-shakes of the earthquakes and resulted in entire downfall of the building. It also killed numerous individuals, thereby reducing the image and reputation of the builders and designers responsible for this construction work. Along with this, high-end scrutiny in report preparation resulted in downfall of the entire goodwill and equity of the organizations involved in the construction. 4. Analyse and Evaluate the Decision-making process of Key Management and the Organisational Factors Associated before, during and after the Incident of CTV building collapse The collapse of the CTV building in a massive earthquake is quite a devastating affair. There are numerous processes and factors responsible before, during and after such an incident. 4.1 The processes of the key management responsible before the occurrence of such an incident of CTV building: Lack of proper planning of the materials and processes required for the preparation of such a construction building (Sharma & Starik, 2004). Lack of scheduling of the activities of the management in an appropriate way so as to prepare a tough construction design. Lack in the execution of the plans and duties of the management. Inadequate monitoring of the materials and the techniques used for the construction work of the CTV building. Inappropriate controlling of the processes and techniques of the construction work of the CTV building, carelessness and lack in all these above mentioned processes, the level of risks enhanced to a certain extent. Apart from this, the amount of budget also increased resulting in excess flow of cash and diminution of quality (Project cycle management handbook, n. d.). 4.2 The processes of the key management responsible during the occurrence of such an incident of CTV building At the time of occurrence of such an incident, nobody realized the actual causes for such a mishap. However, after proper evaluation and examination of the factors, it became clear that lack of proper monitoring and examination resulted in such an incident. In order to substantiate the situation, the management and other higher authorities decided to offer high level of concentration over the strategies, tactics and techniques used for the proper maintenance and preparation of the construction designs, in order to analyze the underlining discrepancies that resulted in such a devastating collapse (Multi-stakeholder management: tools for stakeholder analysis, 2007). Only then, the type of resources and the quality of materials used may be analyzed along with amount of budgets spent. It is done with the hope to offer high-level of performance at the time of tough situations or natural calamities. However, reframing may be possible only after proper planning and scheduling of the ideas and notions by the management (Department of Immigration and Citizenship, 2008). 4.4 The processes of the organizational factors responsible prior the occurrence of such an incident of CTV building Factors needed to be considered prior the occurrence of CTV building collapse: Source: (Corporation for National and Community Services, n.d.) From the above picture, it may be depicted that the factors needed to be considered prior the CTV building collapse are proper following of the strategies, tactics and technologies used for the process of construction. However, along with all these formal sub systems, certain informal factors like leadership or supervision of the higher authorities are also essential for appropriate construction work. Only then, the risk of improper resources or raw materials may be reduced and the goal of attaining a tough constructional design might be achieved (Caroll, 2009). 4.5 The processes of the organizational factors responsible during the occurrence of such an incident of CTV building Factors needed to be considered during the occurrence of CTV building collapse: Source (Caroll, 2009). From the above picture, it may be observed that it was essential to concentrate more over people, process and technologies used in the preparation of the construction. Along with this, appropriate communication and commitment are extremely essential among the stakeholders and other authority individuals to understand the strategies and competencies. Only then, such a situation might be handled in an appropriate way to substantiate the cultural and political environment of the region (Andriof, 2003). 4.6 The processes of the organizational factors responsible after the occurrence of such an incident of CTV building In order to handle the situation, proper planning needs to be done to identify and assess the risk factors that resulted in such devastation. Along with this, the proper evaluation of the facts and the budget wasted in such an inappropriate construction must be implemented to reduce the level of tensions (Andriof, 2003). 5. Summary and Conclusions The entire report focuses on the causes and facts that might be responsible for the downfall of the CTV building in a severe earthquake. Along with this, it also highlights the defaults as well as the role of varied players and stakeholders. Other than this, it also presents a detail view of the discrepancies in the side of the management of the organization. Conclusively, it might be depicted that improper planning and raw material utilization is one of the prime factors that resulted in such a mishap. 6. Recommendations In order to maintain a construction for a long run, proper use of materials, techniques and technologies is extremely essential.
