The extent of change may vary form one nation to the other, but the overall impact is highly remarkable. Different spheres of life were influenced by globalization and education sector is one of them. It has also opened the doors for several people, organizations or nations to initiate new business areas in other regions where congenial environment is present. As a part of the educational reforms, there is a enormous scope for establishing educational institutions in those nations where existing literacy rate is not good and there is huge potential to enhance the literacy rate. Keeping these points in view, an effort is being made to prepare an policy proposal to study and analyze the prospects of establishing new educational institutions (John Miller Group of Educational Institutions)in Bolivia where lot of potential exists to enhance the literacy rate. The thesis statement of the study is “What are the ways in which the government of Bolivia would associate with the management of new educational institute and how do the new educational institute work with the local communities to make the education mission successful?”. General picture of Bolivia Bolivia is a South American nation which has a population of about 10 million. It has a multi ethnic composition including Amerindians, Mestizos, Europeans, Asians and Africans and the main language is Spanish (Read, 2002). It has also responded well to the phenomenon of globalization and started opening of its economy with the outside world (Heyck, 2002). Initially, the education in Bolivia suffered due to political instability and the legislation of 1956 laid the foundation for systematic initiatives for public education system. The basic structure of education in Bolivia comprises of primary education for five years followed by intermediate education for three years and secondary education for four years (Luykx, 1999). Higher education is mainly dealt by University of Bolivia and some other private educational institutions. Educational scenario in Bolivia In several spheres, the other nations or organizations or individuals can initiate any firm or business in Bolivia under the norms and rules of Bolivian government. The educational institutes of other nations would have to apply for the permission to establish new educational institution in Bolivia. After getting the clearance, the educational department of Bolivia would be communicated regarding the place of establishing new educational institute. The difference between the rural and urban literacy rate in Bolivia is quite higher. The rural literacy rate is very poor due to the fact that the children in rural areas are forced to contribute economically for their family income. Hence, it was reported that the average period of schooling was found to be 4.2 years in rural areas where as in urban areas it was noticed to be 9.4 years. Hence, there exists a potential to enhance literacy rate in rural areas and new educational institutes may be concentrated more in rural areas. Moreover, Bolivia spends about 23 % of its national annual budget towards the educational expenditures. The initiatives of Bolivia towards the opening of its economy with the outside world in the era of globalization inspite of some challenges would certainly help in promotion of educational reforms (Shultz and Draper, 2009). Basic features of the proposal Bolivian government would provide necessary permission and support for establishment of new educational institutes (John Miller Group of Educational Institution) in different ways if it is convinced that the aspirations of the local people would be taken care. The government of Bolivia would help the management of new educational institute in developing stronger linkages with the local administration and other local functionaries for better addressing the needs of the local people. The new educational institute must keep the above mentioned points in consideration and it should meet the demands of the local people related to the quality parameters of educational curriculum that suits their needs. For getting the cooperation form Bolivian government, the emphasis must be given to the factors that positively contribute for the faster and effective dissemination of educational technology or resources to the local communities. Hence, the medium of instruction must be in Spanish and in English so that the acceptability of the local communities would be maximum. It should also have a curriculum that suits the tastes of the people living there. The course curriculum can be very much broader so that the needs of the several diversified people or groups would be fulfilled. At the same time, the new schools or colleges under the new educational institute must introduce some new courses which were not covered earlier in any of the old educational institutes in Bolivia. For example, the understanding of modern practices of agriculture would be of immense help in enhancing the food production and the new course curriculum must incorporate those specific advanced practices of agriculture that suit the agro-climatic conditions of Bolivia. Moreover, the incorporation of these practically useful measures would help us in convincing the government of Bolivia in giving permission for the establishment of new educational institute. The inclusion of several new courses related to new frontiers of science and technology would be of significant use in shaping the new educational organization as a special and unique one compared to the existing institutions and the government of Bolivia would respond positively to the same. The proposed new educational institute would have basic features that can be well integrated with the structure of educational department of Bolivia. There is also a strong need to take sufficient measures for making close integration between the structure of new educational institute and local communities for making it successful in the long run. The recruitment of teachers and other technical staff would be made from the local communities in Bolivia which would be of immense use in providing the employment to the youth. The infrastructure created for the establishment of new educational institute would help the local administration to conduct various national exams and other productive activities. It would also help in development of other business enterprises due to enhanced economic activity in the vicinity of new educational institute. Conclusion Overall, the education department of Bolivia would certainly cooperate with the new educational institutes (John Miller Group of Educational Institutions) in various ways as they find tremendous merit in the same. At the same time, the educational institute would also integrate its different wings with the local communities to make the new mission more sustainable in the long run.
