While anti-bullying programs are mandatory in Australian and American schools, they are not in Singapore (Forss, 2006). In Singapore, 95% of students in primary and secondary schools have experienced bullying (Forss, 2006).

A bully is someone who repeatedly attacks another individual who does not resist (Berger, 2006) and constantly harasses somebody else either physically or psychologically (Bosworth, Espelage, Simon, 1999). Bullying is manifested in many different ways such as physical, verbal and relational bullying (Berger, 2006). As a result of bullying, victims may experience anger, sadness, and depression which can lead to low self-esteem (Forss, 2006). Furthermore, victims of bullying may be unable to concentrate on their studies, skip school, hurt themselves (Carlisle & Rofes, 2007) and may even take revenge on their bullies or become bullies themselves (Tan, 2006).

The Ministry of Education (MOE) in Singapore has developed a ‘School Bullying Management Kit’ for secondary schools which enhances school personnel’s knowledge of what bullying is, how they can reach out to and assist the victims and how teachers can help students respond to bullying (Kalyani, 2007). In this way, schools can investigate all incidents of bullying and resolve them quickly. However, despite the efforts of schools, there are still many cases of bullying which go unnoticed or unreported.

Bullying behaviors stimulate a sense of fear and can lead to a physical altercation that disrupts learning. Therefore, educators are urged to address the impact of bullying on the academic success and psychological well-being of their students (Bosworth et al., 1999).
