Parents usually do not bear the expense for these curriculums that the schools provide them. The teachers and the school makes the parents contribute as well in the setting up of the course of action of IE program, in order to support the children in their achievements and accomplishments in education and school. The program depicts and portrays the aims and objectives along with the exceptional assistance that a child may need during the school curriculum. When a child necessitates with special care as he faces complexity and trouble in learning, implementing and executing task or activity, he is likely to fall under the category where a child needs IE program (Burns, 2006). When the child’s unique and distinctive needs come under inimitable observation by the parents, teachers, school team and even the child himself, the productive and persuasive IE program is probable to develop that plays a great deal of assistance for the student to progress rapidly. The plan and the structure of the program entail deep awareness and understanding, practice and familiarity, and dedication from the declared people that will make the student engage, engross, improve and grow from the designed course of action. The goal setting come under preparation as a foundation stone of IE program and has an aim to have targets that are specific, measurable, achievable, relevant, and time restricted (Burns, 2006). The reflection and the picture that a person views, is created by the lens on the retina that gathers, assemble, concentrates, examine, consign and disseminate the light into the lens of the human eyes. In other words, eyesight or the vision is one of the unique and beautiful gifts from God that a person has. The retina transforms the light that enters into the eyes of the humans into signals that travels to the brain via the optic nerve. When the signals do not reach up to the brains to communicate with the eye or a part of them come under damage, the person falls in the visual impairment disease. With the advancement of technologies, several medical treatments and surgeries come under performance to repair or bring back the vision of a person. The severe congenital visual impairment refers to the loss of eyesight that is present from birth; however, there can be various reasons that can cause this disease that may include inheritance or may have originated via some infection that the fetus catches during the mother’s pregnancy (Moore & Graves & Patterson, 1997). The visual impairment transports few disabilities as well. Inadequate and narrow leaning skill or the incapability of learning from the surroundings is one of the side effects and distinctive attribute that the children with visual impairment administer and experience. According to the studies, the evidence has come under the fact that much of the learning of students come under occurrence through their vision and the students who are disable with this gift gain knowledge through the signals of image (Roman-Lantzy, 2007). However, this impairment encompasses several complications to the children as an outcome of the injury. Students may have hindrance and interruptions in their growth and progress due to the reason that their brain may have had some injury. They may demonstrate signs of lacking in their concentrations to sight stimulus. These students when examine, search and seek for any material entity or things, their top priority changes to the sense of touch and feel over their sight. The consequence of the congenital visual impairment may have oscillation to the general health of the child, and may experience and may affect by the diseases related to brain, spine, limb, nerves or muscles, and they may have mood swings without any reasons (Roman-Lantzy, 2007). With the visual impairment come the additional cost and special attention and assistance in the educational system, as these children do not have the power of vision, therefore, they come under the special need requirements on a long-term basis. This hoist and raise the overall direct and indirect financial cost in comparison to the person who is not disable. With the medical treatment costs that include the vision tests, doctors’ fee, medicines cost and many more, the family undergo other expenses that relates to their children education. The assistance in the education system increase expenses as these children attend special schools where they can get the exceptional care and attention. This adds to the overall cost as teachers undergo wide-ranging extensive training programs so that they can perform in an adequate manner with the students when assisting them in their needs (Roman-Lantzy, 2007). With the advancement in scientific technology, the children with congenital visual impairment can come under treatments as well. At the initial level, the doctors examine and perform several tests to diagnose the level of damaged eye condition and then decide what type of treatment a child requires. The treatment options may include eyeglasses, contact lenses, eye drops or other medication tablets or drugs; however, in some cases, the patients may have to experience the surgical treatment as well (Roman-Lantzy, 2007). The rehabilitation of students at early age with severe congenital visual impairment is one of the most significant, imperative and indispensable aspect that the counselors should get in touch with so that the needs come under identification and accordingly the child gets treatment for his growth and development. The parents make their children entail with the rehabilitation program to have a rapid development in them (Moore & Graves & Patterson, 1997). The IE program focuses on basic educational curriculum that includes the theory and model development, speaking and listing abilities, and the most important Braille reading and writing skills. These talent and proficiency come under the designing so that the child is able to increase their learning capabilities and does well in school and flourish afterwards as well (Burns, 2006). Since the students with severe congenital visual impairment need special care and attention, there can be several programs designed that can assist these students in their learning process. Teachers and schools should provide students with activities that may involve playing with toys as playing for any student is vital and crucial for their enjoyment, happiness and satisfaction. For example, the learning of math counting can come under teaching and association pebble counting game that will make them learn easily while they will enjoy the game. These games highlight and strengthen the child to retain information of the shape and other experimental theories and model and assists in recalling those lectures and tutorials. Numerous other games include tic-tac-toe, 5000, UNO, goal ball and may more support the visually impaired children to enhance their learning process (Burns, 2006). Another strategy or goal, which will motivate the student, is that present real life examples of those disable people or the role models who have made immense achievement for the society and country on a broad perspective. Persuade and prevail the students’ concentration and awareness to the role models with some disabilities that have made colossal contributions to their homelands and the advancements. This will encourage and inspire them to bring out their inner and hidden strengths in front of everybody. Braille format is one of the most important formats that a visually impaired student needs; therefore, a teacher must always be cautious when using the reading materials (Burns, 2006). All the planned IE programs should come under evaluation process; so that the progress of the child or student comes under measure and may look into areas of concerns where there is a need for further attention. The parents also engage themselves in this process so that if they have any issues or concern they can draw notice to it (Burns, 2006). Severe congenital visual impairment is one of the illnesses that make the child suffer from many other disabilities associated with it. A child needs special care and attention for a very long period of their life that includes the medical assistance, parents’ unconditional support and assistance from teachers and school through an Individualized Education Program. The IEP is a unique designed program that caters the individual requirements of the students and goals and objectives are set according to the needs so that it helps the swift development of the child. The goals and objectives should be specific, measurable, realistic, and time bounded that can come under achievement within the school year.
