Project summary This project proposal is an entire outline that i aimed at assisting specific county governments to maintain or rather improve their own potentials in safe transportation of extremely dangerous commodities, through increasing awareness and capacity building of both the national and local organizations dealing with emergencies. This project’s scope is transportation of dangerous goods within or rather inside the boarders of a country. It comprises the road, rail, pipelines and even the air transport (Fabiano 2005). In line with the demands of national activities, transportation will be carried out at a country level among the selected or specific countries. The aim of this project is capacity building on safe transportation of extremely dangerous goods a local or rather country levels. It is meant to focus on the ways in which the capacity building via trainings and workshops whereas local the local one through various demonstration projects in particular places that are vulnerable in the selected nations. Project Background A rise in instances of industrialization has brought a relative increase in similar transportation of very hazardous products. There is inadequacy in the spread of the local customs, skills and general information in safe transportation. The lack of familiarity in the chemical substances implies that the local individuals behave in a way that is completely not appropriate in instances of accidents. Consequently, accidents risk during transportation for very dangerous goods has raised the level of industrialization in various developing. According to Brockett P. & Ettleson (1999), in the year 2011, there was a greater increase in terrorist activities that gave transportation of extremely dangerous commodities a deviated perspective. Very huge tanks that hold or carry dangerous gases from the chemical industries around areas made up of many people are considered extremely dangerous and said to be weapons associated with terrorist activities. These sectors must be protected in order not to be viewed or rather seen as the immediate or easy targets in times of terrorism. Besides the deliberate acts, there were a number of normal or rather usual accidents resulting from the usual transportation activities in nations. For instance, the accident that occurred in Iran in the year 2004 had a very bad or devastating effect on the individuals in the Iranian villages. These villages bordered the railway line thus the explosion led to an approximated death of more than three hundred individuals and injuries of more than four hundred people. The cars that engaged in the accidents were carrying variety dangerous materials mixed with chemicals that included gasoline and fertilizers. This was the chemical that got involved in the entire accident. The accident resulted to about one hundred and sixty deaths and approximated one thousand injuries thus obliterating the entire station and the immediate local environment that caused damage to a radius of four kilometers. This project is going to be built on expertise that is based or rather taken from the APELL program alongside safe transportation procedures from already developed countries or states, nations that have already advanced in transportation sector. Proposal The entire project is aimed at improving the ability of the particular selected nations or the governments of these nations to deal with the many risks that arise from transportation of extremely dangerous goods. In order to achieve this, there are a number of issues or activities that should be put in place: 1. To come up with capacity building procedures that are appropriate for both local and national institutions that assists in improving knowledge and entire effectiveness when it comes to the use of prevention tactics in managing the risks that arise from transportation of extremely dangerous products. The issue of capacity building is meant for the already existing products that are developed by United nations department or committee in-charge of transportation of hazardous materials. 2. To undergo a chain of demonstrations on various projects in each of the and every selected nation so as to allow all the local authorities and organizations to engage on capacity building procedures and take in a number of trainings on various ways of managing the risks that come along with transportation. Objectives of the proposal The project is meant to achieve of fulfill the following: 1. Reduce the level of or number of human injuries that lead to deaths attached to general transportation of hazardous goods in the identified nations. 2. Reduce the incidents or occurrences of accidents that relates to transportation of harmful or hazardous commodities in the chosen nations. 3. Undergo local demonstrations that favor the appropriateness and applicability of frameworks in the countries. 4. Raising the capacity of local organizations to deal and manage the total prevention, preparations and general responses to accidents that results from transportation of harmful or rather dangerous commodities. Expected results of the project A raised awareness, in public, of all the risks that are involved with transportation of the said dangerous goods and the relations it attaches to prevention measures. An enhanced management of routines of transporting harmful or dangerous products, by the national organizations in the chosen countries (Javier 2011). Full or total commitment of the associated governments in enhancement of the reduction measures of accidents that occur due to transportation of dangerous commodities. Expected outputs of the project The project is expected to achieve or rather realize the following outputs: 1. Efficient delivery or provision of valid training for safer transportation of harmful products. 2. Developments and general dissemination of guidelines or procedures that favor safer transportation of hazardous commodities for the global use. This is again expected to be adapted by the other national or local partners. 3. An established multiple strategies for the local organizations capacity building for safer handling of these harmful products. Activities of the project Initial Stage: Capacity building phase This is the very first step in the project, an extremely crucial stage in the entire project. The following procedures make the whole stage worth-wile. 1. Setting up a committee that is supposed to lead, direct or steer the entire project. This committee should comprise of individuals who have vast knowledge in project management and execution, leadership and coordination skills, general communicating and relating skills, capability to deal with emergencies in circumstances where one or more stages of the project fails and general knowledge about the whole transportation subject. 2. Development of a comprehensive and a detailed project plan that includes the actions to be performed by the project, particular activities in line with the objective of the project, an appropriate budget that is specific for the project, particular responsibilities that are supposed to be fulfilled by various parties involved in the project and a timeline that outlines the whole project. 3. Development of the whole project performance assessing criteria and general indicators that can be used to evaluate whether the project is in line with proposed outline or not. This bit is done by the project steering committee and is aimed at improving and correcting general faults that might result in the middle of project execution. The core aim of the project is decreasing the chances of accidents that result from transportation of harmful or dangerous products from occurring. It is meant to improve the various modes of transportation or rather prevent accidents and reduce vulnerability (Planas 2008). 4. Identification of the authorities (government) focal points in every selected nation that are supposed to take part in the whole project. 5. In every nation involved, there should be a general and specific assessment. The steering committee is the group behind development of tools, policies, general structures and policies that relates to transportation. This bit is an extremely important one since it gauges the height of the project disseminations and identifies the weaknesses and strengths in various steps of the whole project. 6. Development of a package meant to provide training to both the local and national organization about the safer methods or ways of transporting dangerous commodities across the countries (Robert 1997). 7. An extensive discussion is performed to discuss and analyze the lessons that are learnt from the whole project, some of the said or pointed best approaches and some of the possible framework that countries must follow. Implementation Stage: General demonstration of the project This is a phase of the project where every detailed bit of the aims and objective are fulfilled. The following are various ways or steps in which the project is executed (Brown,2012). 1. Identification of the authorities’ focal points or rather hot spots in every selected country in order to demonstrate what the whole project is all about. This bit is performed by the members of the steering committee in line with the APELL implementations of such projects. 2. In every identified hot spot, the steering committee form sub-committee that comprise of the locals of the targeted areas. This is done in order to involve indigenous of the selected countries in the project. 3. Training the entire local organizations in the selected nations’ hot spots with a training package that has similar weight and intensity. This is meant to achieve similarity in dissemination of the project. 4. General implementation of the APELL process in the entire project. This is done in the only identified hot spots and is meant to be in execution for an approximated period of two years. It would involve various visits, of up to four, to the regions, areas and selected hot spots for the project. 5. Collection of project indicators in across the identified and selected hot spots. 6. Promote the general public knowledge about the project through awareness campaigns. This should be approached in a communicative manner in order to get the attention of the eyed communities. His bit of implementation would assist to come up with the findings and general transformations that could have occurred in the process of project implementation. All these are geared towards possible actions that might repress the probable occurrences of accidents that are involved with transportation of hazardous and dangerous products across the identified and selected nations (Zimmerman 2008). 7. Preparations of meetings at different levels. Within the country, these meetings are prepared at local levels and involve the individuals around the hot spot, or rather the individuals involved in the whole project. At the regional level, the meetings are meant to involve agents from all the selected nations in a gathering or conference-like sessions. The aims of the meetings are to show the general outcomes of the project and suggest proposals that are strategies to review and complete the entire process. Here is where the steering committee would identify the strength and weakness associated with their leadership and draw a focus on how to improve the on the weaknesses and maintain the strengths. 8. The last bit of the implementation stage is documentation of whole the activities and steps that were involved in the project. Documentation is done in line with the methodologies that are involved in the project, reports that are compiled in various languages from different nations and finally compiled in English.
