Thank you for the letter. We have received the plans you sent us a couple of days ago and were studying them thoroughly to give a detailed and quick answer to you. We have come up with a number of questions regarding the factories which I believe can be answered prior to my visit to China in our correspondence. As far as we have comprehended building our own factories will be a difficult project in terms of governmental regulations. But still I would like you to pay your attention to this question as primarily we are interested in building new factories more than in leasing. We believe that building premises will be beneficial to Shenzhen as well , and we need to know what documents are required, what steps we have to take , and how much it will cost us. As for the plans you proposed us they seem right and appropriate but still we do need a number of details to be mentioned. As far as we see there is no information about plumbing system, electricity, ventilation system and other important issues. We need this information urgently as it is impossible to calculate our investments into the project without it, and thus it is impossible to decide on the contract signing. Thus prior to my visit to China it is absolutely necessary you informed us regarding all administrative fees and the abovementioned unresolved questions. As I told you in a previous letter we were surprised a little by the proposition to build a dormitory in a factory as it is not common for business elsewhere in the world. However, we understand China`s exceptional position, people`s lifestyle, and work habits, and we need to consider before agreeing on such issue. You have mentioned that providing workers with accommodation can sufficiently decrease leasing fees and we need to know to which extent. It is also important to know how exactly the factories with dormitories are run in China but I suppose this information we will be discussing face to face. Our company appreciate you time and efforts into the development of this project and we understand that some difficulties may arise due to different ways of business conduct in our countries but we want to learn all possible ways to launch this project as soon as possible with your help. I see that I have asked a lot of questions which it is difficult to answer in a letter but you must take into account that visiting China without prior agreements is futile and will only take your and our time. L.A.Sillks company has decided to build a factory on the territory of China to increase revenues and decrease expenditures on shipping, work labor, and manufacture. Shenzhen region looks like a perfect place for building a factory as it is an economically developing and appropriate region. There are many employees ready to work there since silk manufacture requires no special qualification and little practice. There are also examples of foreign businesses effectively operating on the territory of Shenzhen. However, when we decided to get all the information regarding possible business launch it turned out that there are a number of restrictions and limitations connected with Chinese regulations and the way of business conduct. Moreover, communications also presupposes numerous stumbling blocks. Firstly, discussing important issues and achieving all necessary information is possible only in face to face meetings. After the meeting with Mr. Gui it became clear that Shenzhen Urban Development Bureau does not encourage building new factories on the territory but offers an opportunity for leasing already built premises. There are a number of points which are supposed to make business running more complicated and unpredictable. One of the most difficult issues is that launching manufacture presupposes giving accommodation to the Chinese employees as many of them come from distant regions and have no possibility to rent a flat. According to our experience and suggestions this may lead to a number of problems which we still have to take into account. Most workers will be young girls thus the company will have to deal with living organization, schedule, medical insurance, and food provision issues. This turns factory building into a town settlement which evokes disturbance as we do not have such experience and the whole enterprise seems risky. Moreover, the situation with leasing is still controversial. Mr. Gui with whom we have establishes good business relationship seems to elude giving us all necessary information and admits that it will be possible only after the contract is signed. As for the moment we have the following information: the term for leasing is three years and the prices provided by Mr. Lee comprise $7 for leasing gatehouse and factory territory and $3.5 for leasing dormitory and kitchen. There are two buildings that are ready for leasing and can be optimal for our factory. However, the stumbling point here is that the plans Mr. Gui sent us does not contain information about plumbing system, electricity, windows and doors placement since these details will be discussed after the agreement. We also have to take into consideration that there are a number of issues decided under-the -table and much will depend on bureaucracy in this case. So as for now it is even difficult to calculate our precise investments into this project. Nevertheless, the whole issue seems very profitable as according to our humble calculations the revenue will increase in 32%. Therefore, taking into account all the probable risks and difficulties we may face but considering our possible profit I recommend to launch a factory in China but we need to go for a meeting with a big delegation and confirm all the issue prior to the contract. Global trends suggest that running business in China may seem exotic but most big companies nevertheless prefer China over other countries and they prosper eventyually. I am writing to inform that it was decided by the President of our company, Helen Martin, that our cooperation is green lighted, and we are ready to meet all necessary requirements to start factories final leasing. Please include all necessary information regarding internal systems of the building, such as electricity system, plumbing, and ventilation systems, and probable costs for leasing to confirm information. Please also explain the how the dormitory affects cost for leasing in case we agree and deny this option. It is also absolutely necessary for us to know the plan of dormitories and kitchen to correct possible problems prior to the trip. Please also take into account that the work with chemicals presupposes good ventilation system as we want to keep our employees healthy. Please send us the most detailed ventilation plan of the factory #2 plan. The manufacture itself is not very difficult or exhausting, and good ventilation can sufficiently alleviate the problems of every day’s work. It is also necessary you helped us with all governmental regulations. As you know business license has been obtained but we wonder if need additional documents connected with the possibility to have dormitories at the factories. We are planning to sign the contract in the nearest future that is why I am planning to visit China once again but only after preliminary agreements are achieved via mail.
