Moreover, organizations now understand the value of information technology, thus they are transforming their traditional business practice to new and more enhanced tools and techniques. In this scenario, this paper covers a specific example of “Agency for Healthcare Research & Quality Business (AHRQB)” that is currently operational through an old and rigid information technology based architecture. However, now the management has decided to enhance the business practice through the organizational arrangement. The aim of this research is to present a detailed analysis and investigation of the current state of the AHRQB. First of all, this paper will outline some of the potential issues from an EISA perspective by emphasizing on the organization, business and technology architectures. After this it will specify some business enhancements through specification of technology bricks at the business. Finally, this paper will discuss the migration plan for migration of AHRQB to a new technology based structure. Current State Assessment Agency for Healthcare Research & Quality Business is a huge corporation and having approximately 300 workers. The mission of this agency is to offer healthcare facilities in public and governmental sector. The main areas of concerns of this business include, offering direct healthcare service to patients, hospitals, developing health care strategy, and offering healthcare services to all the linked sectors. The current status of the AHRQB up holds a decartelized technology based environment. Additionally, the current working structure and data management environment are completely isolated and detached. Thus, they are not able to offer effective collaboration among business technology structures. In addition, all the departments are operational under some isolated working arrangement. Therefore, there are several issues such as, lack of collaboration among all the business departments and availability of some of unified operational structure. In this case we can see that in absence of a unified technology we can face a lot of technology based working problems (as discussed above). However, the main issues emerging here are regarding the availability of unified data and working practice. Moreover, these problems are happening because of different technology arrangements, such as different operating system for instance Windows Vista, and Windows XP, different applications for instance, VB .NET and COBOL based systems, and different working and handling arrangement since these applications are developed under different environments. The case study analysis shows that the present working and business management structure are facing a lot of issues such as unified communication, similarity of operations, internal data communication, and unavailability of common data formats. Thus, in such a working arrangement we could not be able to make effective decisions. Since, the problem with the organizational decision making emerges due to lack of similarity of business data. Moreover, current working practice is not offering unified working structure that can offer the data and information help decision making. Thus, in this scenario management depends on the paper based working, data analysis and reporting. This type of working structure is complex and harder to manage. Furthermore, there are also complex and non-effective business decisions because of less effective data for business operations. There is another most important issue in this case, that is regarding the visibility of operations. Since the by working under different decartelized arrangement each department inside the Agency for Healthcare Research & Quality Business is having less insight about the operations going on in other internal departments. Thus, this situation leads toward more complex working arrangement. Moreover, with less visible operations the corporation is having less effective or no check on working departments that can create a mess for the business. Future State Assessment Agency for Healthcare Research & Quality Business desires to enhance the traditional working and operational practice with new and enhanced technology based arrangements. In this arrangement Agency for Healthcare Research & Quality Business desires to implement a unified, visible, and centralized technology based arrangement. This section presents a detailed overview of technology bricks for the potential enhancement of the traditional business practice. Initial specification for this case is the establishment of new centralized technology based arrangement. However, in this case, the data warehouse (DW) structure will offer effective business decision through the OLTP DBMS. This also support for the large databases, complex multi-table join processing. Migration Plan This section presents a detailed analysis of the technology migration plan for new technology based structure. The main objective of migration plan is to sort out the level of implementation projects into concerning order. In this plan, the activities comprise assessing the costs, dependencies as well as benefits of the different migration areas of the Agency for Healthcare Research & Quality Business. In case of Agency for Healthcare Research & Quality Business the prioritized list of projects will move on to develop the foundation of the detailed implementation.
