Director Fernando Meirelles takes us through a story narrated by a photographer named Rocket, who tells the story of Li’l Ze, a thug that wants to be the overall boss in the City of God. It starts when the main character is a little boy, still tagging along on heists with several of the older criminals, including his brother and another two partners. The gang aptly named the Tender Trio, splits up and goes its separate ways, everyone having to deal with their fate. Years later, the rule of Li’l Ze takes on.

He is now older, and together with his friend Benny, rules the area and has to deal with problems of rival gangs and eventually the rise of a new generation of more violent gang members. The setting of the movie in the favelas gives the film character (Meirelles and Lund). There are two possible routes out, either a life of crime or through football. This movie seems to debunk the first option. Showing just how this train of thought has seen crime almost built into the City of God’s DNA, and now involves some of the youngest and yet most dangerous criminals ever.

The narrator, would be photographer Rocket, strikes the perfect balance between innocence and stoicism, enough to have the audience like him while taking them nonchalantly through the violence and the dead bodies. On the other hand, the main character alternates between the usual teenage bravado and moodiness as a dangerous young kingpin. He is the perfect combination of appalling and intriguing. The storyline has profoundly touching scenes and scenes of real horror as the gangs of murderous pre-teens navigate and fight for the rule of their world.

The film is about how life in the City of God is one of hopelessness and depravity and does a perfect job displaying this. The movie’s scenes are as shocking as they are enlightening, and one has little choice but to view this using the utilitarian theory. Utilitarianism is based on two broad ideas. The first is that any life regarded as good is one that is spent pursuing some sort of pleasure; the quest pleasure here is simply the quest to avoid pain.
